Where a main extension is made by the customer, the service connection to be made by the customer, in accordance with district standards, and the regular service connection charge waived. Same reason as for subdividers. 5 . Where main installed by the customer, the customer to furnish bond to guarantee against defective materials and workmanship before water service is commenced. Same reason as for subdividers. 6. If main installed by the District, customer to be required to make a deposit in the amount of the estimated cost plus ten percent. Upon completion of the work, the actual cost to be determined and a refund or additional billing made to cover the difference between the estimated and actual costs. The ten percent to be retained to cover engineering and other indirect costs. SERVICE CONNECTIONS MAIN EXTENSIONS FOR INDIVIDUALS (cont.) 1. Charges for service connections made by the District to be raised to conform more nearly with actual costs, as follows: j / k inch - $55.00; one inch - $5 0 *0 0 ; two inch - $75*00; over two inch - actual cost. The present charges, starting at $5*00 for the 5/4 size, represent only a fraction of the actual cost. If they are continued, the difference between the charge and the cost will have to be obtained from water rates, which will already be high. This may not be particularly important if the recommendations relative to installation of services with the mains is approved, since the bulk of the services will not be installed by the District. However, it will be consistent with the other recom­mended policies in providing for obtaining new capital for expansion from the property to be served, rather than from District as a whole. The charges recommended are based on a compilation of average costs as of 1950 furnished by Mr. Maag, 25 percent having been added to cover changes since that time. They appear a little low in comparison with Southern California costs but will probably be satisfactory until we are able to determine them from our own experience. 2. Servied connection charges to be paid in advance. For services of sizes two inch and below, the established flat charge to be paid. For sizes above two inch, a deposit to be made of the estimated cost and an adjustment made upon completion, either by a refund of additional billing. 5 . District to run service connections to point back of curb line and assume responsibility for maintenance and replacement only to that point. To facilitate future metering as discussed above.
