    CSUN SENATE MEETING 35-12 MONDAY, March 7th, 2005 MSU 201, 6:00PM I. CALL TO ORDER SENATE PRESIDENT AMES QUIT A calls the meeting to order at 6:15 II. ROLL CALL SENATE PRESIDENT PRO TEMPORE MULLINAX SENATOR CRAWFORD SENATOR JIMENEZ, SENATOR HUERTA, SENATOR MACK, SENATOR TEMPLETON, SENATOR DEARMES, SENATOR DONNELLY, SENATOR SORVONGSAVANH, SENATOR GABRIEL, SENATOR GONZALEZ, SENATOR JOHNS, SENATOR ROTH, SENATOR MARAZITA, SENATOR MOSES, SENATOR WONG, SENATOR PIRO, SENATOR HAWORTH SENATOR FLORES at 6:17 III. PLEDGE OF ALLEGIANCE IY. APPROVAL OF MINUTES The following minutes are submitted for approval: 35-11 SENATOR JOHNS moves to approve SENATOR DONNELLY seconds 1 8 - 1 - 0 RAFVE. AL RPIUVBERLRICA :C LOatMesMt iEnfNoTrm ation, one of the UNLV alumni was awarded $5,000. SENATOR JOHNS: I would like to address why I submitted the elections complaint. There were rules by how the students could vote. Basically, if you were on the facebook, you could vote for anyone. If you had any list of names you could vote for them. PRESIDENT SCHUCK says I'm a sore loser. I think that the people who call me this are wrong. I think that with the extra vote that are fraudulent votes, it could have changed the i election. When I was running, there were 6 people running for 5 seats and I didn't need to try. Why didn't any of the other candidates say anything? They have no reason to, only something to lose. But, if nothing is done this will plague the general elections. I think we should go to the paper ballets. You could see who voted twice. This does not have to always be like this. We can find a better system. SENATOR ROTH: I filed some complaints as well. PRESIDENT SCHUCK: SENATOR MARAZITA was disqualified because she campaigned before the election started. I don't completely disagree with SENATOR JOHNS, but you can say any system can be fraudulent. We are going to be looking at the voting process before the general elections. You don't have to have an id in California. Until you can prove that fraud occurred, then you don't have a reason to recall an election. We are going to try to find a more unique identifier. I don't think you're a sore loser. I like you. SENATOR MACK: I'm glad that SENATOR JOHNS is standing up for something that is wrong. Everyone sees it as a problem. SENATOR JOHNS: Senate bylaws say that the elections will be done by an elections agency. SENATOR ESPINOZA 6:21 VI. REPORTS A. Senate Committee Reports SENATOR CRAWFORD: Bylaws need to find a time to meet SENATOR ESPINOZA: Thanks for the members that came in. All the items passed except the E Board, just to give you a heads up. SENATOR JIMENEZ: Ways and means, I would like to get a meeting going so if you stay after and find a good time. SENATE PRESIDENT AMESQUITA: you need 3 full business days to have a committee meeting. B. Faculty Senate/University Committee Reports SENATOR DEARMES: We are going over the packet for code of conduct. We are going over to compare the code of conduct to the academic side. SENATOR HUERTA: STAB was cancelled. The next meeting is on April 7th at 1pm 2 C. Business Manager Report see attachment D. Liaison Reports i. Student Involvement Activities SENATE PRESIDENT PRO TEMPORE MULLINAX: He isn't here because of Tunnel of Oppression starts tomorrow at 9. They aren't having it next year. He needs help tearing down on Thursday. SENATE PRESIDENT AMESQUITA: They are having trouble finding themes. ii. Residence Hall Association Ashley Ferrell: Battle on black top on Saturday, 3on 3 basketball tournament. The volleyball court is open to 2 options, master plans calls to eliminate the courts. They are willing to donate the money to another court on the east side of Tonapah and redo the other one. The one by the UCC is going to have a road there. SENATOR BOWERS comes in at 6:45 iii. Student Athletics MATTHEW LACARRA: Unfortunately, we lost all three games and we lost some of our