more instances shall not affect or prejudice in any way the applicability and validity of this ordinance in any other instances. SECTION 10. That by reason of the fact that the streets of the City of Las Vegas are inadequate to meet the present and future needs of the City and its inhabitants and that it is necessary immediately to raise funds to improve the said streets, therefore, it is hereby declared that an emergency exists, and that this ordinance is necessary for the immediate preservation of the public peace, health and safety. SECTION 11. That the City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas, shall cause this ordinance to be published once a week for two successive weeks immediately following its final reading and adoption in the Las Vegas Review Journal, a daily newspaper published in said City and that ordinance shall become effective immediately following the second publication thereof. ASSESSMENT DISTRICT Commissioner Bunker moved the following resolution which was read in full by City 100-43 Attorney Calvin Cory, directing that a public hearing on the creating of the Resolution on Public Assessment District 100-43 by held March 4, 1959, at 8:00 P.M., be adopted: Hearing RESOLUTION Adopted WHEREAS, The Board of Commissioners of the City of Las Vegas, have taken steps to create certain public improvements, all as provided in Emergency Ordinance No. 782, passed, adopted and approved this 4th day of February, 1959; and WHEREAS, said Emergency Ordinance No. 782 discloses the intention and determination of said Board of Commissioners to create said district and construct said improvements by special assessment made according to frontage; and WHEREAS, said Emergency Ordinance No. 782 provides a time certain for hearing protests against said proposed improvements and directing the notice thereof to be given, such time of the protest hearing being 8:00 P.M., PST, on the 4th day of March, 1959. NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the City of Las Vegas at a regular meeting thereof held on the 4th day of February, 1959, that the Acting City Clerk and the Clerk of the Board of Commissioners, be and he is hereby directed to publish notice of said hearing once a week for two successive weeks in the Las Vegas Review Journal, a daily newspaper published in the City of Las Vegas; and BE IT FURTHER RESOLVED that the Acting City Clerk and Clerk of the Board of Commissioners be, and he is hereby directed to post notice of said hearing in at least three public places near the site of the proposed work; and BE IT FURTHER RESOLVED that the Acting City Clerk and Clerk of the Board of Commissioners be, and he is hereby directed to mail a copy of said notice, postage prepaid, as first class mail, at least fifteen (15) days prior to said hearing, to the last known address of each last known owner of land in the district whose property will be assessed for the cost of the improvement, such addresses and owners being those appearing on the local property assessment rolls for general (ad valorem) taxes of the County of Clark, wherein said property is located; and BE IT FURTHER RESOLVED that such notice shall be in substantially the form attached to this Resolution and made a part hereof. Absent: Commissioner Fountain. HADLAND PARK SPRINKLING Informal bids were received on February 3, 1959; for materials for the extension of SYSTEM the Sprinkling System at Hadland Park. It was recommended by the Engineering Department Sprinkler Sales & Service that the award be made to the Sprinkler Sales and Service Co., P. 0. Box 2407, Las Vegas, for the low bid in the amount of $1,223.22. His Honor Mayor Baker asked if this Award firm was properly licensed with the City and Director of Public Works Sauer replied in the affirmative and stated they were connected with the Ace Plumbing and Heating Company. Commissioner Sharp moved that the contract for materials for the extension of the sprinkling system at Hadland Park be awarded to the Sprinkler Sales and Service Co., P. 0. Box 2407, Las Vegas, for the low bid in the amount of $1,223.22. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Fountain. 2-4-59
