377 Las Vegas, Nevada April 7, 1949 A regular meeting of the Board of Commissioners held this 7th day of April, 1949 was called to order at the hour of 2:55 P.M. by His Honor Mayor Pro Tem Clark with the following members present: Commissioners Baskin, Moore, Whipple; City Manager J. M. Murphy, City Attorney C. Norman Cornwall and City Clerk Shirley Ballinger. Absent: Mayor Cragin. MINUTES Commissioner Baskin moved that the minutes of March 22, 25, 30, 1949 be approved by reference and the Mayor and City Clerk authorized to sign same. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Baskin, Moore, Whipple and His Honor Mayor Pro Tem Clark, voting aye; noes, none. Absent: Mayor Cragin. * PAYROLL WARRANTS Commissioner Baskin moved that Payroll Warrants Nos. 1027 thru 1030 inc. in the net sum of $30,097.45 be approved and the Mayor and City Clerk authorized to sign same. _________________________________________________________________________________, Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Baskin, Moore, Whipple and His Honor Mayor Pro Tem Clark voting aye; noes, none. SERVICE & MATERIAL Commissioner Whipple moved that Service & Material Warrants Nos. 1780 to 1783 inclusive WARRANTS and 1777 (partial) to 1779 inclusive and 1775 in the net sum of $17,781.82 be approved and the Mayor and City Clerk authorized to sign same. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Baskin, Moore, Whipple and His Honor Mayor Pro Tem Clark voting aye; noes, none. Absent: Mayor Cragin. WATER FRANCHISE Commissioner Moore moved that the request of Ted Michelas for a water franchise in the Ted Michelas South Meadows addition be referred to the City Attorney. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Baskin, Moore, Whipple and His Honor Mayor Pro Tem Clark voting aye; noes, none. Absent: Mayor Cragin. SEALED RACE TIPS Commissioner Whipple moved that the application of the Pioneer Newsstand for the sale of Pioneer News sealed race tips be denied. Motion seconded by Commissioner Moore and carried by the following vote: Commissioners Baskin, Moore, Whipple and His Honor Mayor Pro Tem Clark voting aye; noes, none. Absent: Mayor Cragin. OPENING OF BIDS This being the time set for the opening of bids on the sale of City owned property located Sale of City Property on the Los Angeles Highway, there were no bids received. ZONE EXCEPTION #68 Commissioner Baskin moved that pursuant to the recommendation of the Planning Commission Jack Woods dated April 5, 1949 that the request of Jack Woods for a Nursery School in Huntridge Nursery School Tract #1, Lot 13, Block 1 be granted subject to the conditions set forth by the Planning Commission in their letter of the above date, with further recommendation that there be a limit of fifteen children allowed in the school. Motion seconded by Commissioner Moore and carried by the following vote: Commissioners Baskin, Moore, Whipple and His Honor Mayor Pro Tem Clark voting aye; noes, none. Absent: Mayor Cragin. CHARLESTON SQ #4 Commissioner Whipple moved that the Tentative Map of Charleston Square #4 be approved upon Tentative Map the recommendation of the Planning Commission as per their letter dated April 5, 1949 subject to the conditions set forth by the Planning Commission in said letter, plus the further recommendation of the Board of Commissioners that service drive be required on the Charleston Boulevard frontage. Motion seconded by Commissioner Baskin and carried by the following vote: Commissioners Baskin, Moore, Whipple and His Honor Mayor Pro Tem Clark voting aye; noes, none. Absent: Mayor Cragin. LIQUOR APPLICATIONS At this time the following new applications for liquor licenses for the second quarter of 1949 were presented to the Board for their consideration: Catherine & John Horden The Westerner Retail Tavern Thomas A. Oakey Huntridge Theatre Retail Package George Fortson Westside Liquor Store Sealed Package Thereafter Commissioner Baskin moved that the foregoing applications for new liquor licenses be denied on the basis of the resolution adopted by the Board on June 27, 1947, limiting liquor licenses according to the population. Motion seconded by Commissioner Moore and carried by the following vote: Commissioners Baskin, Moore, Whipple and His Honor Mayor Pro Tem Clark voting aye; noes, none. Absent: Mayor Cragin. The following renewal applications for liquor licenses with change in owners were presented to the Board for their consideration: Glenn M. Anderson Andy's Cafe 1202 So Main Ret. Rest. Beverage Robert E. Schoberth Safeway Stores 124 So 2nd Retail Beverage James S. Johnston Shamrock Cafe 1501 So 5th Ret. Rest. Beverage Thereafter Commissioner Baskin moved that the foregoing renewal applications for liquor licenses for the second quarter of 1949 be granted.
