I agree.has been made to determine existing financing policy as practiced in California cities. A total of thirty publicly-owned utilities serving populations over 25,000 were studied. Table I shows the classification of each of these utilities according to the source of capital for financing extensions. Also included in Table I is the type of refund policy adopted by each utility.
