    Commissioner Sharp moved that Bid No. 56.2 be awarded to the Garden Center in the total amount of $2575.00 Motion seconded by Commissioner Whipple and carried by the following vote: Com­missioners Bunker, Fountain, Sharp,Whipple and His Honor voting aye; noes, none. City Engineer George Wade recommended that Bid No. 56.3 for the furnishing of two street sweepers be awarded to Cashman. Commissioner Sharp moved that Bid No. 56.3 be awarded to Cashman in the total amount of $l8,215.l6 plus interest. Motion seconded by Commissioner Bunker and carried by the following vote: Com­missioners Bunker, Fountain, Sharp,Whipple and His Honor voting aye; noes, none. George Wade, City Engineer recommended that Bid No. 56.4 for two motor graders be split between two bidders; item No. 1 be awarded to A.D. Machinery Company in the total amount of $17,201.13 plus interest and Item No. 2 be awarded to C.D. Roeder in the total amount of $16,175.00 plus interest. Commissioner Bunker moved the City Engineer's recommendation be accepted and item No. 1 of Bid No. 56.4 be awarded to A.D. Machinery Co. and item No. 2 to C.D. Roder Equipment Company. Motion seconded by Commissioner Sharp and carried by the following vote: Com­missioners Bunker,Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Commissioner Sharp moved the matter of the retention of the automobile of Owen Woodruff be referred to the City Manager to prepare a release and the car be returned to him at no cost. Motion seconded by Commissioner Fountain and carried by the following vote: Cam- mossioners Bunker, Fountain,Sharp, Whipple and His Honor voting aye; noes, none. Commissioner Sharp moved that in view of the fact that investigation disclosed that Mr. Woodruff's car was tendered to him on two separate occasions without payment of fee if he merely signed a release, that his claim of damages in the total amount of $525.00 be denied. Motion seconded by Commissioner Fountain and carried by the following vote: Com­missioners Bunker, Fountain, Sharp and His Honor voting aye; noes, none. Commis­sioner Whipple passed his vote. The Commission considered the request of the LDS Church to purchase city owned property adjoining their recreation center at 820 North 5th Street. Commissioner Sharp moved the City enter into an agreement with the LDS Church to lease this property to them at $1.00 per year, said lease to be renewable every five years. Motion seconded by Commissioner Fountain and carried by the following vote: Com­missioners Bunker,Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Commissioner Whipple moved the following rules and regulations governing the operation of Sports Books in the City be adopted: 1. No telephone wagers be accepted under any circumstances. 2. All betting slips must show the amount bet and prevailing odds. 3. All wagers must be made over the counter in an establishment where a license is on display. 4. No licensee or clerk may accept any wager of any kind outside of the place of business under which the licensee is operating. 5. Failure to comply will result in an immediate revocation of the license. Motion seconded by Commissioner Sharp and carried by the following vote: Com­missioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Commissioner Whipple moved the application of Jack Roland for a license for a sports book at the Saratoga Sports Book, ll4 South 1st Street for the first quarter of 1956 be approved. Motion seconded by Commissioner Sharp and carried by the following vote: Com­missioners Bunker, Fountain, Sharp,Whipple and His Honor voting aye; noes, none. The Commission considered the agreement for the improvement of South A Street from Charleston Boulevard to Gass Avenue. Commissioner Whipple moved this agreement be approved. Motion seconded by Commissioner Sharp and carried by the following vote: Com­missioners Fountain, Sharp, Whipple and His Honor voting aye; noes, Commissioner Bunker. Commissioners Fountain and Sharp, committee for recommendation on the proposed ordinance to adopt the 1955 Plumbing Code requested additional time before re­porting. An ordinance entitled: AN ORDINANCE TO AMEND ORDINANCE NO. 623 PROVIDING RE­QUIREMENTS FOR THE INSTALLATION OF LAWN SPRINKLING SYSTEMS, PERMANENT AND RENTAL WATER SOFTENING EQUIPMENT; PROVIDING FOR THE ISSUANCE OF PERMITS; PROVIDING FOR EXAMINATION OF PERSONS ENGAGED IN THE INSTALLATION OF LAWN SPRINKLING SYSTEMS AND PERMANENT AND RENTAL WATER SOFTENING EQUIPMENT; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, having been reported on favorably by Commissioner Sharp was read in full to the Board.
