Thereafter, Commissioner Smith moved the adoption of said ordinance. Motion was seconded by Commissioner Tinch and carried by the following vote: Commissioners Rubidoux, Smith, Tinch and His Honor, Mayor pro tem Clark voting aye; absent, Mayor Garrison; noes none.
