I. CALL TO ORDER SENATE PRESIDENT AMES QUIT A called the meeting to order at 6:06pm. II. The Chairman may place reasonable limitations as to the amount of time individuals may address the Senate. The Chairman may elect to allow public comment on a specific agenda item when that agenda item is being considered. RAFAEL YBARRA: I would like to request funds on behalf of students of.. .engineers to attend conference in Dallas, Texas this year. $200 per student for 10 students. (SENATOR ROTH and SENATOR HUERTA pass out hand outs).. .currently have 90+ members.. .we established the first professional chapter in Nevada comprised of 3 professionals and graduating engineers.. .active in outreach, currently establishing.. .to tutor in math and science. VI. REPORTS A. Senate Committee Reports SENATOR TEMPLETON: some bad news, culdn' get committee together in time to have meeting because I overlooked the rule that the agenda needed to be posted on-line through O.S.I. I apologize, I'm going to try and pull an emergency meeting for Saturday, and will try and figure out a way to get it done. I understand some of you feel pretty strongly about having the rules. Some of my committee members need two weeks notice in order to have a meeting. If you have any questions let me know. SENATOR JIMENEZ: ways and means met today at one. The only item not passed was action item Y. NSCS was ruled out of order. SENATE PRESIDENT AMESQUITA: new business action item Y is ruled out of order. VICE PRESIDENT GOATZ: did you confirm with DIRECTOR MADRIGAL why it was ruled out of order? SENATOR JIMENEZ: no. what happened is that she spoke to SENATOR KONNER. SENATOR CRAWFORD: bylaws will meet some time during the winter break. All the members I've heard back from said they could meet. Bylaws, remember after the meeting to get together. B. Faculty Senate/University Committee Reports SENATOR HUERTA: students of the advisory board met last Thursday to talk about the wireless network in our college.. .Lori temple said she'd give 3k to the project to expand the wireless network into the Sidewalk Cafe. That's upon us getting our money for the engineering college. If you have any questions about that. We don't have a scheduled meeting but will be the first week of February. EXECUTIVE BOARD ANNOUNCEMENTS VICE PRESIDENT PRO-TEMPORE ANDERSON: scholarship committee met today.. .1 can read off the winners. I'll post in senate chambers.. .that's all there is. VICE PRESIDENT GOATZ: spent six hours doing interviews for elections directors. I'll be meeting each director over break to discuss past semester and future... PRESIDENT SCHUCK: going to read something in Rebel Yell today, (reads) When you speak here, it doesn't always come off as Senator Mullinax, or Senator Bowers thinks this. It comes off as CSUN needs to do better, CSUN as a whole. It's a direct effect on every single thing we do here. Do your homework before you question stuff. From what I hear, SENATOR ROTH questioned the Vagus Nerve.. .if you're going to complain about something, meet with the board, the director, me.. .do your homework before you publicly chastise the director.. .after you've done that if you have something negative to say, then fine. You guys have $1500 in overage charges and as much as I want to put it on you guys, I'm putting it on you two. Get these meetings together. If we have to go back in the BEH to do these, we can go back into theBEH. Committee chairs, Ways and Means committee, come on. You put 140 organizations in jeopardy this week. Had it not been for SENATOR JOHNS going in for you, 140 organizations wouldn't have had funding. Do your homework. That would have been an absoloute nightmare. When you speak on CSUN.. .1 cringed so hard when I read the Rebel Yell.. .suggestion, a couple months ago Dave brough these note cards and they said yay, nay or abstain. He said hold them up during the meetings. If there's no opposition, go for it. Figure out a way to get through these. SENATE PRESIDENT PRO-TEMPORE MULLINAX: handing out phone list. Put down your numbers. Changing room around over break. New schedules, new office 4 hours. E-mail me new schedules and office hours over the break. Rearranging senate chambers after the 3rd. SENATE PRESIDENT AMESQUITA: this is what I printed out from yahoo group.. .if you're not on it, add yourself on it. You need to accept the invitation within 7 days. SENATOR KRISTA DONNELLY and mculater@egr.unlv.edu you need to, also. .. .first overtime charge for this session. Overtime charges were $375. It's unfair to the student workers. We need to get out of here by 9:30. You need to be out of here a half hour early. It's not fiscally responsible. Unless you have someone speak