Bear Sir: Referring to the matter of rate on gravel to he charged the Construction Department for Las Vegas cottages. Mr. Tilton was in this morning and states that all his estimates have been based on the \<f, per ton basis, or approximately $13.60 per car, as per my letter to Mr. Wells January 20th; and that if he is now to be charged 1^ per ton per mile, or approximately $23.80 per car, this will not only tend to increase his estimate, but that he will have to change his actual charges for probably the past two or throe months.
