Thereafter Commissioner Clark moved that the fore­going ordinance be adopted on this its second reading. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Clark, Moore, Whipple and His Honor voting aye. Noes, none. Absent: Commissioner Baskin. ORDINANCE NO. 352 An ordinance entitled "AN ORDINANCE DEFINING AND PROHIBITING PETIT Petit Larceny LARCENY; FIXING A PENALTY FOR THE VIOLATION OF ANY OF THE PROVISIONS OF THIS ORDINANCE; AND REPEALING ORDINANCE NO. 11 AND ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH," was read to the Board in full for a second time. Thereafter, Commissioner Whipple moved that the foregoing ordinance be adopted on its second reading. Motion seconded by Commissioner Moore and carried by the following vote: Commissioners Clark, Moore, Whipple and His Honor voting aye. Noes, none. Absent: Commissioner Baskin. There being no further business to come before the meeting at this time, Commissioner Clark moved that this meeting recess until April 23, at the hour of 4:00 P.M. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Clark, Moore, Whipple and His Honor voting aye. Noes, none. Absent: Commissioner Baskin. ATTEST: APPROVED: City Clerk Mayor Las Vegas, Nevada April 23, 1948 The Board of Commissioners of the City of Las Vegas, Nevada, met in recessed regular session, pursuant to due legal notice and call, at the regular meeting place of said Board in Las Vegas, Nevada, on the 23rd day of April, 1948, at the hour of 4:00 o'clock, p.m. The following members of the Board of Commissioners were present: E. W. Cragin Mayor R. T. Baskin Commissioner Robert T. Moore Commissioner C. R. Clark Commissioner Reed Whipple Commissioner Also present: Helen Scott Reed City Clerk Absent: None The meeting was called to order by the Mayor. Thereupon the following proceedings, among others, were had and taken, to-wit: Commissioner Clark introduced in writing an Emergency Ordinance entitle "An ordinance providing for the issuance and public sale by the City of Las Vegas of its negotiable coupon bonds in the aggregate principal amount of Three Hundred Fifty Thousand Dollars ($350,000) to finance the construction of a sewage disposal plant as part of and in connectio with the sewerage system of said City, prescribing the terms thereof and providing for the levy and collection of an annual tax therefor", and moved its adoption. Commissioner Whipple seconded the motion. THEREUPON, by unanimous consent of the entire Board of Commissioners, the proposed Ordinance was read aloud in its entirety, and is as follows: EMERGENCY ORDINANCE NO. 353 AN ORDINANCE PROVIDING FOR THE ISSUANCE AND PUBLIC SALE BY THE CITY OF LAS VEGAS OF ITS NEGOTIABLE COUPON BONDS IN THE AGGREGATE PRINCIPAL AMOUNT OF THREE HUNDRED FIFTY THOUSAND DOLLARS ($350,000) TO FINANCE THE CONSTRUCTION OF A SEWAGE DISPOSAL PLANT AS PART OF AND IN CONNECTION WITH THE SEWERAGE SYSTEM OF SAID CITY; PRESCRIBING THE TERMS THEREOF AND PROVIDING FOR THE LEVY AND COLLECTION OF AN ANNUAL TAX THEREFOR. WHEREAS, in accordance with the laws of the State of Nevada, and the Charter of the City of Las Vegas, and as the result of an election held on the 6th day of May, 1947, at which election there was sub­mitted to the qualified electors, both property owners and non-property