fan base. The athletic department said the fans suck. We have numerous compliments about rebel nations. SENATOR ESPINOZA: Who threw him out? MATTHEW LACARRA: No, it was the assistant director. SENATE PRESIDENT AMESQUITA: They are being students. This is our rebel nation. PRESIDENT SCHUCK: It came from the head coach of baseball team. They aren't saying don't cheer. As long as you don't cuss you should be fine. MATTHEW LACARRA: It is in the rebel yell that he says it is great for the team. iv. Student Health Advisory Committee v. ROTC Cadet: I have been at other ROTC programs. I appreciate the support we get from the student government. We have been really busy this week. We are doing our second physical fit exam. We have our NASCAR fundraiser coming up 3 vi. Leadership Advisory Board E. Rebel Yell Report JUSTIN CHOMETRA: I would like to thank everyone for letting us use your cart. 1 would like it to be known that I will let senators write opinions to there constituents. Its is a good idea to email and see how long it can be. I dedicate 800 words to senators or directors. There is going to be an editor in chief meeting on April 15th. They elect a new editor and chief. Today was a surprise that there was a rebel conservative news paper. They do not have permission to hand out there publications in the rebel yell news stands. It might be detrimental to our campus. Maria Frances will be the CSUN rebel yell reporter. SENATE PRESIDENT AMES QUIT A: When are u submitting names for the rebel yell advisory board? JUSTIN CHOMETRA: I don't know. SENATOR MACK: Station casinos top executive are really pleased with the rebel yells reporting about one of there events. SENATOR MOSES: Why do you feel the rebel conservative would be bad? JUSTIN CHOMETRA: Because there isn't a rebel liberal. SENATOR MOSES: I spoke to the editor and he said that the rebel yell was left wing. VII. EXECUTIVE BOARD ANNOUNCEMENTS VICE PRESIDENT GOATZ: We have an event this week, March 10th Ham Hall, Mo Rocca. Please tell you constituents. PRESIDENT SCHUCK estimate said around 800 students and I think that there are going to be over 1000 people there. SENATOR ESPINOZA: Is it open to the public? VICE PRESIDENT GOATZ: Yes for a limited number of people. SENATE PRESIDENT PRO TEMPORE MULLINAX: If the email address you want on the business card is different then the one you have posted then send me an email and let me know. SENATE PRESIDENT AMESQUITA: yields floor to New York Times representative. He presents and gives out some New York Times calendars. There are a total of 11 locations and we are thinking of adding some more. 4 SENATOR BOWERS: Have you seen your numbers drop if we bring in the Wall Street? SENATOR MACK: A lot of people are really grateful for the New York Times. It is cited on many occasions and used for classes. SENATOR MARAZITA: Thanks for the calendar. SENATE PRESIDENT AMESQUITA: Nothing else compares to the New York Times. SENATE PRESIDENT AMESQUITA: This conservative paper has all its facts wrong. The meetings were good. VIII. INFORMATION ITEM: Discussion of New Advising initiative within each college. As submitted by Senator Flores and President Schuclc. SENATOR FLORES: gives presentation SENATOR BOWERS: Would we have a central advising place? SENATOR DEARMES: This is a good idea. When I was a freshman, I could not get an advisor. SENATOR DONNELLY: I think it is a good idea. Then you get good ideas for what teachers. SENATE PRESIDENT AMESQUITA: Can you post something on yahoo groups? SENATOR FLORES: I'm not going to do anything till they except out proposal SENATOR MACK: I do advise a number of people. It is important; the hotel college is very unorganized. The students know what teachers are caring and better. IX. CONSENT AGENDA A. Action Item: Approval of an amount not to exceed $2,000 for the Real World Lecture to be held on April 11, 2005. Cost to be encumbered