out against it, you don't need to speak for it. SENATOR TEMPLETON: I think if we can get this... VIII. NEW BUSINESS A. Informational Item: Presentation of Career Day by Rita Bocchinfuso-Cohen Associate Director, Career Services MS. BOCCHINFUSO-COHEN speaks. SENATOR ROTH: could you go into a little bit about the hosting programs? MS. BOCCHINFUSO-COHEN: trying to modify to make more educational. Trying to assign students to preferred employer.. .depends on major of participants. Able to escort employers to tables.. .come to host orientation.. .in return you're invited to reception afterwards, also going to add workshop pieces. Trying to facilitate etiquette dinner with Caesar's. B. Action Item: Approval of one (1) CSUN member to serve as the Elections Director for a term ending April 30, 2005. SENATOR CRAWFORD: is there a presentation or anything? VICE PRESIDENT GOATZ: I passed out one of your many handouts today. I hope you've looked through them, we interviewed, all of e-board unanimously voted for 5 SENATOR CRAWFORD: we've had this discussion before, we expect.. .we're selecting a director for the rest of the year. I know SENATOR KRISTA DONNELLY is a member of the senate but I think it's important to... SENATE PRESIDENT AMESQUITA: if there was going to be discussion it would be been during executive board meeting. By far the top two, one being SENATOR KRISTA DONNELLY, not only has she seen CSUN elections, she's been on the board. She came with ideas and a timeline. She was the only candidate who said I would do this and this during this and this month. The other candidate had experience with elections but she lacked good ideas and a timeline. PRESIDENT SCHUCK: if there are specific questions, just like the senate of the United States, we come in with an agenda... SENATE PRESIDENT PRO-TEMPORE MULLINAX: it's simple. I don't agree with it, I think they should give us options, but right now, we only have one. SENATOR FLORES: VICE PRESIDENT GOATZ, can you give me a synopsis of the process? VICE PRESIDENT GOATZ: we had seven people apply. The position was advertised on O.S.I., interviewed all between thirty minutes and an hour. Reviewed applications... SENATOR BOWERS: what would have to be, is it to you guys' discretion to limit to one person? VICE PRESIDENT GOATZ: yes. doesn't give us a number. SENATOR BOWERS: can we see more than one candidate at a time? PRESIDENT SCHUCK: I wouldn't do it. We interview every single person. We're here for six hours interviewing.. .there's no reason for us to send out four people to you guys to go through the same process as we did. SENATOR JOHNS arrives late at 6:54pm. SENATOR BOWERS: not in this case, but in other cases... PRESIDENT SCHUCK: if you can give me one instance in the United States Constitution that... SENATOR KRISTA DONNELLY abstains 13-11-1 motion FAILS SENATE PRESIDENT AMESQUITA: I'm trying to focus on the amendment and not whether... SENATOR MACK: I was up there all day Saturday and I saw the entire executive board spend at least 15-20 minutes with each candidate. I'ts clear that we should trust what they say. There shouldn't be too much more debate. I hope we can vote quick. SENATOR CRAWFORD: I know you want to steer away from this but I think it's a question of not only whether we want SENATOR KRISTA DONNELLY but whether the senate should have a voice in the future. I think doing it this way leaves out the senate. The thirty second synopsis that SENATE PRESIDENT AMESQUITA had sounded intriguingto me. I'm sure that SENATOR KRISTA DONNELLY will do a fabulous job, but I have no one to compare her to. I think we should postpone that way, the senate will have a voice.. .1 would advise postponing until Christmas break. How big of a deal would it be if it was postponed? SENATOR KRISTA DONNELLY: since the primary elections are in March, I did want to get started.. .so we could go over.. .we're not going to have wireless anymore.. .1 would be disappointed if I worked on it for a month and you guys selected another candidate. It'd be a big help if I could. VICE PRESIDENT GOATZ: a huge huge disservice to our students if we don't do it now. The first 10 days in February.. .gives new person 6 days to learn and do everything. SENATOR KRISTA DONNELLY: I also want to get a board together. I've gone through what Sabrina had... SENATOR CRAWFORD: I don't think it's that big of a deal. I don't think it's that big of a problem to have another meeting during winter break and see another candidate. We can talk about wasting.. .they don't have a good track record with selecting directors. We have one who quit, one who is in danger of being fired and one who could be largely responsible for canceling Rebel Radio. SENATE PRESIDENT PRO-TEMPORE MULLINAX: the item at hand is whether or not it should be amended.. .this isn't the place and right now it's not the time. If you have a problem with it, make a bylaw. Everyone knows Henry is not going to change his mind on this. All you're doing is wasting time. Either say yes or say no. Right now the item at hand is yes or no for Krista. Go to the e-board meeting. 