The First Parties, and each of them, agree 2 that from and after the date of this agreement and prior to the 3 sale date they will not, without the precedent approval of the Dis- 4 triets 5 (a) sell, transfer or encumber any of the property 6 to be transferred to the District pursuant to this agree- 7 ment except as otherwise provided in Section 12 hereof, or 8 (b) construct, contract to construct or authorize 9 the construction of any works for additions and betterments 10 to or extensions of the water production, storage, trans- 11 mission and distribution facilities mentioned in subpara- 12 graphs (b), (d) and (f) of Section 1 hereof, excepting 13 herefrom any such works in construction, contracted for or 14 authorized to be constructed on the date of this agreement, 15 or which are now or hereafter may be ordered to be con-lg structed b y the Public Service Commission, or any individual I7 project reasonably estimated to cost less than Two Thousand 1® Dollars ($2,000,00). 19 20 21 22 23 24 25 26 27 28 h3*