from the CSUN 2702 FY 05 Entertainment & Programming (Noonscene) budget. As submitted by Senator Huerta on behalf of Director Arneson. B. Action Item: Approval of a contract between CSUN and Greater Talent Network for Method Man and Redman's performance at Rebelpalooza. As submitted by Senator Huerta on behalf of Director Arneson. Consent Agenda Items Approved 5 X. UNFINISHED BUSINESS A. Action Item: Approval of one (1) CSUN member to serve as a Justice for a term ending two (2) years from date of appointment. Action Item: Approval of sponsorship to the Society of Hispanic Professional Engineers [SHPE] for an amount not to exceed $2,350.00 for career fair and the SHPE Regional Leadership Conference. Serrano: In a long time SENATOR HUERTA: What can you do to help your college? Pauline Serrano: the physics department is really new, the bio and chem. labs are really old so I would like to work together to improve the computer lab. Thurithabhani Seneviratne: Establish a society that includes someone from each department and a faculty member to know what is going on. Matthew LaCarra: I think that the only way to talk to the students and effectively communicate to the students is to have better advisors. We need more full time professors. SENATOR BOWERS: How have your heard about the position? 7 Thurithabhani Seneviratne: I heard about it about the CSUN website and Michelle Bourdet told me about it. Pauline Serrano: I heard about it though SENATOR CRAWFORD. Matthew LaCarra: My involvement came from my position from the RHA. This semester I'm not an RA though. Pauline Serrano: I didn't run the first time because I didn't know about it. Thurithabhani Seneviratne: I was a freshman so I didn't know about the senate. SENATOR CRAWFORD: I wanted to know that they are referring to an undergraduate committee; this was the committee that did the bone marrow. It is really good for them to be involved with that. SENATOR MACK: One thing to keep in mind that Matt has stayed through several meetings and came to the meetings to talk about the issues. He won't be swayed by the people. SENATOR JIMENEZ: Last semester SENATOR AKIONA came to a lot of meetings but he didn't do too well. SENATOR DEARMES: I am really impressed with the 3 candidates. LaCarra: 12 Serrano: 4 Seneviratne: 4 abstain 1 Candidate LaCarra receives the seat SENATOR GONZALEZ swears SENATOR LACARRA in. SENATE PRESIDENT AMESQUITA 4 minutes recess. Reconvened at 8:03pm. D. Action Item: Approval of an amount not to exceed $2,000 for a replacement camera for Ricardo Laguna, who performed at last year's Rebelpalooza as a professional BMX stunt rider. The camera was broke due to a violent act by a third party. Cost to be encumbered from the CSUN 2702 FY 04 Reserves account. SENATOR PIRO motions to postpone indefinitely 8 SENATOR MACK seconds SENATOR MACK: Why did you submit this? SENATOR PIRO: Because the director wanted it. SENATOR CRAWFORD: so did that guy ever file a claim? DAVE HILL: He did and the insurance said no. SENATOR MOSES: Why don't we fail it? SENATE PRESIDENT AMES QUIT A: If it is indefinitely then it is forever 21-0-0 item is postponed indefinitely XI. NEW BUSINESS A. Action Item: Approval Rules for the 35t h Session of the CSUN Senate as submitted by Senator Templeton. SENATOR TEMPLETON moves to approve SENATOR ESPINOZA seconds SENATOR TEMPLETON: You can find this online. Everything has been revised and updated. SENATOR MACK: Why are the rules being submitted now? SENATOR TEMPLETON: I have had a hard time with getting the committee together. SENATOR MACK: What rules were governing the senate? SENATOR TEMPLETON: none. VICE PRESIDENT GOATZ: Has anyone seen the new copy, just want to know what you are voting on. SENATOR MACK, SENATOR DEARMES, SENATOR HAWORTH apposes SENATOR ROTH and SENATOR LACARRA abstain 17-3-2 B. Action Item: Approval of the issuance of the directive for Rebel Radio Director