2 CLARK COUNTY COMMISSION INSTRUCTION TO BIDDERS 1. Bid Proposal Bid proposal in a sealed envelope endorsed "PROPOSAL FOR GENERAL ADVERTISING CONTRACT, McCARRAN FIELD, LAS VEGAS, NEVADA" and bearing the name and address of the bidder will be received at the offices of the Clark County Commission, Court House, Las Vegas, Nevada until the hour of lOsOO o'clock a.m. on the 20th day of April, 1963. Every bid on the bid proposal form as attached hereto shall be completely filled out and shall be signed in ink by the one duly authorized to sign on behalf of the bidder in the space provided for signature on the bid proposal form. In the case of a corporation the title or titles of the officer or officers signing shall be stated, and authority to sign must be evidenced by a certified copy of a resolution of the Board of Directors of such corporation. In the case of a partnership, the signature of a duly authorized partner must follow the firm name using the term, "Member of Firm" or "Partner". In the case of an individual, the bidder shall sign as "Sole Owner" or "Doing Business in the Name and Style of __________________________". 2. Basis of Bid The bid proposal form calls for and bidder shall bid upon the rental during each of the years of the lease for the general advertising contract for the full term of the agreement. The proposed rental obligation of the Contractor shall be set out for each year of the contract term. 3. Bidder Responsible for Proposal Each bidder shall carefully examine the site and the construction and instal- lation drawings and specifications and each bidder shall judge for himself as to all conditions and circumstances having relationship to the bid proposal. Failure on the part of any bidder to make such examination and to investigate thoroughly shall not constitute a ground for a declaration by a bidder that he did not understand the conditions with relation to his bid proposal. 4. Other Requirements - Bid Proposal a) Bidder must present evidence that he is competent and has the necessary facilities, experience and pecuniary resources to fulfill the conditions of the lease agreement. To provide the Commission with information on this point bidder must submit with his bid proposal the information called for in the Qualification form attached hereto. Information given therein will remain confidential. b) Bidder must submit with his bid proposal an affidavit of non-collusion in the form as set out in the attached form. Such affidavit must be completed in its entirety and signed and sworn to.
