Myers* He requested a decision from the Board relative to proceeding with the delinquent shutoffs* Following a brief discussion, the Board agreed that Attorney McNamee should advise counsel for Mr. Myers that the water will be shutoff if the delinquent accounts are not paid by Tuesday, November 13, 1956. RTT.T.TNd TINDER METERED RATES - VEGAS VILLAGE SHOPPING CENTER The Manager requested authority to bill the Vegas Village Shopping Center under metered rates since a large part of its refrigeration equipment is air cooled with auxiliary cooling of air and there are no applicable rates in the existing schedule to cover. He ex­plained that it would be difficult to establish an appropriate rate for this equipment. A motion was duly made by Director Rosevear, seconded by Director Miller, and unanimously approved by the six Directors present, that the Manager be authorized to bill the Vegas Village Shopping Center under metered rates. PAVING ADDITIONAL PARKING AREA Manager Renshaw requested authority to pave the area in front of the building, east of the present lawn, to provide additional parking space for employees• He estimated the cost at $450. Following a brief discussion, a motion was duly made by Director Miller, seconded by Director Cornwall, and unanimously approved by the six Directors present, that the Manager be authorized to provide additional parking area as requested. WEATHER MODIFICATION The Board considered a letter from the Weather Modification Company dated September 15, 1956, which outlined certain improvements in equipment and suggested a meeting with the District to discuss the possibility of conducting a cloud seeding operation in this area. Following a general discussion, it was the consensus of the Directors present, that in view of the many problems which would be involved, that considera­tion of cloud seeding be deferred until the situation, particularly as regards certain legal aspects, has been clarified. r e t irem ent SYSTEM Discussion of the possibility of instituting a retirement system for employees of the District followed. Manager Renshaw advised that he had studied the proposal submitted by Aetna Life Insurance Company, which had been previously distributed to the Board, and felt that there were three possible approaches to the retirement system problem which should be considered. The ].% plan submitted by Aetna would not furnish sufficient benefits alone, so that a 2% plan at a cost of approximately $28,000 per year would be required. However, if the 1% were combined with Social Security, the cost vrould be somewhat less and the benefits slightly higher. The third possibility would be to amend the District Act so that District employees would be eligible for inclusion under the State Retirement system. TTiis would probably cost slightly less and furnish slightly greater benefits than either of other plans. WHITNEY WATER SYSTEM Escrow papers prepared by the Pioneer Title and Trust Company at the request of Attorney Leo McNamee were presented to the Board. The Manager advised that he believed the papers were in order and recommended, subject to approval by counsel, that the escrow instructions be approved, the proper officers authorized to sign them, and authority given for deposit of the purchase price in escrow. Attorney McNamee advised that the papers were in order.
