Dear Sir,- For your ready reference, I am enclosing all papers in my file, respecting the procedure which we will "be required to follow should we revive for consideration the proposed completion 6f the Santa Ana Line. It would appear that our authority to proceed with this construction without permission from the Commission in the shape of a "certificate of public convenience" is a moot question. It also appears necessary to revise the estimate before the matter can be intelligently taken up. I suggest, therefore, that you have Mr. Maguire give this matter his attention as quickly as possible, and it is my ju &®ent that the estimate should he prepared to Shows first, the coat of that portion of the line which has been completed. Second, the cost of completing that portion of the line for which we have acquired right-of-way, and on tahich grading has been completed. Third, the cost of completing the line entirely including that portion on which no grading has been done. Unfortunately there has been woven into this correspond® reference to the financing of picking-houses and other industries. I will treat this in a separate communication. Yours tru 3y, cc--ASU
