Ross Clark, 2nd'Vice-President, Dear Sir.- I hand you herewith letter from Mr, P, A, Waters in regard to issuance of certificates of title for Las Vegas lots. inasmuch as'it seems impossible to get some already organized abstract company to.issue these certificates about the only_way out of.it seems to be the organization of a company to handle the matter. If the land and water company does not care to ?become sponsor for an enterprise of this nature I believe I could perfect an organization, capitalized for about $10,000,00, among local parties. Then should property owners demand from the land and water company a certificate of title we would be in shape to take care 0f their requests. You understand of course that we are not required under our contract to issue such certificates, but antici- j|J2 | pating that such requests will likely be made on us and ssy if we are not ready to meet the situation may delay closing the contracts. It is the universal custom in California for the grantor to issue such certificates and we may reasonably expect that Califor­nia purchasers will demand certificates, and become suspicious if they are not furnished. It is estimated that the cost of installing an abstract plant will be about $1,000.00. Any independent company that I might be connected with would be organized with the understanding that certificates for the land m. Las Vegas, Uev. June 2, 1905,
