    347 GAMING APPLICATION Commissioner Whipple moved that the application of Arthur F. Schellang, Frontier Club Race Frontier Club Book, 117 Fremont Street for additional gaming license, race horse book for the first quarter Race Horse Book of 1949 be granted. Motion seconded by Commissioner Clark and carried by the following vote: Commissioners Baskin, Clark, Moore, Whipple and His Honor voting aye; noes, none. GAMING APPLICATION Commissioner Moore moved that the application of Moe Sedway and Wm. I. Alderman, Frontier Turf Sedway & Alderman Club, 118 North 1st Street for renewal of race horse book for the first quarter of 1949 be ap- Race Horse Book proved. Motion seconded by Commissioner Clark and carried by the following vote: Commissioners Baskin, Clark, Moore, Whipple and His Honor voting aye; noes, none. F. H. A. HOUSING Commissioner Whipple moved that regarding the proposal of the F. H. A. on two hundred fifty new homes in the City of Las Vegas that the City Council is not in favor of reducing any of the requirements for subdivisions. Motion seconded by Commissioner Moore and carried by the following vote: Commissioners Baskin, Clark, Moore, Whipple and His Honor voting aye; noes, none. ORDINANCE NO. 379 An ordinance entitled: AN ORDINANCE TO AMEND SECTIONS 3 AND 4 OF ORDINANCE NO. 364 OF THE Sewer Rental Amend. CITY OF LAS VEGAS ENTITLED: "AN ORDINANCE PROVIDING FOR THE IMPOSITION AND COLLECTION OF RATES, 2nd Reading FEES AND CHARGES FOR THE USE OF THE SERVICES AND FACILITIES OF THE SEWAGE DISPOSAL SYSTEM OF THE CITY OF LAS VEGAS; AUTHORIZING AND EMPOWERING THE CITY TO REQUIRE CONNECTION WITH SANITARY SEWERS SERVED OR WHICH MAY BE SERVED BY SAID DISPOSAL SYSTEM; PROVIDING A PENALTY FOR THE FAILURE AND REFUSAL TO MAKE SUCH CONNECTION; AND PLEDGING THE NET REVENUES DERIVED FROM THE IMPOSITION OF SUCH RATES, FEES AND CHARGES AS ADDITIONAL SECURITY FOR THE PAYMENT OF THE LAS VEGAS SEWAGE DISPOSAL PLANT BONDS, SERIES OF MAY 1, 1948," AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH, was read to the Board for a second time. Thereafter Commissioner Whipple moved that Ordinance No. 379 be approved on its second reading. Motion seconded by Commissioner Moore and carried by the following vote: Commissioners Baskin, Clark, Moore, Whipple and His Honor voting aye; noes, none. At this time the meeting recessed. The meeting reconvened at the hour of 5:00 P.M. with all members present as of the opening session. ORDINANCE NO. 378 An ordinance entitled: AN ORDINANCE OF THE COMMISSION OF THE CITY OF LAS VEGAS, ESTABLISH- Land Use ING A LAND USE PLAN WITHIN THE CITY OF LAS VEGAS, CREATING ELEVEN (11) DISTRICTS, REGULATING 1st Reading AND RESTRICTING: THE USE OF LAND, THE LOCATION AND USE OF BUILDINGS AND OTHER STRUCTURES; THE HEIGHTS AND BULK OF BUILDINGS AND OTHER STRUCTURES; THE PROVISION OF OPEN SPACES FOR LIGHT AND AIR; THE INTENSITY OF SUCH USES AND THE DENSITY OF POPULATION; ESTABLISHING BUILDING SETBACK LINES; ADOPTING A MAP OF SUCH DISTRICTS; DEFINING THE TERMS USED HEREIN; PROVIDING FOR THE ADJUSTMENT AND AMENDMENT THEREOF; REQUIRING THAT CERTAIN PERMITS SHALL BE SECURED FOR SUCH BUILDINGS, STRUCTURES AND IMPROVEMENTS AND FOR THE USE THEREOF, AND OF LANDS; REQUIRING CERTAIN FEES; PROVIDING FOR ENFORCEMENT AND PRESCRIBING PENALTIES FOR VIOLATION THEREOF, AND REPEALING ALL ORDINANCES IN CONFLICT THEREWITH, was reported on favorably by the committee composed of Commissioners Baskin and Clark and thereafter read to the Board for a first time. Commissioner Moore moved that Ordinance No. 378 be approved on its first reading. Motion seconded by Commissioner Clark and carried by the following vote: Commissioners Baskin, Clark, Moore, Whipple and His Honor voting aye; noes, none. There being no further business to come before the meeting at this time Commissioner Moore moved that this meeting adjourn until January 21, 1949 at the hour of 2:00 P.M. Motion seconded by Commissioner Clark and carried by the following vote: Commissioners Baskin, Clark, Moore, Whipple and His Honor voting aye; noes, none. M. by His Honor Mayor E. W. Cragin with the following members pre­sent: Commissioners Baskin, Clark, Whipple: City Manager J. M. Murphy, City Attorney C. Norman Cornwall and City Clerk Shirley Ballinger. Absent: Commissioner Moore. Commissioner Clark moved that the minutes of January 7, 1949 be approved by reference and the Mayor and City Clerk authorized to sign same. Motion seconded by Commissioner Baskin and carried by the following vote: Commissioners Baskin, Clark, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Moore.
