NOW, THEREFORE, BE IT RESOLVED, that this Association go on record as favoring an amendment to the present law providing that all sales of materials to contractors for incorporation into public improvements by contract with State, County or City Govern­ments be exempt from paying sales tax thereon. III- Now, THEREFORE, BE IT RESOLVED, that this Association go on record as favoring an amendment to the State Budget Law to provide for the following matters: A. That a uniform Budget Act be adopted to apply uniformly to County, City and School Districts. B. To provide that the Budget of County, City and School Districts be submitted as of April 1st of each year. C. To permit fund transfers subject to the approval of the appropriate state agencies without requiring an emergency loan when the appropriate agency has funds from which transfers could be made. D. That legislations be enacted allowing incorporated cities to set aside funds each year to be carried over as a sinking fund for the purpose of making future capital expenditures. IV- NOW, THEREFORE, BE IT RESOLVED, that this Association go on record as favoring legis­lation requiring persons accepting employment within the State to be considered as residents for the purpose of licensing of motor vehicles. V-NOW, THEREFORE, BE IT RESOLVED, that the State law be amended to require the Attorney General of Nevada to give written opinions to municipalities upon request on matters involving interpretation of State statutes. VI-NOW, THEREFORE, BE IT RESOLVED, that legis­lation be enacted providing that automobile licenses shall be issued: to the owner of a vehicle and remain with the owner upon transfer of title to such vehicle. VII- WHEREAS, there is a conflict in the present law governing Cities, in that some Cities are governed by General Statutes and some by Special Charters. NOW, THEREFORE, BE IT RESOLVED, that this Association secure legislation providing that amendments to the general law governing municipalities shall not apply to Cities incorporated under charter provisions when the charters thereof contains legislation on the same subject. VIII-NOW, THEREFORE, BE IT RESOLVED, that the Nevada Municipal Association go on record as favoring the adoption of permissive legislation authorizing Nevada Cities to establish an urban re-development agency if they find need for such an agency and so desire. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Commissioners Bunker and Sharp, committee for recommendation on the proposed amendment to the Liquor Ordinance requested additional time before reporting. Commissioners Fountain and Sharp, committee for recommendation on the proposed Trailer Park Ordinance requested additional time before reporting. AN ORDINANCE TO AMEND SECTION 23 OF THE ZONING ORDINANCE, ALSO KNOWN AS SECTION 23, CHAPTER 24, CODE OF LAS VEGAS, NEVADA, 1949, TO PERMIT THE UNDERGROUND BULK STORAGE OF CHEMICALS, OILS, GAS PRODUCTS AND OTHER DANGEROUS AND EXPLOSIVE SUBSTANCES IN AN M-1 ZONE UPON THE SECURING OF A USE PERMIT; REPEALING ALL ORDINANCES IN CONFLICT THEREWITH AND PROVIDING OTHER MATTERS PROPERLY RELATED THERETO, was read by title and referred to Commissioners Sharp and Whipple for recommendation. AN ORDINANCE TO AMEND ORDINANCE NO. 610, OTHERWISE KNOWN AS THE SPECIALIZED ELECTRICAL ORDINANCE, TO PROVIDE FOR A NEW METHOD AND PROCEDURE IN THE LICENSING OF PERSONS, FIRMS AND CORPORATIONS ENGAGED IN THE BUSINESS OF CONSTRUCTING, INSTALLING, MAINTAINING, AND/OR REPAIRING NEON AND/OR ELECTRIC SIGNS; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; PROVIDING PENALTIES FOR THE VIOLATION HEREOF, was read by title and referred to Commissioners Bunker and Whipple for recommendation. City Manager Kennedy and City Engineer Wade recommended that the off-site improvements in Charleston Heights Tract No. 3 be accepted and the performance bond released. Thereafter Commissioner Whipple moved this subdivision Charleston Heights Tract No. 3 be accepted and the bond released. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. City Manager Kennedy presented the request of the Western States Construction for permission to construct an additional runway across the alley between the Apache Hotel and the Nevada Club on North 2nd Street. Mr. Kennedy indicated that the contractor had received the necessary approval from the Southern Nevada Power Company insofar as the utility poles are concerned. Commissioner Bunker moved this matter be referred to the City Manager for handling. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. City Manager Kennedy presented a quitclaim deed to the Las Vegas Valley Water District for an access road from West Charleston Boulevard to the property recently purchased by the City for park purposes from the Water District, east of Hyde Park. Mr. Kennedy explained this street was to be relocated and requested approval of this deed and authorization for the Mayor and Clerk's signatures. Thereafter Commissioner Sharp moved this deed be approved and the Mayor and Clerk authorized to sign same. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none.
