Bracken: Referring to your letter March 15th, file W-23-3, enclosing editorial from the Las Vegas "Review" of March 13th, upon subject of installation of water meters: installing meters at Las Vegas, but that we propose to submit for approval of the Public Service Commission, schedule of increase in our existing flat water rates as per my letter February 25th, in reply to yours of the 18th. However, before this is done, we will await favor­able settlement of franchise matter now pending before the City. wherein you suggest acquainting President Gray with con­ditions at both Las Vegas and Yermo in order to preclude possibility of our being requested to change from flat to meter rates, this need not be done as this matter, insofar as Las Vegas is concerned, has already been presented to and passed upon by Mr. Gray. Please see copy sent you of my letter June 13th, 1929 to Mr. McNamee, advising that Mr. Gray had instructed application be submitted at proper time to cover an increase in present flat rates; reserving, how­ever, right to install meters at a later date should such action become necessary in order to conserve our water supply in the event our present surplus of water should ever become exhausted. some meters installed in connection with business concerns which use considerable water, and that no change is to be made in such cases.
