CSUNSENATE MEETING 35-13 MONDAY, March 28th, 2005 MSU 201, 6:00PM I. CALL TO ORDER SENATE PRESIDENT PRO TEMPORE MULLINAX calls the meeting to order at 6:02pm. II. ROLL CALL SENATOR CRAWFORD, SENATOR JIMENEZ, SENATOR ESPINOZA, SENATOR HUERTA, SENATOR BOWERS, SENATOR TEMPLETON, SENATOR DEARMES, SENATOR DONNELLY, SENATOR COCHRAN, SENATOR GABRIEL, SENATOR GONZALEZ, SENATOR JOHNS, SENATOR ROTH, SENATOR MARAZITA, SENATOR MOSES, SENATOR WASHINGTON, SENATOR PIRO, SENATOR HAWORTH, SENATOR LACARRA were present. V. PUBLIC COMMENT DAVID LANGHAIM: We brought everyone membership cards for the Boys and Girls Club. We think you guys are members now so here are some cards. We have a little extra for SENATOR PIRO who went above and beyond for us. 1 SENATOR BOWERS arrives at 6:06 DIRECTOR WISTISEN: I would like to apologize for what I am wearing. My job started in June for rebel radio. There was a lot of animosity in senate at the time. I was excited for the new job. I planned some events that went well and that some didn't. I wanted to get the amount of listeners up and I did. So, then we wanted to go online and have a live online station. I have gotten no help from any of the senators. The fall of Rebel Radio might be on me but it will be on you as well. Our team has been doing things and we should have a show going up in two to three weeks. SENATOR HUERTA: On Thursday, metro will have a carne asada lunch. It will be five dollars. SENATOR JOHNS: It was a pretty good election, although it did disenfranchise some students. Peter Goatz filed against me about SENATOR ROTH. I want to remind him that SENATOR MARAZITA was handing out handbills the first election and she has been open about her not liking the elections board. Jeff sent out an email saying that VICE PRESIDENT GOATZ was the only one out there who was supporting rebel nations and that's not true. I'm going to do everything to make sure that he doesn't get a directorship. SENATOR TEMPLETON: I went to a workshop that was headed by Manuel. In this workshop, it talked about transformational resistance. There are going to be people who work in there organization different then others. Some people are getting at some people for being Monday night senators. I wanted to have a better way for this senate to work. Try reaching out to these people instead of saying bad things about them. I will be trying to find someone to replace me and I will find someone who can do the job. Some people do there jobs in different ways and be nice to each other. VI. REPORTS A. Senate Committee Reports SENATOR ESPINOZA: constitutions have a quick revision to do. B. EXECUTIVE BOARD ANNOUNCEMENTS VICE PRESIDENT GOATZ: Tom Wisner scholarships are due this Friday by five. The other scholarships are due April 15th. Faculty excellence awards were due the second meeting of the semester. What you do with the letter is give it to the member that you nominated. They should get back with me by Thursday. They will be recognized at a nice luncheon. I want to complement the directors for doing great jobs. I was hoping for more people at Wesley Clark but it was still pretty good. SENATOR MOSES: What is going to be the range of the scholarships? VICE PRESIDENT GOATZ: They all change due to different things. PRESIDENT SCHUCK: The biggest thing is going to be the MSU and Rec center ground breaking. There are going to be a lot of people that are high up there. There will be a reception. It is normally pretty good and a lot of good free food. We got a lot of good local press for the last few things that we have done. These things are tuff because we never know how many people are going to come to these. Its kind of disheartening when these guys only get a few people compared to the amount they get at other schools. SENATOR WASHINGTON: We don't have to RSVP for the reception? PRESIDENT SCHUCK: No and you guys should all go to that. You will never have this opportunity to do this again. I am so happy that I'm not running for any elections. Its kind of weird that I will be unemployed in a month and a half. SENATOR TEMPLETON: What is the difference between UNLV tickets and ticket master? 