PROPOSED ORDINANCE registration of Casino Employees ORDINANCE NO. 526 Building Code PROPOSED ORDINANCE Subdivision Final Maps CHILD NURSERY SCHOOL RULES & REGULATIONS Filed PROPOSED ORDINANCE Sale of Liquor to Minors Commissioners Bunker and Peccole, committee for recommendation on the proposed ordinance concerning the registration of certain employees of Gambling Halls, requested additional time before reporting. An ordinance entitled: AN ORDINANCE REGULATING THE ERECTION, CONSTRUCTION, ENLARGEMENT, ALTERATION, REPAIR, MOVING, REMOVAL, CONVERSION, DEMOLITION, OCCUPANCY, EQUIPMENT, USE, HEIGHT, AREA AND MAINTENANCE OF BUILDINGS OR STRUCTURES IN THE CITY OF LAS VEGAS, NEVADA; PROVIDING FOR THE ISSUANCE OF PERMITS AND COLLECTION OF FEES THEREFORE; DECLARING AND ESTABLISHING FIRE DISTRICTS, PROVIDING PENALTIES FOR THE VIOLATION THEREOF, AND REPEALING ORDINANCES NUMBERS 130, 166, 188, 284, 303, 421 AND ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT therewith having been reported on favorably by Commissioners Bunker and Peccole, was read in full to the Board. Thereafter Commissioner Peccole moved the above entitled Ordinance No. 526 be adopted. Motion seconded by Commissioner Jarrett and carried by the following vote; Commissioners, Bunker, Jarrett, Peccole and His Honor voting aye; noes, none. Absent: Commissioner Whipple. An ordinance entitled: AN ORDINANCE TO REQUIRE A CHECKING FEE UPON THE SUBMISSION OF A FINAL MAP FOR EACH SUBDIVISION OF REAL PROPERTY WITHIN THE CITY, was read by title and referred to Commissioners Bunker and Jarrett for recommendation. Commissioner Peccole moved the Clerk be authorized to publish notice that three copies of the proposed "Rules and Regulations for Child Nursery Schools" are on file and will be considered for adoption by the Commission on March 18, 1953. Motion seconded by Commissioner Jarrett and carried by the following vote; Commissioners Bunker, Jarrett, Peccole and His Honor voting aye; noes, none. Absent: Commissioner Whipple. An ordinance entitled: AN ORDINANCE TO AMEND CHAPTER 16, SECTION 20, CODE OF LAS VEGaS, NEVADA., 1949, BY MAKING THE PERMIT HOLDER RESPONSIBLE FOR THE SALE OF INTOXICATING LIQUOR TO A MINOR; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH, was read by title and referred to Commissioners Bunker and Peccole for recommendation. PROPOSED ORDINANCE An ordinance entitled: AN ORDINANCE TO AMEND SECTION IV OF ORDINANCE NO. 378 REFERRED TO AS SECTION LO, Rezoning of Biltmore CHAPTER 24 OF THE LAS VEGAS CITY CODE, 1949, BY AMENDING THE LAND USE PLAN MAP ADOPTED BY THE CITY OF Annex No. 3, & Portions LAS VEGAS, AND CHANGING THE ZONE DESIGNATION OF CERTAIN AREAS ON THE SAID MAP, was read by title and of Buck's, Ladds and referred to Commissioners Bunker and Peccole for recommendation. PROPOSED ORDINANCE Amendment to Civil Service Rules & Regulations An ordinance entitled: AN ORDINANCE TO AMEND EMERGENCY ORDINANCE NO. 468 ENTITLED: "AN EMERGENCY ORDINANCE OF THE CITY OF LAS VEGAS, COUNTY OF CLARK, STATE OF NEVADA, CREATING AND ESTABLISHING CIVIL SERVICE RULES AND REGULATIONS FOR THE EMPLOYEES OF SAID CITY; DEFINING TERMS; PROVIDING FOR EXAMINATION; ESTABLISHING ELIGIBILITY LISTS; PROVIDING FOR APPOINTMENTS; PROMOTIONS; DISCIPLINARY ACTIONS; REPORTS AND RECORDS; CLASSIFICATION AND PAY PLANS; AND ALL OTHER MATTERS RELATING THERETO; AND REPEALING ORDINANCE NO 391 AND ALL OTHER ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH, "BY FURTHER DEFINING RE-EMPLOYMENT LISTS; BY PROVIDING AN ANNIVERSARY DATE OF EMPLOYMENT: BY PROVIDING FOR COMPENSATION FOR EMPLOYEES IN LIMITED TERM POSITIONS IN HIGHER CLASSIFICATIONS; AND OTHER MATTERS PROPERLY RELATED THERE TO: AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH; having been read by title was referred to Commissioners Jarrett and Peccole for recommendation. SIGN VIOLATION The matter of the removal of the sign over 5th Street, said belonging to the MacDonald Hotel, was MacDonald Hotel considered at this time. Commissioner Peccole moved the City Attorney be instructed to take the proper legal action to remove the sign of the MacDonald Hotel, the same being hereby declared a public nuisance due to the fact that it extends over the street right-of-way. Motion seconded by Commissioner Jarrett and carried by the following vote; Commissioners Bunker, Jarrett, Peccole and His Honor voting aye; noes, none. Absent: Commissioner Whipple. Commissioner Peccole moved the application of Lawrence E . McCoy for a Locksmith License at 5l9 Carson dba Raele McCoy, having been recommended by the Police Department, be approved. Motion seconded by Commissioner Bunker and carried by the following vote; Commissioners Bunker, Jarrett, Peccole and His Honor voting aye; noes, none. Absent: Commissioner Whipple. VARIANCE APPLICATION The recommendation of the Regional Planning Commission on the application of Mr. B.A. Saltzman Blk 1, DDK Addn #4 for variance to permit the construction of 3 additional units on lots 44, 45, 46, Block 1, Boulder B.A. Saltzman Dam Homesite Addn. No. 4, in addition to six existing units, was considered by the Board at this time. The Planning Commissi on recommended the denial of this application of Mr. B.A. Saltzman for variance to permit the construction of 3 additional units, since they felt this use would result in material damage to surrounding properties and since there was no provisions made for off street parking. LOCKSMITH LICENSE L.E. McCoy t Mr. Saltzman appeared before the Board at this time to support his appeal of the Planning Commission's recommendation. Thereafter Commissioner Peccole moved a public hearing on the application for variance made by Mr. B.A. Saltzman be held April 1, 1953 at 8:00 P.M. Motion seconded by Commissioner Bunker and carried by the following vote; Commissioners Bunker, Jarrett, Peccole and His Honor voting aye; noes, none. Absent: Commissioner Whipple. VARIANCE APPLICATION The recommendation of the Regional Planning Commission on the application of William G. Ruyman for Lots 17-21, Blk variance to permit the construction of a 25 unit apartment house at the NW comer of 4th and Hoover 16 South Addn. Streets was presented for consideration by the Board. William G. Ruyman Thereafter Commissioner Bunker moved the recommendation of the Regional Planning Commission be accepted and the following resolution adopted: #386 WHEREAS, on the l6 th day of February, 1953, William G. Ruyman filed an application with the Regional Planning Commission for a variance to construct and maintain a twenty-five unit apartment
