IDEA OF MEETING: Buyer meets Seller* Avoid talking inventory. ENGINEER TALENT: Consulting Engineers will desire to have viewed the property before passing judgement. They will want to look for critical items to use in bargaining, such as insufficient storage, and other defects in system. Consulting Engineers should have had previous experience in buying and selling water systems* Has Coghlan had any such experience/ The fact that he made a valuation is not the proper experience we need* His co-worker, E. R. Bowen, of San Marino, 475 Hunting Drive. Tel. PY 1-1429 has bought and sold (as engineer) several water companies in and around L.A. PURCHASE PRICE: What can the District make out of operating the Utility? At the present water rates, which are all the PSC will allow apparently, as per their decision Aug. 24, 1951. Distinction between a RATE BASE;& EHEPR0DUCTION COST NEW, LESS ACCRUED DEPR. ' HISTORICAL COST, etc. REAL ESTATE: A survey will have to be made to determine the acreage desired, which will be about 270 acres. The value per acre can be appraised gratis by the Realty Board* Right—of—ways for transmission power, and water lines should be surveyed. Know what elements of the utility are to be embraced in the area purchased. This item can be postponed for definite action later, after the survey*
