A corporation organized for this purpose could purchase from the Railroad Company, at a price to he agreed upon, all the lands and water rights at Las Vegas not required for railroad use. If it is desired, the con­trol of the stock of this corporation could he owned and held in the same manner and by the same persons as the stock of the Railroad Company is now held. Officials and employes of the Railroad Company could he allowed to subscribe for the minority stock and in this way afford them an opportunity to make a safe and profitable investment.
