Mr. President, I wish to speak on the impending impeachment of Federal Judge Harry Claiborne of Nevada. Mr. President, the Constitution of the United States provides that "no person shall be deprived of life, liberty or property without due process of law." Every American is guaranteed the right to a final day in court. The Constitution also provides for impeachment of judges to begin in the House with a trial in the Senate. As a U.S. Senator I have taken an oath to uphold the Constitution. If Judge Harry Claiborne feels that Congress is his court of last resort, he is entitled to that forum under our Constitution. Mr. President, I suggest the absence of a quorum.
