    AFFIDAVIT OF PUBLICATION STATE OF NEVADA,) COUNTY OF CLARK ) Carl Woodbury____________, being first duly sworn, deposes and says: That he is auditor_____of the LAS VEGAS EVENING REVIEW-JOURNAL, a daily newspaper, of general circulation, printed and published at Las Vegas, in the County of Clark, State of Nevada, and that the attached was continuously published in said newspaper for a period of 2 times from December 19, 1949 to December 26, 1949 inclusive, being the issues of said newspaper for the following dates, to-wit: December 19, 26, 1949, That said newspaper was regularly issued and circulated on each of the dates above named. ORDINANCE NO. 399 AN ORDINANCE DECLARING THE DETERMINATION OF THE BOARD OF COMMISSIONERS OF THE CITY OF LAS VEGAS, NEVADA, TO MAKE CERTAIN IMPROVEMENTS IN THE CITY OF LAS VEGAS BY INSTALLING A SANITARY SEVER IN THE SAID CITY; PROVIDING THAT THE COST AND EXPENSE THEREOF SHALL BE PAID ENTIRELY BY SPECIAL ASSESSMENT UPON ALL THE LOTS INCLUDED WITHIN THE SPECIAL ASSESSMENT DISTRICT HEREBY ESTABLISHED ACCORDING TO THE BENEFITS; AND OTHER MATTERS RELATING THERETO. The Board of Commissioners of the City of Las Vegas do ordain as follows : Section 1. The Board of Commissioners of the City of Las Vegas hereby declares its determination to make the following improvements in the City of Las Vegas, in accordance with the plats, diagrams and estimates of cost on file in the office of the City Clerk of the City of Las Vegas: To install a sanitary sewer in the alley between Walnut Avenue and Mesquite Avenue; from Bruce Street to 19th Street; in the alley between Mesquite Avenue and Cedar Avenue; from Bruce Street to 21st Street. In the alley between Cedar Avenue and Poplar Avenue; from Bruce Street to 21st Street; in the alley between Poplar Ave­nue and Elm Avenue; from Bruce Street to 21st Street; in the alley between Elm Avenue and Marlin Avenue; from Bruce Street to 21st Street. In the alley between Stewart Avenue and Marlin Avenue; from Bruce Avenue to exist­ing line 80.5 feet west of center line of 23rd Street. On Ash Avenue from 21st Street to 23rd Street. On 16th Street to Marlin Avenue to Bruce Avenue. In the alley between 14th and 15th Streets from Ogden Avenue to Stew­art Avenue. In the easement between 14th and 15th Streets from Stewart Avenue to Marlin Avenue. In the alley between 12th Street and 13th Streets from Stewart to Marlin Avenue. The special assessment district hereby created shall include all the taxable lots and premises abutting said streets and alleys, and shall be designated and known as Sanitary Sewer Assessment District No. 200-1. Section 2. The cost and expense of making the improvements described in Section 1 of this Ordinance shall be paid by special assessment to be made, according to the benefits, against the owners and upon the taxable lots and premises embraced within the special assessment district hereby created, and composed of all the taxable lots and premises included within said district that shall receive benefits from said sanitary sewer assessment district #200-1, as shown on Exhibit A, a map thereof on file in the office of the City Clerk of the City of Las Vegas, Nevada. Section 3. The City Clerk of the City of Las Vegas shall keep the plats, diagrams, and the estimates of cost on file in her office for public inspection, and the City Clerk of the City of Las Vegas shall give notice thereof and of the proposed improvements, of the location thereof, and of the district to be assessed, by publi- cation for two weeks, that is to say, once a week for two successive weeks, in the Las Vegas Review Journal, a daily newspaper published in the City of Las Vegas, by posting notices of the same in at least three public places in each ward, and also by posting a notice in or near the postoffice of the City of Las Vegas, and by posting notices in three public places near the site of the proposed improvements. The notices shall also state the time when the Board of Commissioners of the City of Las Vegas will meet and consider any suggestions and objections that may be made by parties in interest to the proposed improvements. Section 4. This ordinance shall be in full force and effect upon its publication, as in the next section provided. Section 5. The City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas shall cause this ordinance No. 399 to be published once a week for two successive weeks immediately following its final reading and adoption, in the Las Vegas Review Journal, a daily newspaper published in the City of Las Vegas.