3 PRESIDENT SCHUCK: Just a few small things.. I have been thinking about doing a banquet for all the directors and the senators. It will probably come from my hosting budget. VIII. CONSENT AGENDA A. Action Item: Approval of an amount not to exceed $4,000 to be paid to the Clark County Election Poll Workers to be taken from the CSUN 2702 FY05 Elections Primary Budget to pay for work during the second 2005 Executive Board Primary Elections. As submitted by Senator Kara Donnelly, on behalf of Director Krista Donnelly. SENATOR MACK: I see you are upstairs a lot, but I'm assuming that there are a few decisions recently on the Judicial Council that you have an opinion on. RYAN CIANCI: I would rather not comment because if it comes up again I don't want a pre determined ruling. SENATOR BOWERS: Recently you were on a TV show and you weren't shown to have much patience. Can you comment on this? RYAN CIANCI: I don't think I was too bad. They should have shown the whole thing. SENATOR WASHINGTON: I wanted to ask about him having controversy in his background but I couldn't ask it in time. SENATOR TEMPLETON: Me and you have some history, I'm curious why he hasn't approached me about him running. SENATOR MACK: Ryan Cianci knows the bylaws better then anyone else. I think that Cianci could do a better job guiding people. I think he has the experience to do it. SENATOR JOHNS: The elections director and me had a talk and Ryan Cianci helped us talk through it and he was pretty calm. He seems pretty just. Action Item: Approval of an amount not to exceed $3,000 to reimburse the National Society of Minorities in Hospitality (NSMH) for the Annual Conference in Charlotte, NC that they attend last February. Costs to be encumbered from Senate Discretionary (Bowers $500, Mack $500, TBD $2,000). As submitted by Senator Bowers. SENATOR BOWERS moves to approve SENATOR HUERTA seconds ANNA CARNER: Explains what NSMH is and what the money goes to. SENATOR BOWERS: What she mentioned, I did send an email out and only a few people emailed me back. SENATOR TEMPLETON: I have been to a few conferences. What is this going to be like? ANNA CARNER: This has already happened. We are looking at a bigger picture then race. It helps to educate them on there opportunities. It is seminars, and other things. SENATOR TEMPLETON: Are you familiar with the culinary union? ANNA CARNER: We don't have any involvement. I don't think that it is our place to get into that. We haven't had the opportunity to get involved in that. SENATOR MACK: This is an excellent conference. A lot of the group scored great jobs. It gets UNLV great publicity. SENATOR ROTH: Is membership limited to hotel students? ANNA CARNER: We are open to anyone on campus. SENATOR MACK: I'll make up whatever difference there is. SENATOR DONNELLY moves to approve SENATOR BOWERS seconds SENATOR JOHNS: I submitted this bill as well. We all made a mistake, those that voted against this. SENATOR MARAZITA opposes 20-1-0 Motion passes 9 C. Action Item: Revising Article 4 Letter C Section 4 of the UNLV CSUN Constitution to include e. must maintain a GPA of 2.75. As submitted by Senator Espinoza on behalf of the executive board. SENATOR BOWERS moves to approve SENATOR WASHINGTON seconds SENATOR MACK: I think we should leave the requirement as is. Some people have other things that they have to do other then school work. Your grades don't show how smart you are or your decision making. It's not our place to dictate what they have to do. SENATOR JOHNS: I think that a 2.5 is fine. Raising the GPA will lower the number of people who can get involved. SENATOR MOSES: If we add this, Will it contradict having people in good standing with there college? SENATE PRESIDENT PRO TEMPORE MULLINAX: No, it will not. SENATOR BOWERS: If you think that the grades don't matter we should lower it to 1.2. I think we are held to a higher standard. We are the ones who know what is going on so we should be held to a higher standard. SENATOR MACK: I think that we all represent our colleges. And I think we should all be held to a higher standard. A 2.75 really isn't that hard to get. SENATOR ROTH: I think you should have a reason to change this and not just because you want it. SENATOR TEMPLETON: GPA is said to be just an aptitude standing. It does not say that GPA is related to how good of a person is. If you think that raising a standard does not mean that you will be more effective as a