7 SENATOR FLORES: point of information, in constitution, article IV C.2 says a CSUN elected official may not.. .what's the process after this? SENATE PRESIDENT AMESQUITA: if she was to be appointed, she would immediately resign her seat in the senate. She didn't file for two positions. SENATOR ESPINOZA: as far as her leaving, as much as we'd love for her to stay, we can't make her stay. The e-board has to work with the directors more.. .VICE PRESIDENT GOATZ and PRESIDENT SCHUCK are their direct supervisors. 8 That's why they bring the people they feel are most worthy of the job because they have to work with them day after day. As far as us, we don't. Say yes or say no. PRESIDENT SCHUCK: SENATOR CRAWFORD, if you want to start appointing directors, run for an e-baord seat. Your job is to approve or disapprove a nomination. I've seen you guys get mad about people who abstain.. .if we send you two people, we're not making a decision. The students trusted us to make a decision and we fail them by not making a decision. So run for e-board if you really want to appoint a director. SENATOR CRAWFORD: um, I think in terms of the directors working with the e-board, they don't have a good track record they were responsible for choosing the last elections director.. .they totally disregard our vision... SENATOR BOWERS: whatever's happened from when this happened, the item at hand is do we approve SENATOR KRISTA DONNELLY. As far as doing what we have to do will be done in Bylaws. If you think she's the best candidate, vote yes, if not vote no. SENATOR FLORES: I think she'll be a good candidate, however I don't feel that I can make an informed decision when I don't have a selection. We're not questioning her as a candidate, we're questioning the process. SENATE PRESIDENT PRO-TEMPORE MULLINAX: our job is to approve or disapprove, no choosing a candidate. SENATOR ROTH: PRESIDENT SCHUCK made a point about saying like the president.. .the only information I've got is SENATOR KRISTA DONNELLY'S resume. My vote effects how the e-board made a decision.. .my view of the e-board is that they want to whithhold information. My vote is my opinion of them. SENATE PRESIDENT AMESQUITA: has anyone come up to me, PRESIDENT SCHUCK, or VICE PRESIDENT GOATZ about this? No one has. All of a sudden I get Monday night senators. I'm a little furstruated because what I'm hearing tonight is that we failed to bring you information. Where were you last wek? Where were you during the meeting? A disservice would be to vote no because you don't agree with the e-board. Look at your calendars right now. SENATOR PIRO: this is exactly how the supreme court does it. It's how the president does it. Either you approve her, or not approve her judging by her character. Let's stop talking and vote on it. If you want to change a bylaw let's wrok on it outside this meeting. I'd like the committee to rescind the bylaws until the end of my term. SENATE PRESIDENT PRO-TEMPORE MULLINAX: move to combine and approve D and E SENATOR PIRO 2nds SENATOR BOWERS: this is ridiculous for the amounts. We can't have a successful event, if we combine 'em we can have all or none... SENATOR ESPINOZA: move to amend striking 25k and inserting 21k. SENATOR KARA DONNELLY 2nds. 24-0-0 amendment PASSES SENATOR TEMPLETON: under impression that we were aiming to get two right wing speakers to balance out Kennedy and Moore.. .1 looked up these guys and they're not really right wing events. DIRECTOR BLOOD: the plan was to do that during the Fall. My board brings a variety of speakers, not just political. I don't want to do a whole year of politics. It doesn't mean that we won't for the remainder of my term. SENATOR WASHINTON: question about the money? It says 27k... DIRECTOR BLOOD: not definitely positive because PRESIDENT SCHUCK added more into my budget. BUSINESS MANAGER HILL: SENATOR WASHINTON has updated version of budget. PRESIDENT SCHUCK: transferred an additional 2500, .. .and 17k... SENATOR BOWERS: where'd you pull it from? PRESIDENT SCHUCK: we misbudgeted at the beginning of the semester. SENATOR ESPINOZA: there may be an outside sponsors as well. SENATOR MACK: curious about.. .we said we were going to have someone from other side regardless of when.. .honest opinion from Sherrelle, is there someone other than a leftist thinker? 