Commissioner Elwell moved the matter of removing parking on Fremont Street from 4:30 A.M. to 5:00 A.M. each, for street cleaning purposes, he held in abeyance. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Elwell, Fountain, Sharp, Whipple and His Honor, Mayor Gragson, voting aye; noes, none. Public Works Director Sauer requested permission to go to bid for the supplying of material and fabrication of standard pipes for the Rehabilitation Farm Irrigation System. No action was taken with regard to this; it was decided to endeavor to secure secondhand pipe instead. Commissioner Fountain moved the Department of Public Works be given permission to enter into an agreement with the Nevada State Highway Department for the installation of conduits in conjunction with the second barrel of the Charleston Underpass for the purpose of installing proposed future traffic signals at Second and "A" Streets on Charleston. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Elwell, Fountain, Sharp, Whipple and His Honor, Mayor Gragson, voting aye; noes, none. Commissioner Sharp moved the claim of Nathan Levine for automobile damage in the amount of $58.50 be denied and referred to the Insurance Agency, as recommended by the City Attorney. Motion seconded by Commissioner Elwell and carried by the following vote: Commissioners Elwell, Fountain, Sharp, Whipple and His Honor, Mayor Gragson, voting aye; noes, none. Commissioner Sharp moved the claim of Raimundo Cruz for automobile damage in the amount of approximately $300.00 be denied and referred to the Insurance Agency, as recommended by the City Attorney. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Elwell, Fountain, Sharp, Whipple and His Honor, Mayor Gragson, voting aye; noes, none. Commissioner Sharp moved the claim of Claire Naples for injuries sustained while skating at the Convention Center in the present amount of $25.00 and the anticipated future amount of $10.00 be denied, and referred to the Insurance Agency, as recommended by the City Attorney. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Elwell, Fountain, Sharp, Whipple and His Honor, Mayor Gragson, voting aye; noes, none. City Manager Kennedy presented the request of the Sports Car Club of America for renewal of their present lease for an additional term of one year at an annual rental of $1.00. Commissioner Whipple moved the lease with Sports Car Club of America for property located on N. 2nd Street, between W. Bonanza Road and the American Legion, be renewed for one year at an annual rental of $1.00. Motion seconded by Commissioner Elwell and carried by the following vote: Commissioners Elwell, Fountain, Sharp, Whipple and His Honor, Mayor Gragson, voting aye; noes, none. City Manager Kennedy again presented the request of the Nevada Club to hold a fishing contest in 1960 and thereafter, which had been held in abeyance at the last meeting. It was decided no action would be taken on this matter until the Resolution on Give-Aways had been adopted. City Manager Kennedy presented a letter from Judge Zenoff, requesting that His Honor, Mayor Gragson, or one of the Commissioners, be appointed to the Board of the Spring Mountain Youth Camp, to act in an advisory capacity. His Honor, Mayor Gragson, stated he would like to appoint Commissioner Fountain. Commissioner Whipple moved the recommendation of His Honor, Mayor Gragson, be approved and Commissioner Fountain be appointed to the Board of the Spring Mountain Youth Camp. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Elwell, Sharp, Whipple and His Honor, Mayor Gragson, voting aye; noes, none. Commissioner Fountain passed his vote.
