Lear Sir* I Beg to acknowledge receipt of your letter under date of March 15th, File 181, in reference to re-appraisement of Company lots, and as requested I h re with return to you. one copy, which is my estimate.of the present value of these lots. In this connection I wish to state that I have mode the present value to apply only to sales to employes and persons who have Been living here intending to make this their home, and purchasing lots for that purpose only. I do not under any circumstances Believe it is advisaBle to sell at these priees to prospective speculators, and in every case I try to assure myself that the party purchasing is doing so for the improvem nt of the Town. You will notice in Blocks 1 and 16 that I have made the prices exactly the same for the reason that property in these Blocks has greatly depreciated in value. Block 1 Being located directly in front of Block 16 of the "Red Light” district makes it almost impossible to dispose of property in that Block. You will notice that as per the enclosed letter in reference to platting a few Blocks North of the townsite and turning Block 17 into a cheap residence district for undesirable classes, I have reduced the price of lots in Block 17.
