Ob Oct. 11, 1950, Messrs. Lanouette and Gardner inspected these premises and found them occupied and this Information was turned over to this office with instructions to accrue and collect charges. This audit develops that there have not been any accruals entered and apparently no collections made. We find these premises were occupied Jan. 1, 1950, to Nov. 30, 1950, by John F. Baird, whereabouts unknown to me. • . ' It will be a hard matter at this time to collect for this service* It may be true that the owner of the property is liable but can we enforoe this rule when we cannot deny negligence.
