I wish to offer the following suggestions: I have discussed these matters with Mr. Maag and agree that we should clear the accounts of these advance payments. I think it is a good idea to make the refunds also to collect the outstanding items in the very near future. It will be noted in Mr. Bennett’s letter of Aug. 28, 1953, fourth paragraph, the District will not take over these accounts. It is noted in third paragraph of same letter we are authorized to waive any outstanding charges prior to Jan. 1, 1952. Am I correct in my understanding that we will also waive charges on above service for the period Jan. 1, 1952, to April 30, 1953, inc.? I agree with Mr. Maag and recommend refunds be made by drafts and handled through his accounts. It will be necessary to make explan­ations in some cases as I am Inclined to believe some patrons have considered their payments to cover water as well as these charges* In this manner we cah get acknowledgment from patron as to standing of their accounts and a complete record will be available at this office. It is possible he will not be able to refund all charges due to sales of property and the parties having made payment may In such cases, I would suggest they Issue drafts in case they cannot deliver them send the draft to you^for final 'dis­position* I am In favor of having the complete SUBJECT* R e f r i g e r a t i o n C h a r g e s - L a s V e g a s L a n d & W a t e r C o . have left the city, covering refunds and o you foi record in his office. There are only ten items to refund, in my opinion. I do not think it necessary to refund Service Numbers 255, 3749 and 8772 as the accruals will absorb the advance payments in a short time. In addition to handling these matters promptly, I think they should make every effort to collect the outstanding charges promptly and get this part of the accounts cleared up before sale date, This will very likely cause them to have to make a number of personal calls.