student. SENATOR WASHINGTON: Let your vote reflect your opinion. If you don't put the effort for school, why are you going to do it up here? SENATOR PIRO: A 2.5 isn't that hard. If you can't get it you shouldn't be here. I do have other things that I have to do and I like to take the opportunity to stay in student government. I think that all it should say is to stay in good standing in your college. SENATOR DONNELLY: It's not only our organization; most others have at least a 2.5 requirement. I don't think it is wrong for us to have a GPA requirement. Action Item: Revising Article 6 Letter B. and Article 6 Letter B. 2. of the UNLV CSUN Constitution to reduce the number of senators from 25 to 19. As submitted by Senator Espinoza on behalf of the executive board. SENATOR WASHINGTON moves to approve SENATOR ESPINOZA seconds SENATOR MARAZITA: I thought about this. On the surface, it seems good. But, it doesn't make sense if our student population is growing and our senator numbers are getting smaller. It seems really stupid to take away representation. SENATOR BOWERS move to proceed with item for no longer then 8 minutes followed by roll call vote. SENATOR PIRO, SENATOR WASHINGTON, SENATOR MARAZITA, SENATOR GONZALEZ, SENATOR JOHNS, SENATOR GABRIEL, SENATOR DEARMES, SENATOR TEMPLETON, SENATOR ROTH, SENATOR HUERTA, SENATOR MACK, SENATOR MOSES, SENATOR JIMENEZ oppose 8-13-0 motion fails SENATOR JOHNS: This means that my college will lose 2 seats. I don't see where this number is coming from. SENATOR MOSES: I am definitely going to oppose this. I think that the opportunity we give to students to be senators are great. SENATOR ROTH: I was on the committee but I don't support it anymore. SENATOR WASHINGTON: I would have voted against it as well if I was there. SENATOR MACK: Negative motive for this. Keep that in mind. SENATOR JIMENEZ: I think that the good in this was to take the money from this and putting it to other uses. I don't think we need that many senators. 14 SENATOR CRAWFORD: I tried to talk to as many people about this as possible. SENATOR MACK never came to me to talk about my good in this. Don't include commentaries about what you think peoples motives are. If you are interested in my motives, ask me. SENATOR PIRO: I don't think we have enough senators for our college so I am against SENATOR MARAZITA: VICE PRESIDENT GOATZ just said there are 4 people missing and we are fine. Where is it that this is good to have a set number? SENATOR CRAWFORD: The way other universities run theirs in a lot of different ways. From what I have read, ours seems to be unique. SENATOR JIMENEZ: The number of executive members is only 3 and they seem to get a lot done. We can put the money into a director. Most of us are just voting for stuff. We need to put the money to a better use. SENATOR CRAWFORD: I wanted to point out that the college of sciences has a committee for what is going on in the college. It would be hard to know what someone who has a different major in my college wants. Just because I am one person doesn't mean that I can't cover the entire college. Any senator can do this. On the US scale, there are 2 senators for there 50 million people. Those two people gather people around them to help them know what there constituents want. My idea for this, we are paying a lot of money to be spent for people to come on a Monday night and vote. We could put this money for directors to fulfill something for the students as a whole. SENATOR BOWERS: If you look at it from a percentage stand point, it doesn't change. The smaller colleges will actually get some more power. SENATOR PIRO: I think that it is absurd to make this like US senate. None of us have a budget to poll students. SENATOR JOHNS: We are technically representatives, not senators. SENATOR WASHINGTON: We are here about the saving of the funds. This may not be the way to do this. We could just cut the wages per meeting. SENATOR MOSES: I don't think this is about spending money. We are having trouble spending all our money. SENATOR ROTH: When I ran for this, I didn't know that there was money to be gained from this. I am not here for the money. 15 SENATOR COCHRAN, SENATOR CRAWFORD, SENATOR DONNELLY, SENATOR HAWORTH, SENATOR WONG, SENATOR BOWERS, SENATOR JIMENEZ are not opposed.
