    At this time Commissioners Peccole and Whipple made a report to the Board on their in­vestigation of the Planning and Zoning violations of John H. Stohr, at the location of 1516 Hastings Avenue. Commissioner Peccole moved that the City Attorney be instructed to immediately take legal proceedings necessary to force the removal as a public nuisance of that part of the building located at 1516 Hastings Avenue, and constructed in violation of the Plan­ning and Zoning Ordinance, so it will conform to Planning and Zoning requirements. Motion seconded by Commissioner Whipple and carried by the following vote; Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. Commissioners Peccole and Whipple made their report and recommendation on the Planning and Zoning violations of Richard Toleno at 2317 Santa Clara Drive and 2321 Santa Clara Drive. Thereafter Commissioner Peccole moved the City Attorney be instructed to immediately take legal proceedings necessary to force the removal as a public nuisance of that part of the building constructed in violation of the Plaining and Zoning Ordinance on the properties located at 2317 and 2321 Santa Clara Drive, so that they will conform to Planning and Zoning requirements. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. Commissioner Peccole moved that inasmuch as Mr. Richard Toleno has been notified by letters of May, 1951, June, 1951 and several letters in August, 1951 of his violation of Zoning and Planning Ordinances insofar as his property located at 343 North 10th Street is con­cerned, we wish to make the following recommendation: That the City Attorney be authorized to notify Mr. Toleno that he is requested to do one of two things—secure a Use Permit within a sixty day period and if he cannot do that he be compelled to reconvert this building into a duplex within the next sixty days, making a total of one hundred twenty days. Further that Mr. Toleno be advised that if he does not comply with the above request of the Board the City Attorney shall take action to abate the same as a public nuisance. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. Commissioner Peccole moved that in the event Mr. Toleno does not follow the request of the Board of Commissioners regarding the property at 343 North 10th Street he will be required to show cause why his Contracting License should not be revoked. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. At the hour of 9:45 P.M. the meeting recessed. His Honor Mayor Baker called the meeting to order at the hour of 10:30 P.M with all members present as of the opening session. Commissioner Whipple moved the following applications for gaming licenses for the fourth quarter of 1951 be approved: RICHFIELD TRUCK TERMINAL Del Barkhuff 629 South Main 1 slot (new location) PIONEER CLUB By: William Curland 25 Fremont 5 slots (Addn'l) HORSESHOE CLUB Eldorado Club Inc. By: Minnie Chandler 128 Fremont 2 Poker (Addn'l) Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. An ordinance entitled: AN ORDINANCE TO AMEND CHAPTER 36 OF THE CODE OF THE CITY OF LAS VEGAS, NEVADA, 1949, BY PROVIDING FOR THE IMPOUNDING OF VEHICLES FOR VIOLATIONS OF THE TRAFFIC CODE, AND PROVIDING FOR PAYMENT OF TOWAGE AND STORAGE CHARGES; BY DEFINING THE DUTIES OF DRIVERS OF COLLIDING VEHICLES, AND PROVIDING FOR REPORTS TO BE MADE TO THE POLICE DEPARTMENT, AND PROCEDURE TO BE FOLLOWED GENERALLY IN CASE OF ACCIDENT; BY ADDING A NEW SECTION PROVIDING THAT NO PERSON SHALL DRIVE UPON A STREET AT SUCH A SLOW SPEED AS TO IMPEDE THE NORMAL MOVEMENT OF TRAFFIC; AND BY ADDING A NEW SECTION PROVIDING THAT NO PERSON SHALL OPEN OR CLOSE VEHICLE DOORS INTO MOVING TRAFFIC, MAKING THE VIOLA­TION OF THIS ORDINANCE A MISDEMEANOR, AND REPEALING ALL ORDINANCES OR PARTS OF ORDIN­ANCES IN CONFLICT HEREWITH, was reported on favorably by Commissioners Jarrett and Whipple and thereafter read in full to the Board. Commissioner Whipple moved the above entitled Ordinance No. 470 be adopted. Motion seconded by Commissioner Jarrett and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. An ordinance entitled: AN ORDINANCE TO AMEND SECTION 21 OF ORDINANCE NO. 378, ALSO RE­FERRED TO AS CHAPTER 24 OF THE CODE OF THE CITY OF LAS VEGAS, NEVADA, 1949, ENTITLED: "AN ORDINANCE OF THE COMMISSION OF THE CITY OF LAS VEGAS ESTABLISHING A LAND USE PLAN WITHIN THE CITY OF LAS VEGAS, CREATING ELEVEN (11) DISTRICTS, REGULATING AND RESTRICT­ING: THE USE OF LAND, THE LOCATION AND USE OF: BUILDINGS AND OTHER STRUCTURES; THE PROVISION OF OPEN SPACES FOR LIGHT AND AIR;- THE INTENSITY OF SUCH USES AND THE DENSITY OF POPULATION; ESTABLISHING BUILDING SETBACK LINES; ADOPTING A MAP OF SUCH DISTRICTS; DEFINING THE TERMS USED HEREIN; PROVIDING FOR THE ADJUSTMENT AND AMENDMENT THEREOF; REQUIRING THAT CERTAIN PERMITS SHALL BE SECURED FOR SUCH BUILDINGS, STRUCTURES AND IMPROVEMENTS AND FOR THE USE THEREOF, AND OF LANDS; REQUIRING CERTAIN FEES; PROVIDING FOR ENFORCEMENT AND PRESCRIBING PENALTIES FOR VIOLATION THEREOF, AND REPEALING ALL ORDINANCES IN CONFLICT THEREWITH", AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, was reported on favorably by Commissioners Bunker and Jarrett PLANNING & ZONING VIOLATIONS John H.
