    NOTICE OF SPECIAL MEETING TO: E. W. CRAGIN, Mayor and to WENDELL BUNKER, R. T. MOORE, WILLIAM PECCOLE, REED WHIPPLE, Commissioners, and C. W. SHELLEY, City Manager and HOWARD W. CANNON, City Attorney of the City of Las Vegas, Nevada You and each of you will please take notice that pursuant to a call this day issued fay Mayor Cragin, a Special Meeting of the Board of Commissioners of the City of Las Vegas, Nevada, will be held in the Council Chambers at City Hall, 5th & Stewart, on the 31st day of May. 1950. at the hour of 3:00 P.M. to consider the following matters: 1. Final Map on El Centro Subdivision, Tract #1 2. Bids on the construction or installation of following: a) 200-1, Assessment District - Sewer - Boulder Addn. b) 200-2, Assessment District - Sewer - W. Charleston c) 200-3, Assessment District - Sewer - Meadows d) 100-3, Assessment District - Street Paving & Lights - 17th Street 3. Appoint of Housing Authority Commissioner - expiration of term of Berkeley Bunker ACCEPTANCE OF NOTICE We, the undersigned Mayor, Commissioners, City Manager and City Attorney of the City of Las Vegas, Nevada, do hereby admit due service of the foregoing Notice of Special Meeting: s/ E. Shelley_______________ ******* Las Vegas, Nevada May 31, 1950 A special meeting held this 31st day of May, 1950 was called to order at the hour of 3:30 P.M. by His Honor Mayor E. W. Cragin with the following members present: Commissioners Bunker, Peccole, Whipple; City Manager C. W. Shelley City Attorney Howard W. Cannon and City Clerk Shirley Ballinger. Absent: Commissioner Moore; EL CENTRO TRACT #1 Commissioner Whipple moved the final map of El Centro Subdivision Tract No. 1 Final Map be approved and the Mayor and City Clerk authorized to sign same upon the recommendation of the Regional Planning Commission contained in their letter of May 31, 1950. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Peccole, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Moore. BIDS - Assessment This being the time set for the opening of bids on the installation of certain Districts improvements in Special Assessment Districts in the City, His Honor announced that these bids would now be opened. At this time Commissioner Moore arrived. Mr. J. Hargrove, representing the State Contractors Board appeared at this time and stated that according to State Law the City could not open bids from concerns who do not have State Contractor's licenses. City Attorney Howard W. Cannon told the Board that it was his opinion that a person or firm was not a contractor just because he submits a bid, and advised the Board to open any and all bids. Mr. Cannon stated that if a bid were awarded to an unlicensed contractor, said bidder must have a state license before entering into a contract with the City. Thereafter Bids on Assessment District #200-1, Sanitary Sewer in Boulder Dam Homesite Addition, were opened from the following firms: Nevada Construction Company Paul Vukich Construction Bids on Assessment District #200-2, Sanitary Sewer on West Charleston Blvd., were opened from the following firms: Nevada Construction Company Wells-Cargo Paul Vukich Construction Bids on Assessment District #200-3, Sanitary Sewer in Meadows addition, were opened from the following firms: Nevada Construction Paul Vukich Construction Bids on Assessment District #100-3, Street Paving, Sidewalks and Curbs and Gutters on Spencer and South 17th Street, were opened from the following firms.
