OFFICE OF THE CITY CLERK CITY OF LAS VEGAS, CLARK COUNTY, NEVADA. SEPTEMBER 7th, 1938. Minutes of a regular meeting of the Board of Commissioners of the City of Las Vegas held on the 7th day of September, 1938 at the hour of seven o'clock P.M. Present Mayor Marble, Commissioners Krause, Luce and Ronnow, City Attorney and Clerk. Absent Commissioner Corradetti. All claims allowed as per "Claims and Warrant Register" on file in the office of the Clerk. Report of City Clerk and Municipal Judge approved by the Mayor. All unread minutes of previous meetings read and approved as read. On motion of Commissioner Luce seconded by Commissioner Krause it was moved and carried that Henry Wilson be employed on a regular monthly bases for care of sewer lines and that said salary be $140100 per month. That the salaries of A.L. Drew Electrical Inspector and W.J. Rhodes Bldg, and Plbg. Inspector be placed at the sum of $160.00 per month until the further order of the Board. Vote Commissioners Krause, Luce and Ronnow and His Honor the Mayor voting aye. Noes, none. A number of members of the Westside Improvement Association appeared before the Board requesting additional street and lighting improvement and additional Police protection. They were ed that the Board would assist them in every way possible to secure theses improvements. On motion of Commissioner Luce seconded by Commissioner Krause it was moved and carried that the following telegrams be spread on the minutes of this meeting: Las Vegas, Nevada, Sept 7 1938 K.A. Godwin, Regional Director PWA Hewes Bldg;. San Francisco, Calif. In as much as we have conflicting letters regarding status of and action on Sewer Project No. 1053 will it be possible to arrange meeting of attorneys to determine procedure. H.P. Marble. Mayor. Las Vegas, Nevada, Sept. 7, 1938 Sen P.A. McCarran Reno, Nevada. Appreciate your determination of and advise on PWA project 1052 Las Vegas Streets forwarded approved to Washington August 11th, imperative we have notice to meet financial requirements by deadline set. H.P. Marble, Mayor. Vote on the incorporating of the two telegrams into the minutes of this meeting was Commissioners Krause, Luce, and Ronnow and His Honor the Mayor voting aye. Noes, none. Ordinance No. 239, entitled, "AN ORDINANCE OF THE CITY OF LAS VEGAS ESTABLISHING FUNDS", was read to the Board for a second time following its publication as is provided by law and was adopted by the following vote: Commissioners Krause, Luce and Ronnow and His Honor the Mayor voting aye. Noes, None. An Ordinance Entitled "AN ORDINANCE OF THE CITY OF LAS VEGAS REGULATING THE PRESENTATION AND AUDIT OR CLAIMS AND DEMANDS AGAINST THE CITY OF LAS VEGAS; AND PROVIDING FOR THEIR ALLOWANCE AND PAYMENT OR REJECTION," was read to the Board for a second time. Said Ordinance to be known as Ordinance No. 240 and had been published as required. Vote on the adoption of the ordinance was Commissioners Krause, Luce and Ronnow and His Honor the Mayor voting aye. Noes, none. Ordinance No. 241, entitled, "AN ORDINANCE DECLARING THE DETERMINATION OF THE BOARD OF COMMISSIONERS OF THE CITY OF LAS VEGAS TO MAKE CERTAIN IMPROVEMENTS IN THE CITY OF LAS VEGAS BY GRADING FOR AND CONSTRUCTING OIL BOUND GRAVEL PAVEMENT AND CONCRETE CURBS A D GUTTERS ON CERTAIN STREETS AND PORTIONS OF STREETS IN THE CITY OF LAS VEGAS; DESCRIBING DEFINITELY THE LOCATION OF THE SAID IMPROVEMENTS; PROVIDING THAT THE COST OF PORTIONS OF THE EXPENSES THEREOF SHALL BE PAID BY SPECIAL ASSESSMENT UPON ALL THE LOTS AND PARCELS OF LAND INCLUDED IN THE SPECIAL ASSESSMENT DISTRICT HEREBY ESTABLISHED ACCORDING TO BENEFITS; PROVIDING FOR THE ISSUANCE OF SPECIAL ASSESSMENT BONDS OF THE CITY OF LAS VEGAS FOR THE PAYMENT THEREOF AND OTHER MATTERS AND THINGS RELATING THERETO," was read to the Board for a second time following its publication as required by law and was adopted by the following vote: Commissioners Krause, Luce and Ronnow and His Honor the Mayor voting aye. Noes, none. Commissioner Krause as a member of the Milk Ordinance Committee presented to the Board for its consideration and passage a form of ordinance prepared by the said Milk Ordinance Committee which he stated was satisfactory to both the producers and distributors. There upon said entitled Ordinance, "AN ORDINANCE REGULATING THE SALE OF MILK, CREAM AND OTHER DAIRY PRODUCTS IN THE CITY OF LAS VEGAS; DEFINING STANDARDS FOR MILK AND CREAM; PROVIDING FOR THE ISSUANCE OF PERMITS FOR THE SALE OF MILK AND CREAM, AND THE REVOCATION OF SUCH PERMITS; PROVIDING FOR THE CREATION OF A MILK ORDINANCE COMMITTEE; PROVIDING FOR THE APPOINTMENT OF A DAIRY AND MILK INSPECTOR; AUTHORIZING THE CITY COMMISSIONERS TO PROMULGATE RULES AND REGULATIONS FOR THE ENFORCEMENT OF THIS ORDINANCE; PROVIDING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE; REPEALING ORDINANCE NUMBER 200 OF THE CITY OF LAS VEGAS, ENTITLED, "AN ORDINANCE REGULATING THE SALE OF MILK. CREAM AND OTHER DAIRY PRODUCTS IN THE CITY OF LAS VEGAS; DEFINING STANDARDS FOR MILK AND CREAM; PROVIDING FOR THE ISSUANCE OF PERMITS FOR THE SALE OF MILK AND CREAM, AND HE REVOCATION OF SUCH PERMITS; AUTHORIZING THE CITY COMMISSIONERS TO PROMULGATE RULES AND REGULATIONS FOR THE ENFORCEMENT OF THIS ORDINANCE; PROVIDING A PENALLY FOR THE VIOLATION THEREOF; AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH;" AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCES," was read to the Board for a first time and adopted by the following vote: Commissioners Krause, Luce and Ronnow and His Honor the Mayor voting aye. Noes, none. The Clerk was directed to have said ordinance published for two consecutive weeks in the Las Vegas Age, a weekly newspaper. This Ordinance to be known as Ordinance No. 242.
