Dear Sir: Referring to the matter of repairs to meter for Hickey: I do not believe that I would press him any further for payment. She fact that the meter was paid for by him in the first place and that there are some grounds for his claiming that it was his property, would seem to justify him in claiming that you should have consulted with him before taking it out and getting it repaired. If there is another case like this and a meter gets out of order, you can demand that a new meter be put in or that the old meter be repaired, and if it is not done turn off the water. Of course you would probably get an order from the party to furnish a new meter or repair the old one, but you would have it in writing and could collect the bill.
