AN ORDINANCE TO SAFEGUARD LIFE AND PROPERTY BY REGULATING AND PROVIDING FOR THE INSPECTION OF ELECTRIC WIRING, DEVICES, APPLIANCES, AND EQUIPMENT, CREATING THE OFFICE OF ELECTRICAL INSPECTOR AND PRESCRIBING HIS AUTHORITY AND DUTIES; REQUIRING THAT NO ELECTRIC EQUIPMENT SHALL BE INSTALLED WITHOUT FIRST SECURING A PERMIT THEREFOR; ADOPTING BY REFERENCE THE 1953 NATIONAL ELECTRIC CODE; CREATING A BOARD OF ELECTRICAL EXAMINERS; PROVIDING FOR THE LICENSING OF PERSONS, FIRMS AND CORPORATIONS ENGAGING IN THE BUSINESS OF ELECTRICAL CONTRACTING OR EMPLOYING ELECTRICIANS TO OBTAIN ELECTRICAL WORK: MAKING IT UNLAWFUL TO ENGAGE IN THE BUSINESS OF ELECTRICAL CONTRACTING OR TO UNDERTAKE THE EXECUTION OF ELECTRICAL WORK WITHOUT A LICENSE, EXCEPT AS OTHERWISE PROVIDED; MAKING IT UNLAWFUL TO SEEL AT RETAIL CERTAIN ELECTRICAL PRODUCTS UNLESS SUCH PRODUCTS HAVE BEEN APPROVED BY THE ELECTRICAL INSPECTOR AND NATIONAL BOARD OF UNDERWRITERS, PROVIDING PENALTIES FOR THE VIOLATION THEREOF AND REPEALING ORDINANCE NUMBER 306 AND ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH; AND PROVIDING OTHER MATTERS PROPERLY RELATED THERETO. The Board of Commissioners of the City of Las. Vegas do ordain as follows: SECTION 1. This ordinance shall be known as the "Specialized Electrical Ordinance" and may be cited as such and will be referred to as "This Ordinance." Wherever a Section or part is referred to be number it shall be understood to refer to a Section or part of this Ordinance. SECTION 2. Definitions. NBFU - National Board of Fire Underwriters. NEC - National Electrical Code. B of CC - Mayor and Board of City Commissioners. ME - Master Electrician - A person capable of laying out and supervising electrical work. EI - Electrical Inspector an assistant to the Building Inspector of the City of Las Vegas, Nevada. UNIT - One home, apartment, store, warehouse, hall, auditorium, or each floor of a hotel. EC - Electrical Contractor. B of EE - Board of Electrical Examiners. SECTION 3. ADMINISTRATION There is hereby created the office of Ei who shall be a member of the Building Department under the supervision of the head of said Building Department. The person chosen to fill the office of EI, shall be a competent electrician of good moral character, shall be possessed of such executive ability as is requisite for the efficient performance of his duties and shall have a thorough knowledge of the standard materials and methods used in the installation of electric wiring, devices, appliances and equipment; shall be well versed in approved methods of electrical construction for safety of life and property, the statutes of the State of Nevada relating to electrical work, the rules and regulations issued under authority of the statutes; the National Electrical Code, as approved by the American Standards Association, and the electrical provisions of other installation and safety codes approved by the American Standards Association. SECTION 4. DUTIES OF EI OR HIS APPOINTED DEPUTIES It shall be the duty of the Building Inspector and/or the EI to enforce the provisions of the Specialized Electrical Ordinance and inspect the construction, installation, and repairs of all electric light or power wiring, fixtures, appliances and apparatus in or running to any building or structure in Las Vegas, and to require the correction of any defects therein which are dangerous or likely to cause fire; or are contrary to this Ordinance, said EI must require the correction of such defects as are actually hazardous to life or property. If in the opinion of the EI any electric appliance or fixture is offered for sale which does not conform to the National Code, or NBFU, the sale of such appliance or fixture may be prohibited. SECTION 4-A. When a routine inspection or a Fire Marshall recommendation is made, the owner will not be required to pay an inspection fee, unless all or parts of said wiring appliances or equipment is condemned, or where such inspection is made upon request of the owner or user of said wiring, fixtures, apparatus or appliances, in which case fees as provided for permits for installation of new work shall be paid by the person requiring the inspection. SECTION 4-B It shall be the duty of EI to inspect any and all work for which permits have been issued as soon as practicable after notice in writing by the contractor that the work is ready for inspection. Inspection shall, when necessary, be made two or more times during the progress of installation; first, when work is roughed in, and last when work is completed; and it shall be the duty of EI to indicate inspection of any work by a tag or label attached to the service switch wires, or a certificate issued to the person taking out the permit. Such tag or label shall state the date, location, and whether first or final inspection has been made; it shall be unlawful for any workman or any other person to lath over or otherwise conceal any electrical work until such first inspection tag has been placed. SECTION 4-C It shall be unlawful for the EI, or any of his assistants to engage in the business, sale, installation, or maintenance of electric wiring, devices, appliances or equipment, either directly or indirectly, and they shall have no financial interest in any concern engaged in such business in the City of Las Vegas, County of Clark State of Nevada, at any time while holding such office as herein provided for. SECTION 5. Certificate. Upon application for inspection of any wiring, apparatus, fixtures or appliances as hereinafter provided, the EI shall after inspection and examination issue a certificate showing the result of such examination, and any corrections in said work necessary to be made. SECTION 6. Temporary Certificate. If EI shall be unable to make final inspection within twenty-four hours after notice of its completion, a temporary permit may be issued by said EI allowing current to be turned on pending the inspection of such work. Temporary certificates may be issued for a period not to exceed ten (10) days. All tags and labels, except Violation and Stop Work Tags or Labels, used in connection with temporary installations shall be clearly marked "Temporary." ORDINANCE NO. 6lO
