It was suggested that the Board's approval be obtained in order to amend the minutes of January 7, 1953. Commissioner Whipple moved the rates be corrected and the new rates be made record. Motion seconded by Commissioner Jarrett and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. Absents None. Commissioner Peccole moved the proposal of Thornton D. Morris to act as fiscal agent for the City for sale of General Obligation Bonds and Special Assessment District Bonds, be ac­cepted, and the Mayor and City Clerk authorized to sign said contract. Motion seconded by Commissioner Bunker and carried by the following votes Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. Absents None. Commissioner. Whipple moved that the Election Board workers be paid $8.00 per shift, and that there be no foremen appointed for the Election Boards. Motion seconded by Commissioner Peccole and carried by the following votes Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. The request of various departments to change the method presently used for publication of notices, and to allow the monthly or bi-yearly allotment to one newspaper was discussed at this time. This matter was referred to the City Clerk for her decision. Commissioners Whipple and Bunker, members of the committee for recommendation on the pro­posed Parking Ticket ordinance requested additional time before reporting. An ordinance entitled. AN ORDINANCE TO AMEND SECTION 2 OF ORDINANCE N0.462 ENTITLED: "AN ORDINANCE REQUIRING REGISTRATION WITH THE CITY OF LAS VEGAS POLICE DEPARTMENT AND THE FINGER­PRINTING, THUMBPRINTING, AND PHOTOGRAPHING OF ALL EMPLOYEES OF GAMBLING HOUSES, TAXI DRI­VERS, AND EMPLOYEES OF ESTABLISHMENTS WHERE ALCOHOLIC BEVERAGES ARE SOLD AT RETAIL ON THE PREMISES AND PROVIDING PENALTIES FOR A VIOLATION OF THIS ORDINANCE, AND REPEALING ORDINANCE NO. 305, ALSO REFERRED TO AS CHAPTER 27 OF THE LAS VEGAS CITY CODE AND REPEALING ALL ORDIN­ANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH," BY FURTHER DEFINING EMPLOYEES COVERED; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO AND REPEALING SUBPARAGRAPHS (a) AND (b) OF SECTION 2, ORDINANCE NO. 462, having been reported on favorably by Commissioners Bunker and Peccole was read in full to the Board at this time. Thereafter Commissioner Peccole moved the above entitled Ordinance No. 530 be adopted. Motion seconded by Commissioner Bunker and carried by the following votes Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. An ordinance entitled. AN ORDINANCE TO REQUIRE A CHECKING FEE UPON THE SUBMISSION OF A FINAL MAP FOR EACH SUBDIVISION OF REAL PROPERTY WITHIN THE CITY, having been reported on favorably by Commissioners Bunker and Jarrett was read in full to the Board. Thereafter Commissioner Bunker moved the above entitled Ordinance No. 531 be adopted. Motion seconded by Commissioner Jarrett and carried by the following vote. Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. An ordinance entitled. AN ORDINANCE PROVIDING RULES AND REGULATIONS FOR NURSERIES AND CHILD CARE FACILITIES WITHIN THE CITY OF LAS VEGAS, NEVADA AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH, having been reported on favorably by Commissioners Peccole and Whipple was read in full to the Board. Thereafter Commissioner Whipple moved the above entitled Ordinance No. 529 be adopted. Motion seconded by Commissioner Peccole and carried by the following votes Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. Commissioners Bunker and Peccole members of the committee for recommendation on the proposed ordinance on liquor amendment, requested additional time before reporting. An ordinance entitled AN ORDINANCE TO AMEND EMERGENCY ORDINANCE NO. 4 6 8 ENTITLED: "AN EMERGENCY ORDINANCE OF THE CITY OF LAS VEGAS, COUNTY OF CLARK, STATE OF NEVADA, CREATING AND ESTABLISHING CIVIL SERVICE RULES AND REGULATIONS FOR THE EMPLOYEES OF SAID CITY; DE­FINING TERMS; PROVIDING FOR EXAMINATION; ESTABLISHING ELIGIBILITY LISTS; PROVIDING FOR APPOINTMENTS; PROMOTIONS; DISCIPLINARY ACTION; REPORTS AND RECORDS; CLASSIFICATION AND PAY PLANS; AND ALL MATTERS RELATING THERETO; AND REPEALING ORDINANCE 391 AND ALL OTHER OR­DINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH," BY FURTHER DEFINING RE-EMPLOYMENT LISTS; BY PROVIDING AN ANNIVERSARY DATE OF EMPLOYMENT; BY PROVIDING FOR COMPENSATION FOR EMPLOYEES IN LIMITED TERM POSITIONS IN HIGHER CLASSIFICATIONS; AND OTHER MATTERS PROPERLY RELATED THERETO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH, having been reported on favorably by Commissioners Jarrett and Peccole was read in full to the Board. An ordinance entitled AN ORDINANCE TO AMEND SECTION IV OF ORDINANCE NO. 378 REFERRED TO AS SECTION 1 0 , CHAPTER 24 OF THE LAS VEGAS CITY CODE, 1 9 4 9 , BY AMENDING THE LAND USE PLAN MAP ADOPTED BY THE CITY OF LAS VEGAS AND CHANGING THE ZONE DESIGNATION OF CERTAIN AREAS ON THE SAID MAP, having been reported on favorably by Commissioners Bunker and Peccole was read in full to the Board.
