    At this time the application of Max Kehn to convert an apartment building into a maximum of five medical and dental offices at 400-402 South 12th (Lots 17 and 18, Block 16, Pioneer Heights Addn.) was considered by the Board. Commissioner Bunker moved that the application of Max Kehn to convert an apartment building into medical and dental offices at 400-402 South 12th be continued until the next regular meeting of the Board on August 3, 1955. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. The Board considered the application of Dan H. Plunkett, Edward J. Barrick, Rex A. Jarrett and Sam Ziegman for the reclassification of the south 660 feet of the SW¼ SW¼ Sec. 4, T21S, R61E, MDB&M from R-1 to C-1, approved conditionally, by Planning Commission. Commissioner Sharp moved that a public hearing on this use permit be held on August 17, 1955 at 7:30 P.M. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. An ordinance entitled: AN ORDINANCE TO ADOPT THE MASTER PLAN OF STREETS AND HIGHWAYS FOR THE CITY OF LAS VEGAS, NEVADA, A PART OF THE MASTER PLAN; ADOPTING BY REFERENCE THE MAP ON FILE; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH was read by title and referred to Commissioners Bunker and Sharp for recommendation. At this time the Board considered the application of Bernice C. Morris, Gloria B. and George L. Abrums, Jeanne and Robert O'Donnell and Ruth Blake for rezoning of Lots 1-6, Block 1, Charleston Square #4 and Lot 1, Block 1, Charleston Square #2 from R-2 to R-4. This application had been approved subject to the improvement of streets according to City specifications by Planning Commission. Commissioner Whipple moved that a public hearing on this application for rezoning be held on August 17, 1955; at 7:30 P.M. Motion seconded by Commissioner Bunker and carried by the following vote: Commission­ers Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Consideration of the Board was given to the application of E. L. Josephson and V. D. Eachus for rezoning of a portion of the SE¼ SE¼ Sec. 21, T20S, R61E, MDB&M from R-3 to R-3-T. Planning Commission recommended that this application be granted because of the great need for trailer parks in this area, with the condition rights-of-way be secured in accordance with the Master Plan of Streets and Highways. Consideration of the Board was given to the recommendation of the Planning Commission that Lots 11 to 16, Block 28 and Lots 17 to 22, Block 21 of Clark's Las Vegas Townsite be rezoned from R-4 to C-1. Commissioner Whipple moved that Lots 11 to 16, Block 28 and Lots 17 to 22, Block 21 of Clark's Las Vegas Townsite be rezoned from R-4 to C-1. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Commissioner Sharp moved that a public hearing on this application for rezoning be held on August 17, 1955 at 7:30 P.M. Motion seconded by Commissioner Whipple and carried by the following vote: Commission­ers Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Planning Director Franklin Bills presented the tentative map of Knollcrest Estates Tract No. 1 - 3 acres located in a portion of the SE¼ NW¼ of Sec. 2, T21S, R61E, MDB&M. It is the recommendation of the Planning Commission that this be approved subject to an equitable agreement with the Las Vegas Union School District. Commissioner Sharp moved that the tentative map of Knollcrest Estates Tract No. 1 be referred to the Engineering Department for study and recommendation concerning the street pattern and proper drainage of the whole area. Motion seconded by Commissioner Bunker and carried by the following vote: Commission­er Bunker and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. At this time the Board considered a petition protesting the trailer park on Owens Avenue from F to H Streets. Mr. Massie Kennard appeared before the Board representing the protestants on the petition. He stated that their chief objection to the trailer park was that the required 4 foot brick wall had not been constructed.
