for water measured through a meter twelve and one-half cents (#0*181) for each one hundred (100) oubic feet up to eight hundred (800) cubic feats with a minted® charge of one dollar (#1.00) par month, and ten cents (#0.10) per hundred feubic feet in excess of eight hundred (800) cubic feet, except that there shall be a special rate not to exceed fire cents (#0.00) for each one hundred (100) cubic feet fur use in county' buildings or upon ©©wuty grounds, and in public schools and upon public school grounds.
