Section 5. That by reason of the fact that there is contemplated construction to be done immediately in the areas above described, and that such construction is needed to meet the present and future needs of the City and its inhabitants, and that it is necessary immediately to provide for such construction, therefore it is hereby declared that an emergency exists, and that this ordinance is necessary for the immediate preservation of the public peace, health and safety. EMERGENCY ORDINANCE NO. 460 AN EMERGENCY ORDINANCE REQUIRING SUBDIVIDERS TO PAY TO THE CITY OF LAS VEGAS, FEES FOR THE INSPECTION BY THE CITY ENGINEER OF SUBDIVISION CONSTRUCTION, AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF AND REQUIRING THE CITY ENGINEER TO MAKE INSPECTIONS: THE BOARD OF COMMISSIONERS OF THE CITY OF LAS VEGAS DOES ORDAIN AS FOLLOWS: Section 1. Every person, or association of persons, or corporation, or others, filing a subdivision map and constructing streets, sidewalks, curbs, gutters, sewers, and street lighting in accordance with said map, shall in addition to filing the required bond, pay to the City Clerk a sum equal to 5% per cent of the amount of the bond to defray the cost of inspection of such construction by the City Engineer. Section 2. The City Engineer shall make the necessary inspections to insure that the required specifications are met on all such construction and shall immediately halt any such construction when the required plans and specifications are not being complied with, and it shall be unlawful for any person, association of persons, corporation, or others to continue such improvements until the construction meets the plans and specifications to the satisfaction of the City Engineer. Section 3. Every person, association of persons, corporation, or others violating the provisions of this ordinance, shall be guilty of a misdemeanor and upon conviction, shall be published by a fine of not more than Five Hundred Dollars ($500.00), or by imprisonment in the City Jail for not more than six (6) months, or by both such fine and imprisonment.
