SECTION 10. That by reason of the fact that the streets of the City of Las Vegas are inadequate to meet the present and future needs of the City and its inhabitants and that it is necessary immediately to raise funds to improve the said streets, therefore, it is hereby declared that an emergency exists, and that this ordinance is necessary for the immediate preservation of the public peace, health and safety. SECTION 11. That the City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas shall cause this ordinance to be published once a week for two suc- cessive weeks immediately following its final reading and adoption in the Las Vegas Review Journal, a daily newspaper published in said City and that ordinance shall be- come effective immediately following the second publication thereof. WHEREAS, the Master Plan of Streets and Highways for the City of Las Vegas as adopted by Ordinance No. 659 provides for a minimum right-of-way width of 100 feet for Charleston Boulevard; and WHEREAS, the present setback for Charleston Boulevard between Fremont Street and Sixteenth Street would allow for a 180 foot right-of-way; and WHEREAS, it is felt necessary to bring the present setback ordinance into line with the Master Plan for Streets and Highways, and to reduce the setback on Charleston Boulevard . NOW, THEREFORE, the Board of Commissioners of the City of Las Vegas do ordain as follows SECTION 1. Section 1 of Ordinance No. 724 is hereby amended to read as follows:
