    ORDINANCE NO. 360 AN ORDINANCE ESTABLISHING A REGIONAL PLANNING COMMISSION AND AUTHORIZING THE BOARD OF COMMISSIONERS OF THE CITY OF LAS VEGAS, CLARK COUNTY, NEVADA, TO COLLABORATE WITH THE GOVERNING BODIES OF INCORPORATED CITIES IN CLARK COUNTY, NEVADA, AND THE BOARD OF COUNTY COMMISSIONERS OF CLARK COUNTY, NEVADA, IN THE CREATION OF A REGIONAL PLANNING COMMISSION. WHEREAS, Section 4 of Section 5063.30 N.C.L., as amended, provides for the creation of a Regional Planning Commission and authorizes any governing body of an incorporated city to collaborate with the gov­erning body of any county of the State of Nevada, and other governing bodies of incorporated cities within such county or counties in the creating of a Regional Planning Commission, and WHEREAS, it is the desire of the Board of Commissioners of the City of Las Vegas, Clark County, Nevada, to so collaborate in the creating of a Regional Planning Commission, NOW, THEREFORE, the Board of Commissioners of the City of Las Vegas do ordain as follows: Section 1. There is hereby created a Regional Planning Commission pursuant to Section ^ of Sec­tion 5063.30 N.C.L., to consist of twelve (12) members. Section 2. The term of office of each member of said Regional Planning Commission shall be six (6) years or until his successor is appointed and qualifies, except that the respective terms of the members first so appointed shall be two for a one year term, two for a two year term, two for a three year term, two for a four year term, two for a five year term, and two for a six year term. All appointments to fill vacancies shall be for the unexpired term. Section 3. The members of said Regional Planning Commission shall be appointed by an Appointive Board, which is hereby created, to consist of the Chairman of the Board of County Commissioners of Clark County, Nevada, the Mayor of the City of North Las Vegas, Nevada, and members selected by the Mayor and Board of City Commissioners of the City of Las Vegas, Nevada. All vacancies occurring in said Regional Planning Commission shall be filled by appointment by the Appointive Board herein created. Section 4. The said Regional Planning Commission shall have all of the powers, duties and author­ity and shall be governed by the proceedings prescribed by that Certain Act of the Legislature of the State of Nevada approved March 28, 1941, together with the various amendments thereto entitled as follows: "AN ACT TO PROVIDE FOR CITY, COUNTY AND REGIONAL PLANNING IN A CERTAIN CLASS OF COUNTIES: THE CREATION, ORGAN­IZATION AND POWERS OF PLANNING COMMISSIONS AND ZONING BOARD OF ADJUSTMENT: THE REGULATION OF THE USE OF LAND AND OF THE SUBDIVISION OF LAND; THE IMPROVEMENTS OF STREETS; THE INSPECTION OF STRUCTURES; AND PRO­VIDING PENALTIES FOR THE VIOLATION OF THIS ACT." Section 5. All necessary expenses incurred in connection with the operation of said Regional Planning Commission shall be prorated between the County and the incorporated cities which are members of the Commission, on the basis of the comparative assessed valuation of the respective cities or county. Section 6. This Ordinance shall take effect immediately upon its passage and publication by the respective governing bodies, to-wit, the Board of Commissioners of Clark County, Nevada and the Boards of City Commissioners of the Cities of North Las Vegas, Nevada, and Las Vegas, Nevada, respectively. Section 7. The City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas shall cause this Ordinance to be published once a week for two successive weeks immediately following its first reading and adoption, in the Las Vegas Evening Review Journal, a daily newspaper published in the City of Las Vegas. /s/ E. Cragin________ ATTEST: Mayor /s/ Shirley Ballinger City Clerk The above and foregoing Ordinance was first proposed and read by title to the Board of City Commissioners on the 13th day of July, 1948, and referred to the following committee composed of Commis­sioners Clark and Moore for recommendation; thereafter the said committee reported favorably on said Ordinance on the 22nd day of July, 1948, which was the next regular meeting of said Board of City Com­missioners; that at said regular meeting held on the 22nd day of July, 1948, the proposed ordinance was read in full to the Board of City Commissioners as first introduced and adopted by the following vote: Voting "Aye": Commissioners Clark, Moore, Whipple and His Honor Mayor Cragin Voting "Nay": None Absent: Commissioner Baskin APPROVED: ATTEST: /s/ E.
