    CSUN SENATE MEETING 34-33 MONDAY, OCTOBER 4, 2004 MSU 201, 6:00PM I. CALL TO ORDER SENATE PRESIDENT AMES QUIT A called the meeting to order at 6:03pm II. I want to express my source of sadness that after several teleconferences after E and P agreed not to wear FUNR shirts that several CSUN members were wearing it. It's ...awareness month. I encourage each of you to purchase suckers or t-shirts. Take back the night takes place Wednesday. Homecomoing week is next week. Men's recruitment 175. SENATOR JIMENEZ arrives late at 6:32pm TOM STUDDERT: official recognition comes from our office, not CSUN. First greek 101 will take place on October 22nd. one session out of three during fall semester. Red Bull came up several times. It's important to remember that Red Bull is not a Pepsi product. SENATOR CAZARES: when was the email sent out in regaurds tonot wearing FUNR shirts? TOM STUDDERT: it was a teleconference. SENATOR SUMNER: if greek organizations are recognized by your offices can they be recognized by CSUN? TOM STUDDERT: that's a CSUN thing. iii. Residence Hall Association Bingo on Thursday at 9 at the dining commons. iv. Student Athletics we won 48-13 v. Student Health Advisory Committee vi. ROTC COLLEEN LESTER: we have class wed nights. Two color guards last week. Did rote recruiting at Stardust hotel for UNR. Participated at football game. vii. Leadership Advisory Board SENATE PRESIDENT PRO-TEMPORE CIANCI: SENATOR TEMPLETON, you expressed most interest to me about filling in and Matt Starsky asked about you. Meetings Thursdays at 6. I'll forward contact info to you. See me after the meeting. F. Rebel Yell Report SENATE PRESIDENT PRO-TEMPORE CIANCI: Motion to move out of the order of the day to new business action item a. SENATOR JIMENEZ 2nds 3 21-0-0 motion PASSES unanimously. VII. EXECUTIVE BOARD ANNOUNCEMENTS PRESIDENT SCHUCK: meeting with poll workers, can we take your screen? Chief Enrique agreed to a 60k budget to come out yearly. Trouble with students getting into football game, sent to rj, lvsun, Dr. Mills, .. .also in ry. I went through this 3 weeks ago. When I went to check on the problem the guy called Metro on me. Chris Heinz event went really well. We had over 100 people. Plasma screens will be up this week in the union. I listen to director's reports on Fri. I know the director reports before the meeting. If you want to vote on it so you don't have to listen to them, strike them. There was an agreement made that we wouldn't endorse or make FUNR shirts. There was never a time that we said we wouldn't wear them. Tom's mistaken. Meeting with election poll workers. Action item d in new business had a disagreement in e-board. We have it coming out of the reserves. In my opinion it's not a Reserves thing. This is an after the fact thing too. At the beginning of the year we took 6k and transferred it to E and P. We made a mistake as e-board. In last year's budget we didn't see any technological... there's no more O.S.I, budget. It was spent on workshops, licenses, etc. I suggested that lk comes out of E and P and Aaron has said that it's already planned to be spent. Sherrelle suggested taking out of her budget because we got RFK for 2k. I would suggest not doing that. 3rd option is taking 125 from each director. SENATOR ESPINOZA: you guys reallocated...? PRESIDENT SCHUCK: no Ways and Means. We looked at last year's budget and said nothing happened out of this budget. We didn't foresee software licences, etc. SENATOR ESPINOZA: poster printer? PRESIDENT SCHUCK: sent to purchasing. SENATE PRESIDENT PRO-TEMPORE CIANCI: rebel ruckus usually has alcohol. Will there be this year? PRESIDENT SCHUCK: no. Administration said no. Dr. Mills said if you open to the public you don't get beer. SENATOR MACK: the students getting in game was a big concern. That area where I saw you at, everybody was crowded in that area. SENATOR CONWAY: I think we need to endorse the students to go to the game a lot earlier than they do. SENATOR MULLINAX:I hear the horn, but when it goes off I'm in the stadium. I just want to know how the elections are going. 