TENTATIVE MAP Sunnyside Park #2 Commissioner Bunker moved the tentative map of Sunnyside Park #2 be approved as recommended by the Regional Planning Commission. Motion seconded by Commissioner Peccole and carried by the following vote; Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. BOULDER DAM AREA COUNCIL No action was taken on the request from Boulder Dam Area Council, Boy Scouts of America Boy Scouts o f America in their development program for location of facilities in the City Park. The Board decided to hold this matter in abeyance and the Regional Planning Commission submit a map of the proposed plan for further discussion. BOOK FESTIVAL Lee M. Allaire The request of Lee M. Allaire to conduct a book festival during the week of November 30, 1952, was referred to the City Manager for decision. PROPOSED ORDINANCE Zoning Amendment An Ordinance entitled: AN ORDINANCE TO AMEND CHAPTER 24, SECTION 16, CODE OF LAS VEGAS, NEVADA, 1949, BY PROVIDING THE REGULATIONS FOR AN R-l (Single Family Residence) USE DISTRICT; BY EXCLUDING SMALL LIVESTOCK FARMING FROM SUCH DISTRICT; AND OTHER MATTERS PROPERLY RELATING THERETO: was read by title and referred to Commissioners Bunker and Peccole for recommendation. CHANGE of address Ringside Liquor Store Commissioner Bunker moved the request of R.L. DELETION OF NAME Mike's Liquor Store Commissioner Jarrett moved that the name of Al Ripps, partner of Mike's Liquor Store be deleted from the Mina. Liquor License until he has been a resident here for six months. EMERGENCY ORDINANCE 200-5 Commissioner Whipple introduced and moved the adoption of the following emergency ordinance, which was thereupon read in full and is as follows; O R D I N A N C E AN EMERGENCY ORDINANCE RATIFYING, APPROVING aND CONFIRMING ACTION DIRECTED TOWARD THE Ma KING OF CERTAIN PUBLIC IMPROVEMENTS BY INSTALLING A SANITARY SEWER ALONG CERTAIN STREETS AND PORTIONS OF STREETS AND EASEMENTS THEREOF, THE CREATION OF SANITARY SEWER IMPROVEMENT ASSESSMENT DISTRICT NO. 200-5 AND THE ISSUANCE OF IMPROVEMENT BONDS; PRESCRIBING DETAILS IN CONNECTION THEREWITH AND OTHER MATTERS RELATING THERETO; aND DECLARING AN EMERGENCY. WHEREAS, the Board of Commissioners of the City of Las Vegas, in the County of Clark, and State of Nevada, on the 5th day of November, 1952, did publicly sell its Assessment District No. 200-5 Sanitary Sewer Improvement Bonds, Series of September 1, 1952, in the aggregate principal amount of $19,510.10 in accordance with the laws of the State of Nevada, and the City of Las Vegas; and WHEREAS, s aid Board desires to authorize and direct the issuance of said bonds. NOW, THEREFORE, THE BOaRD OF COMMISSIONERS OF THE CITY OF LAS VEGAS DOES ORDAIN AS FOLLOWS: Section 1. That all action, proceedings, matters and things (not inconsistent with the provisions of this ordinance) heretofore taken, had and done by the City of Las Vegas and the officers of said City concerning the making of certain public improvements by installing a sanitary sewer along certain streets and portions of streets and easements thereof, in Sanitary Sewer Improvement Assessment District No. 200-5 in said City, the creation of said District within and for said City the 1evying and perfecting of special assessments to meet the cost and expense thereof, and the issuance of its Assessment District No. 200-5 Sanitary Sewer Improvement Bonds, Series of September 1, 1952, for that purpose, be and the same is hereby ratified, approved and confirmed, including, without limiting the generality of the foregoing, the confirmation, adoption and approval of the Assessment Roll for said District, and the Public Sale of said bonds to the SECURITY NaTIONaL BaNK OF RENO and its associates. Section 2. That, for the purpose of defraying the entire cost and expense of making said improvements, except to the extent funds are available therefor from that part of said assessments which have been heretofore paid, there be issued in the name of the City of Las Vegas special assessment negotiable coupon bonds designated "Assessment District No. 200-5 Sanitary Sewer Improvement Bonds, Series of September 1, 1952," in the aggregate principal amount of $19,510.10, consisting of twenty bonds numbered consecutively from 1 to 20, both inclusive, which bonds shall bear date as of the 1st day of September, 1952, shall be in the denomination of $1,000.00 each, except bond numbered one which shall be in the denomination of $510.10, bearing interest at the rate of four and forty one hundredths percent (4 .4 0 )% per annum until paid in full, payable annually