Tyler Wistisen to be removed from office and of all 9 responsibilities under Article VI.C.5.a. As Submitted by Senator Huerta and Senator Bowers. SENATOR FLORES moves to approve SENATOR DONNELLY seconds SENATOR HUERTA: I wanted to see what people had to say SENATOR PIRO: I think the director has brought the standard of rebel radio way down. This individual should be done and gone. SENATE PRESIDENT PRO TEMPORE MULLINAX: VICE PRESIDENT GOATZ in your opinion do you think we could have someone step in right now and still work out? VICE PRESIDENT GOATZ: I don't think so. SENATE PRESIDENT PRO TEMPORE MULLINAX: Have people come to you and told you about the director. VICE PRESIDENT GOATZ: Yes. SENATE PRESIDENT PRO TEMPORE MULLINAX: I do think he has done a bad job, but I think it should be Peters' job to fire him. I think we should do it the correct way. SENATOR FLORES: Can another student step in and take over? VICE PRESIDENT GOATZ: we would hire someone in April. SENATOR FLORES: Do you think he does a good job? VICE PRESIDENT GOATZ: Do you even read his reports? I think he does a good job. SENATOR FLORES: I don't think he is effective. SENATOR JIMENEZ: I think this is the wrong way to do this. SENATOR MARAZITA: To the people who put this on the agenda, do you go to his meetings? But he doesn't have that much support. He did get us on FM. He needs a lot of help he doesn't get. SENATOR TEMPLETON: We have been talking about this for a long time. I don't think he as a director is capable of doing this. If we could find someone to take care of this we should keep rebel radio. If we could find someone who could make this worth the money then we should do it. 10 SENATOR BOWERS: He was supposed to come to us after Christmas break but he has not come to us since then. I don't think that Rebel Radio in itself can succeed. I do think that VICE PRESIDENT GOATZ should have the control over this. But I do think we have the right to detract the approval. SENATOR DEARMES: Directors aren't sitting here anymore. He hasn't left a report in the last four meeting. SENATOR ESPINOZA: point A: Rebel Radio is not going to be gone you are just getting rid of Tyler. B If you get rid of him now and by the time you get another person the new person will have no time to do anything. SENATE PRESIDENT AMES QUIT A: We are basically just going to be telling him we want him to resign. We can't in fact remove him. SENATOR BOWERS: point of inquire a bylaw inquiry can change the rebel radio SENATOR HUERTA: I'm sorry I didn't know what was the right way to go about this Item is withdrawn C. Action Item: Approval of an amount not to exceed $2000 for a CSUN sponsored scholarship fund for under privileged children to continue ( membership at the Jackie Gaughan Boys and Girls club. Cost to be encumbered from the CSUN 2702 FY 05 discretionary accounts of Senator Piro in the amount of $1200, Senator Mullinax in the amount $128 and the remaining $704 to be encumbered equally in the amount of $32 from the remaining senators discretionary accounts. SENATE PRESIDENT PRO TEMPORE MULLINAX: It doesn't matter. SENATOR TEMPLETON: I think this is awesome. Have you addressed the problem with kids getting left at the Boys & Girls Club? LORI VETO: We can't put them in our cars. So we can only stay with them so long. SENATE PRESIDENT AMES QUIT A: Is there anyway this can be prioritized so this can go to UNLV students first? SENATOR BOWERS: I don't know, do we have to say an amendment to say to UNLV? SENATOR ROTH: Can we find some more money for this? SENATE PRESIDENT PRO TEMPORE MULLINAX moves to approve SENATOR HAWORTH seconds SENATOR JOHNS: I want to cut this fund in half because I don't think we should pay for an election that went bad. SENATOR HUERTA: The poll workers just came and did there jobs. I don't think they should be punished. No matter what we plan on doing. SENATOR JOHNS: I was trying to