    Commissioner Whipple moved that the City not commence any action to start an assessment district, either sewer or street improvements, in the future with­out written notification from the City Engineer that easements or right of ways have been or can be obtained. Motion seconded by Commissioner Moore and carried by the following votes Commis­sioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. Commissioner Moore moved the City Manager be authorized to put some one from the Engineering Department on the specific job of securing the necessary easements for "A" Street. Motion seconded by Commissioner Whipple and carried by the following votes Commis­sioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. Commissioner Bunker moved that Dr, Darryl Leavitt be notified to appear at the next regular meeting of the Board to show cause why his license should not be revoked. Motion seconded by Commissioner Whipple and carried by the following votes Commis­sioners Bunker, Moore, Whipple and His Honor voting aye; noes, none. Commissioner Peccole passed his vote. Commissioner Whipple moved the Election Board Workers for the City Election May 8, 1951 be paid the same as the County paid during the General Election—$20.00 for Foremen, $7.50 for Voting Board and $10.00 for Counting Board. Motion seconded by Commissioner Moore and carried by the following votes Commis­sioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. An ordinance entitled: AN EMERGENCY ORDINANCE TO AMEND SECTION X OF ORDINANCE NO, 381 AND 382 OF THE CITY OF LAS VEGAS ENTITLED: "AN ORDINANCE OF THE COMMISSION OF THE CITY OF LAS VEGAS ENTITLED: "AN ORDINANCE OF THE COMMISSION OF THE CITY OF LAS VEGAS CREAT­ING ELEVEN (11) DISTRICTS, REGULATING AND RESTRICTING THE USE OF LAND, THE LOCATION AND USE OF BUILDINGS AND OTHER STRUCTURES; THE HEIGHTS AND BULK OF BUILDINGS AND OTHER STRUCTURES; THE PROVISION OF OPEN SPACES FOR LIGHT AND AIR; THE INTENSITY OF SUCH USES AND THE DENSITY OF POPULATION; ESTABLISHING BUILDING SETBACK LINES; ADOPTING A MAP OF SUCH DISTRICTS DEFINING THE TERMS USED HEREIN; PROVIDING FOR THE ADJUSTMENT AND AMEND­MENT THEREOF; REQUIRING THAT CERTAIN PERMITS SHALL BE SECURED FOR SUCH BUILDINGS, STRUC­TURES AND IMPROVEMENTS AND FOR THE USE THEREOF, AND OF LANDS; REQUIRING CERTAIN FEES; PROVIDING THEREOF, AND REPEALING ALL ORDINANCES IN CONFLICT THEREWITH," AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH, was read in full to the Board, Thereafter Commissioner Moore moved the above entitled Ordinance No, 457 be adopted. Motion seconded by Commissioner Bunker and carried by the following vote: Commis­sioners Bunker, Moore, Peccole Whipple and His Honor voting aye; noes, none. Commissioner Moore moved that the Board of its own motion set a public hearing for the 16th day of May at 3:30 P.M. on the rezoning from R-E (Residence Estates) to R-1 (One-family Residence) of what is commonly known as the Zaugg Tract, east of J Street and west of H Street. Motion seconded by Commissioner Peccole and carried by the following vote: Commis­sioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. Commissioner Moore moved that the Board of its own motion order a public hearing on the 16th day of May, 1951 at 3:30 P.M. to determine whether or not a minimum build­ing area restriction of 1000 square feet should be imposed in the R-E zone described as that part of the Zaugg Tract lying between J Street and K Street and Highland Avenue. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. Commissioner Bunker moved the Engineering Department be instructed to make the necessary survey and take steps to acquire the right of ways for the one hundred foot highway in the Harper Tract from J Street to Bonanza Road. Motion seconded by Commissioner Peccole and carried by the following vote: Commis­sioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. There being no further business to come before the meeting at this time Commissioner Whipple moved this meeting adjourn. Motion seconded by Commissioner Moore and carried by the following vote: Commis­sioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none.
