September 1, 1911 File No. .599 Mr. J. Ross Clark Dear Sir:- Second Vice-President, Building. I have your letter of August 28th. and one to you from Auditor Bettis of August 26th. ( herewith returned) upon the subject of the quality of the plastering in some of the employes* cottages erected by this department at las Yegas. The cottages referred to are those put up two years ago and the plaster used in them was common lime plaster which was not very good in quality but the statement that it almost crumbles to the touch is a dly extravagant. Some of the tenants utterly disregarding the rights of the plaster, particularly on the side walls where the plasTert^. directly on the concrete blocks. Had Mr. Bettis inquired, Mr, Bracken would have told him that was the case as he has told me it was. In fact,I examined the walls of some of the cottages in question some months ago and observed the damage to the walls and to other portions of the cottages which had been done by irresponsible and swinish tenants and I recall that I mentioned the matter to you. hich broke
