Folger) Referring to your letter September 8th, concerning application received by LVL&WCo. from Mayor Cragln requesting that the Water Company allow connection to its water lines with proposed pipe line to extend from the city limits to El Rancho Village, with the understanding that use of water from this line would be limited to emergency fire service: I concur in the opinion of Mr. Bennett and yourself that the LVL&WOo. should adhere to Its position that It cannot undertake to provide facilities or furnish service outside of the city limits* &.