11 DIRECTOR BLOOD: unlikely. They're very expensive. They tend not to negotiate at all on prices. We haven't received a response from Clark. SENATOR MACK: I'd like to see Clark, and I' would be willing to give 25k for him compared to other speakers,... DIRECTOR BLOOD: thing we've been contemplating is whether we could bring in the crowd. Pulling in the numbers is kind of... SENATOR FLORES: how much of the money goes toward the speaker? DIRECTOR BLOOD: majority I think goes to the speaker. I don't know. We send the money to the agency. SENATOR HUERTA: are we using the Thomas and Mack? Where would these be held? PRESIDENT SCHUCK: no dates back. First choice would be to put them in Ham Hall. SENATOR MOSES: are the other speakers very expensive and who they were? DIRECTOR BLOOD: 70-90k.. .most of the people were at least 40k. SENATOR MOSES: our last two speakers, a huge conservative base is going to be upset. DIRECTOR BLOOD: he wouldn't be coming to speak on politics. It's what's in our means and conservative speakers aren't in our means. SENATOR CRAWFORD: do you have any estimates from past lectures about how many people will come... DIRECTOR BLOOD: spurlock brings in lk, sometimes a little more. Clark brought 2700 and they turned away 700. SENATOR BOWERS: remind everyone we're voting to combine and approve. What are the dates you're looking at? DIRECTOR BLOOD: February 23rd. Clark hasn't accepted our offer. SENATOR BOWERS: there's a big base of people that would come in the community. Don't put up a show for everyone else. It's for our students. 12 SENATOR MACK: UNLV, it's important we integrate into the community. I'm pretty right winged as they come. He's not necessarily a political figure. He's notorious for being an incredible general.. .it's tremendous. It's an honor to have someone that great here. SENATOR MOSES, SENATOR BOWERS, SENATOR MARAZITA oppose SENATOR PIRO abstains 20-3-1 Items D and E are COMBINED and APPROVED unanimously. E. Action Item: Approval of an amount not to exceed $25,000.00 for General Wesley Clark to speak at UNLV. Costs to be encumbered from the CSUN FY 05 NSA (Lecture Series) budget. As submitted by Senator Espinoza and Senate President Pro-Tempore Mullinax on behalf of Director Blood. F. Action Item: Approval of an amount not to exceed $7,000.00 for the co-sponsorship of the Multicultural Student Leadership Retreat. Costs to be encumbered from CSUN 2702 FY 05 Senate Discretionary budget. As submitted by Senator DeArmas. SENATOR DEARMAS: move to approve SENATOR AKIONA 2nds SENATE PRESIDENT PRO-TEMPORE MULLINAX: we have 17k in our discretionary right now. Economically, as much as I'd like to do it, it's not a good idea. If every single organization came in for their leadership retreat, we'd be in trouble. 7k is too much and we cannot do it. It's not that I don't want to but we cannot afford it. It would be setting a bad precedent. NICOLE LONG, SAM, and VIENNA speak. SENATOR TEMPLETON: I know some of you are thinking in terms of the interest of your college, a lot of you know what you're going to do to get by in the world. If you look around this room, you're going to see a lot of diversity here. It's an uplifting experience. It's about everything we do day to day. Diversity touches on so many issues. As someone whose been through this I think we should continue to support them. Everybody should take into consideration funding and enrolling in it. SENATOR PIRO: just a few things. I feel there are classes on campus that do the same thing this retreat is going to do. The amount of funding we're putting into it is grossly invalid based on the amount we have in our discretionary budget. If you want to go to this, you need to pay out of your own pocket. 13 SENATOR MACK: I'd hate to say it this way but it's foolish to think that you can learn in the classroom the same thing you learn at a retreat. It sounds like a great experience, only thing I'm a little concerned about is, 40 people can go, when they come back how do they benefit UNLV? SAM: as a student that went and came back to UNLV, when I came back I got involved in Meals on Wheels , became president of my organization, have taken a much stronger role in classes. SEN ATOR KARA DONNELLY: have you guys done any of your own fundraising? NICOLE LONG: S.I.A. is not a money generating operation. We have not done any fundraising. SENATOR KARA DONNELLY: would you be willing? NICOLE LONG: it's not an option. SENATOR KONNER: could I get information on previous attendees.. .retention rate...? SAM: anyone who goes has option of being a facilitator in the future. SENATOR JOHNS: how many people last year? SAM: 36,1 believe. SENATOR JOHNS: how come you rented so many vans? NICOLE LONG: luggage. 