(b) (l) Parking or standing a vehicle in a designated parking meter space shall be lawful for six minutes for each one cent coin of the United States of America, or for thirty minutes for each five cent coin of the United States of America, or for sixty minutes for each ten cent coin of the United States of America deposited in any parking meter on either side of the streets on the following streets and parts of streets, namely: On Fremont Street from Main to 8th Street; on Main Street, First Street, Second Street, Third Street, Fourth Street, Fifth Street, Sixth Street, Seventh Street, and Eighth Street from Carson Avenue to Ogden Avenue, limited, however, to such maximum total time for parking as shall be prescribed by the order of the Board of Commissioners from time to time and so indicated by proper notice placed upon such parking meter; provided, however, the Board of Commissioners may from time to time by resolution provide that parking meter heads shall be installed within the area hereinabove set forth having thereon receptacles for a five cent minimum only, and containing no receptacle for the deposit of one cent coins, in which event the minimum parking time so designated shall be thirty minutes for each five cent coin of the United States of America. (2) Parking or standing a vehicle in a designated space in any other portion of the parking meter zone shall be lawful for twelve minutes for each one cent coin of the United States of America, or for sixty minutes for each five cent coin of the United States of America, deposited in the parking meter, limited, however, to such maximum total time for parking as shall be prescribed by the order of the Board of Commissioners from time to time and so indicated by proper notice placed upon such parking meter. (c) The Chief of Police is hereby directed and authorized to mark off a loading and unloading zone in the parking meter areas wherein commercial trucks may park in the parking zones to load or unload merchandise without depositing coins for a period up to and including the hour of 10:00 A.M. Should any truck or delivery car be parked in any such designated loading zone to load or unload merchandise between the hours of 10:00 A.M. and 6:00 P.M., except as in Paragraph (a) of this section, without depositing a coin, then, the violator shall be given a ticket and the legal penalty imposed. SECTION 2. All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 3. Any person violating the provisions of this Ordinance by not paying the fee provided for shall be guilty of a misdemeanor, and upon conviction shall pay a fine of not less than $1.00, nor more than $500.00. SECTION 4. This ordinance shall be in full force and effect upon its final reading and adoption, and final publication as in the next section provided. SECTION 5. The City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas shall cause this ordinance to be published once a week for two successive weeks immediately following its first reading and adoption in the Las Vegas Sun, a daily newspaper published in the City of Las Vegas.
