    Commissioner Fountain stated that there were two full pages of arrests, noting that on December 8, 1958 there were three arrests in one day and the same number on December 24, 1958, and many more. Mrs. Elmore said that in many of those instances she called the police herself and at other times she was not present. She requested another chance as everything she had was tied up in these two businesses and that she would like to be able to save at least one of them. Commissioner Whipple stated that there were too many arrests at the Groove Cafe and he did not see how Mrs. Elmore was going to control it. Commissioner Fountain added that there was too much demand on the Police Department in answering these many calls. Commissioner Sharp moved that the restaurant beverage license of Florence Elmore doing business as the Groove Cafe, 416 W. Bonanza, be revoked. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Fountain, Sharp, Whipple, and His Honor voting aye; noes, none. SHOW CAUSE HEARING This was the time for the Show Cause Hearing of Florence Elmore doing business as the Chili Pot, Chili Pot 1329 N. "E" Street, to show cause, if any she had, why her restaurant beverage license should Florence Elmore not be revoked. This license was suspended at the last regular meeting of the Board of City Commissioners held April 15, 1959. Authorized to reopen Commissioner Fountain moved that the Chili Pot, 1329 N. "E" Street be allowed to re-open on a probationary basis for thirty days and the Police Department was instructed to report back on this operation at the regular meeting of the Board of Commissioners on June 3, 1959. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. REPORT His Honor Mayor Baker stated that the report of the Child Welfare Board would be submitted Connie Mormon Child to him and the Commissioners and they would analyze same and report back at the next meeting Nursery Licenses of the Board of City Commissioners to be held May 20, 1959. Abeyance Commissioner Sharp moved that this matter be held in abeyance to May 20, 1959, and the nurseries be allowed to remain open pending analysis of the report made by the Child Welfare Board. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Betty Funston spoke from the audience asking if anyone else could see this report and His Honor Mayor Baker stated that it was a matter of public information. PAYROLL WARRANTS Commissioner Fountain moved that payroll warrants for the pay period April 16 - April 30, 1959 for the regular payroll in the net amount of $80,870.44; Overtime Payroll in the net amount of $157.23, be approved. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Fountain, Sharp, Whipple, and His Honor voting aye; noes, none. ELECTION WORKERS Commissioner Sharp moved that payment for election workers, including poll guards, in the amount COMPENSATION of $4,663.99 be approved. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. SERVICE & MATERIAL Commissioner Whipple moved that Service and Material Warrants Nos. 0221-0455 in the amount of WARRANTS $93,694.86; Nos. 9427-9430 (Urban Renewal) in the amount of $190.80 be approved. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Fountain Sharp, Whipple and His Honor voting aye; noes, none. MINUTES Commissioner Whipple moved that the minutes of April 15 and April 22, 1959 be approved by April 15 and reference as corrected, and the Mayor and City Clerk authorized to sign same. April 22, 1959 Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. CHARITABLE SOLICITATION Commissioner Whipple moved that the following Charitable Solicitations Permits as approved by the PERMITS Solicitation Review Board be approved and the Supervisor of License and Revenue authorized to issue the Permits. LIQUOR, GAMING & Commissioner Sharp moved that the application of Albert Kellick for licenses for Package Liquor CIGARETTE APPLICATION and beer bar, 7 slots and cigarettes at the Bottle House Liquor Store, 827 S. 5th be approved Change of Owner and the Supervisor of License and Revenue authorized to issue the licenses. Police report was Bottle House Liquor favorable on the applicant. (Former licensee Flory J. Cope.)