just pay for the primaries, not the generals. SENATOR JIMENEZ,SENATOR FLORES,SENATOR MOSES, SENATOR MACK, SENATOR BOWERS, SENATOR HUERTA, SENATOR ROTH,SENATOR TEMPLETON SENATOR DEARMES, SENATOR JOHNS, SENATOR GONZALEZ, SENATOR MARAZITA, appose 10-12-0 amendment fails. SENATOR JIMENEZ moves to amend the item striking "4000" and inserting "2,400" 13 SENATE PRESIDENT PRO TEMPORE MULLINAX: the only option you have to not see it again is to approve the 4,800. SENATE PRESIDENT PRO TEMPORE MULLINAX moves to amend the item striking "and general" SENATOR MOSES seconds SENATOR ESPINOZA: The only alternative I have heard is a paper ballet which will cost more, so it makes no sense to not pay the $4,800. SENATOR JIMENEZ: The reason we are doing this is because there is concern about the elections being run incorrectly. SENATOR LACARRA: Is there a possibility of another primary? SENATE PRESIDENT AMESQUITA: There is a possibility that anything can happen. SENATOR BOWERS: I don't think this is because of what happened at the booth but what happened online. SENATOR TEMPLETON: I think they should be paid. SENATOR FLORES: If it is on the agenda we are the ones that have to approve it. SENATOR BOWERS: We do keep saying it is the money allocated to them. These items should not be coming to us. SENATE PRESIDENT PRO TEMPORE MULLINAX, SENATOR HAWORTH, SENATOR BOWERS appose 19-3-0 amendment passes SENATOR ESPINOZA, SENATOR HAWORTH, SENATOR DONNELLY, SENATOR BOWERS, SENATE PRESIDENT PRO TEMPORE MULLINAX, SENATOR CRAWFORD, appose 17-5-0 item passes as amended E. Action Item: Approval of an amount not to exceed $600 to paid for two students (Cheryl Gustafson and Archana Nelliot) to attend the 46t h Annual Drosophilae Research Conference March 30t h through April 3rd in San Diego, CA. Costs to be encumbered from the CSUN FY 05 Senate Discretionary. As submitted by Senators Crawford and Johns. SENATOR CRAWFORD moves to combine and postpone E,F,G until 35-13 14 SENATOR HUERTA seconds SENATOR BOWERS: The speaker got in a car wreck 22-0-0 F. Action Item: Approval of an amount not to exceed $1500 for at least 15 students to go to the 30t h Annual West Coast Biological Sciences Undergraduate Research Conference April 30t h in Santa Clara, CA. Costs to be encumbered from the CSUN FY 05 Senate Discretionary. AS submitted by Senators Crawford and Johns. G. Action Item: Approval of an amount not to exceed $3,000 to reimburse the National Society of Minorities in Hospitality (NSMH) for the Annual Conference in Charlotte, NC that they attend last February. Costs to be encumbered from Senate Discretionary (Bowers $500, Mack $500, TBD $2,000). As submitted by Senator Bowers. XII. EXECUTIVE BOARD SUMMATIONS SENATE PRESIDENT PRO TEMPORE MULLINAX: For all of those who sent me email addresses, if you want these on the phone list then let me know. It's not the old peoples' fault. We weren't talking about the elections. Good stuff on Boys and Girls Club. I think our system needs some tweaking. The talking is getting out of control. A little bit more professionalism. Good luck for mid terms and have fun on spring break. SENATE PRESIDENT AMES QUIT A: Next Monday the meeting will be moved to 7:00pm. SIA has a really good speaker. It's a powerful workshop. This is really important to go. The Tunnel of Oppression is starting tomorrow. Go on Thursday and relieve some stress. It is too loud. Thank God I'm not running in the elections. You have to prove that there is fraud before anything else. All of the candidates knew the process before going in. But when you are trying to question a system until you see the outcome, then the motives look wrong. This should have been raised before the elections if there was a problem. The JC has received this and have to decide whether to hear it. Put in energies in before the fact. This weekend I have my first Lacrosse game. So I will be gone this weekend. XIII.
