Motion seconded by Commissioner Jarrett and carried by the following vote: Commissioners Bunker, Jarrett, Sharp, Whipple and His Honor Mayor Baker voting aye; noes, none. Commissioner Bunker moved the request of City Attorney, Howard W. Cannon, to attend the National Institute of Municipal Law Officers in San Francisco on September 13 to 15, 1954, with expenses of $250.00 be approved. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Bunker, Jarrett, Sharp, Whipple and His Honor Mayor Baker voting aye; noes, none. Consideration was given to the status of the right-of-way of Washington Avenue, between H Street and Highway 95. Thereafter Commissioner Whipple moved this matter be referred to the Traffic Commission for study and recommendation. Motion seconded by Commissioner Jarrett and carried by the following vote: Commissioners Bunker, Jarrett, Sharp, Whipple and His Honor Mayor Baker voting aye; noes, none. Commissioner Jarrett and Sharp, committee for recommendation on the proposed ordinance on Height Regulation for Nellis Air Force Base requested additional time before reporting. Director of Planning, Franklin Bills, requested that the committee for recommendation on the proposed ordinance on off-street parking leave this ordinance in pending form until more education and exploration can be done. At this time Commissioner Jarrett left the meeting. Thereafter Commissioner Whipple moved the City Commission not pass this proposed ordinance on off-street parking in its present form and refer the same to the Traffic Commission for further study. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Jarrett. Commissioner Whipple member of the committee for recommendation on the proposed Billboard Ordinance requested additional time before reporting on this ordinance in order that the committee can meet with the individuals interested in this matter. Commissioner Sharp, member of the committee for recommendation on the proposed amendment to the Parking Meter Ordinance, requested additional time before reporting. An ordinance entitled: AN ORDINANCE TO AMEND SECTION 2 OF ORDINANCE NO. 522, ENTITLED: "AN ORDINANCE TO AMEND ORDINANCE NO. 233, ALSO KNOWN AS CHAPTER 7, CODE OF LAS VEGAS, NEVADA, 1949, BY CHANGING THE PERMIT AND INSPECTION FEES FOR BILLBOARD AND ELECTRICAL SIGNS PROVIDING FOR DETAILED INFORMATION BE FURNISHED THE BUILDING DEPARTMENT UPON APPLICATION FOR A PERMIT; PROVIDING PROCEDURE FOR VIOLATIONS; AND OTHER MATTERS PROPERLY RELATED THERETO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH"; BY DELETING THE REQUIREMENT FOR THE PAYMENT OF ANNUAL INSPECTION FEES; PROVIDING FOR PENALTIES FOR THE VIOLATION OF THIS ORDINANCE; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH, was read by title and referred to Commissioners Sharp and Jarrett for recommendation Commissioner Sharp moved the following applications for additional gaming for the third quarter of 1954, be approved: GOLDEN NUGGET 129 Fremont by: C.C. King 14 slots LAS VEGAS CLUB 18 Fremont by: A.F Schelland 1 craps Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Jarrett. At this time the Board considered the appeal filed by Andrew J. Bruner on the denial of his application on a Variance to construct an additional room and three additional rental units in addition to two existing on Lots 19 and 20, Block 20, Las Vegas Original Townsite. Commissioner Whipple moved that a public hearing on this appeal be set for September 22, 1954 at 7:30 P.M. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Bunker, Sharp, Whipple and His Honor voting aye; noes, none. Absent Commissioner Jarrett. Commissioner Sharp moved that Payroll Warrants Nos. 8784 to 9248 in the net amount of $59,191.l4 be approved and the Mayor and Clerk authorized to sign same. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Jarrett. Commissioner Sharp moved the Director of Public Works be granted permission to proceed with the work on the alterations of City Hall and inasmuch as the work is already in progress and the City is given value received, that change orders in the amount of $8,727.70 be approved. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Jarrett. Commissioner Bunker moved the request of A. H. Kennedy for vacation from September 12, 1954, until October 4, 1954, be approved. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Bunker, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Jarrett. 9-1-54