10 people per van and luggage. SENATOR JOHNS: where'd you get money last year? NICOLE LONG: CSUN. 6k fo r the past two years. SENATOR BOWERS: it says the first 40 peole get to go. Are there repeat students? SAM: no. SENATOR BOWERS: how many people are on your waiting list? NICOLE LONG: no one enlisted right now. SAM: largest list was 78 students. 14 SENATOR BOWERS: have you considered raising the $15? NICOLE LONG: originally was $5. SAM: I grew up in a group home. I had to raise the $15. I think raising the price would hinder the students who want to go from going. SENATOR MOSES: my concern is that last year you guys asked for 3k and now you're asking for 5k. Can you explain the increase? NICOLE LONG: 6k per year. SENATOR FLORES: have you tried to fundraise? NICOLE LONG: we can't do that. SENATE PRESIDENT AMESQUITA: I think Rebel Pride Council did a silent auction... SENATOR CRAWFORD: so you said that ten of the students will be funded through another source? So we can decrease this? NICOLE LONG: the cost is going to be $6500. SENATOR CRAWFORD: I'd encourage you to look for other sources outside of CSUN. You can find sponsors in the community and stuff like that. PRESIDENT SCHUCK: maybe we can look at this differently and sponsor the.. .like funding ten people. If we sponsored for 10 people it's be $1700... SENATE PRESIDENT AMESQUITA: would it be possible to use the shuttles that we'll have in place next semester? Is it something that could be discussed? PRESIDENT SCHUCK: It's not something we can makea decision on. It'd have to be sent to the parking manager. I can guarantee that there will be fees for use of those shuttles. SENATOR JIMENEZ: is the place you're having it at a special place or can it be somewhere else? NICOLE LONG: we're very limited in las vegas. It's a point that we let the students get away. If you want to know the actual breakdown, it's 116 for the first 28 and 96 for the remaing 32 participants. SENATOR JIMENEZ: we have to pay a fee if it's our own shuttle? 15 SENATE PRESIDENT AMESQUITA: I don't know. VICE PRESIDENT GOATZ: we'd be charging department fees to offset the cost of... SENATOR WASHINTON: question about budget, what did discretionary budget look like when we used to give them 6k? BUSINESS MANAGER HILL: it was pretty much the same. VICE PRESIDENT GOATZ: it's been 30k the past two years. I don't believe it was ever a line item. SENATE PRESIDENT AMESQUITA: we've definitely had more. SENATE PRESIDENT PRO-TEMPORE MULLINAX: two years ago 6k, 6k and 5k this year. I feel like the bearer of bad news, but I'm talking about fiscally responsible. If you have to pay more to do it, they probably won't drop out. If they put there own money down, they're probably more likely to go. We're not co-sponsoring anything. We're funding the entire event for the third time in a row. CSUN wouldn't say we're going to put on this event and not have enough money to do it. You have to live within your means. For the next 6 mos, all we have is 17000. I'm not questioning whether this is a good event, I'm questioning our role. Why didn't they put more money in? SENATOR BOWERS: their stuff says 5k. Have we amended yet? SENATOR TEMPLETON: move to strike 7k and insert 5050 and striking multi, student to read cultural leadership retreat. SENATOR WASHINTON 2nds SENATOR TEMPLETON: we said that 10 people cost 1700? Is it feasible if we were to compromise.. .could you come up with the rest of the money? NICOLE LONG: that would mean that all of S.I.A. would be effected. Other programs will have to be cancelled in order for this to happen. SENATOR ESPINOZA: like SENATE PRESIDENT PRO-TEMPORE MULLINAX said, I'd hate to be the bad guy, but a cosponsorship should be just that. A co-sponsorship. Not us paying almost the whole thing. I'm not sure that we can afford to do that. We have other things like wireless internet in the engineering college... SENATOR BOWERS: we keep talking about getting it done. 16 SENATOR JOHNS: I talked to someone today who controls the budget and they said we have the .. .they mentioned something about not funding clubs... SENATOR MACK: there's a lot of talk about budget. I think if we went to any local or state government, I feel that it's wrong to try and take something that's so great and compare it to a budget. We have a reserves budget. I don't think we should effect something that's good for the campus, individuals, we're here for the students. I don't think we should worry about the discretionary budget. The same people that are against it are talking, are not listening. It's something very good for the school. SENATOR DEARMAS: for this retreat, any amount of money they receive would be beneficial.