4 PRESIDENT SCHUCK: good. VICE PRESIDENT PRO-TEMPORE ANDERSON: elections tomorrow there's that candidate event. It's like pizza, pop, and politics. It starts at about 11:30. Senators not running we'd appreciate if you'd come and help us. SENATOR MULLINAX: are you going to give out those name tags? VICE PRESIDENT PRO-TEMPORE ANDERSON: unless you really want it, I'm not planning on it SENATE PRESIDENT PRO-TEMPORE CIANCI: suggestion: Try to coax people to come out earlier. You're going to lose peole from 1130 to 1245. The problem is that the earliest we can get catering is 1145. On the way to class hopefully we'll catch people. Hopefully we'll catch people when they're coming back. SENATOR SORVONGSAVANH: can you still help out if you're...? VICE PRESIDENT PRO-TEMPORE ANDERSON: yeah. SENATOR JIMENEZ: wear the nametags that Cianci got for us. SENATOR ESPINOZA: what's going on with action item c? VICE PRESIDENT PRO-TEMPORE ANDERSON: we didn't want to throw someone in during elections. SENATE PRESIDENT AMESQUITA: we're just keeping it on there. SENATOR MULLINAX: whose doing the elections? VICE PRESIDENT PRO-TEMPORE ANDERSON: Me and VICE PRESIDENT GOATZ. SENATOR DEARMAS: do you have a board? VICE PRESIDENT PRO-TEMPORE ANDERSON: that's what they're in right now. of course, the main thing is we didn't want to overload the students. SENATOR DEARMAS: what about Chris Ho? VICE PRESIDENT PRO-TEMPORE ANDERSON: I've never seen an application for him. SENATOR CONWAY: is the Marketing director going to opening the position for elections director? 5 VICE PRESIDENT PRO-TEMPORE ANDERSON: yeah, definitely. SENATE PRESIDENT PRO-TEMPORE CIANCI: chairs of the committees, I will appreciate if I could have electronic versions of. .nameplates and tags have been ordered. SENATE PRESIDENT AMESQUITA: RFK Thursday at 7 in CBC A112. Tell all your classes. We heard about entrance problems and we stood there for about an hour. Another thing we might think about doing is changing the number of credits. As far as early for the tailgates, If we forced out by 6:30 that might work. We had problems with police. If you hear anything make sure they go to te proper authorities of the university. VIII. PUBLIC COMMENT SENATOR CORPUZ leaves early at 6:50 CHELSEY ANKENBAUER: they changed the add so now it says all available services (abortion). If you have a problem with it, they're not going to change it anymore. If you take offense to it, you can write a letter to the editor. Free classifieds for anyone who needsthem. SENATE PRESIDENT PRO-TEMPORE CIANCI: I found the ad kind of humorous at first. I thought it was just a joke. But it's free speech. I think it's a good thing they can do something like this. CHELSEY ANKENBAUER: Can I say one more thing? Sorry. SENATE PRESIDENT AMESQUITA: Uh-huh. ANKENBAUER: We've been having problems with our editor in chief at our paper and there's nothing that anybody can do., and if you have problems with our paper, please bring it to our board. I mean you guys are...so, if you have any problems with our paper, the fact that it's never on time, um, the fact that some people put in you know things that can be put in the paper for free, I know we have a lot of...even, last year we wanted to put in...and they don't get credit because our paper's completly biased from the top portion of it. So, if you guys have any complaints please come to one of our meetings or write a letter to Ashanti who is our ...director or even ask one of us and we'll tell you where to go. If you have anything wrong with the paper or if you ever called and never got a response back or if you had an event going on and no one covered it, just give us a call and we're trying to think of the proper way to do it but you guys speak for your students and so do we. We plan on...together, so if you guys wouldn't mind helping us, we always try to help you. SENATE PRESIDENT AMESQUITA: When is your next board meeting? ANKENBAUER: It is Friday the 15th, I believe and 8 o'clock in the morning, so if you don't want to be there at 8 o' clock a.m., I'm not...personally but if you send me an e-mail I can speak on your behalf and all I'll do is read what you wrote. That's all. IX. UNFINISHED BUSINESS A. Action Item: Approval of a six (6) credit fee wavier to be paid to Assistant CSUN Services Director Korie Brust. Cost to be encumbered from the CSUN 2702 FY 05 CSUN Services budget. As submitted by Senator Sumner on behalf of Director Madrigal. SENATOR ESPINOZA: move to approve SENATOR CONWAY 2nds SENATOR CAZARES: is this for the fall or spring? VICE PRESIDENT PRO-TEMPORE ANDERSON: spring. She's already ... six credits for the fall. SENATOR CAZARES: move to amend inserting after waiver for the spring 2005 semester. SENATOR HUERTA 2nds 19-0-0 without SENATE PRESIDENT PRO-TEMPORE CIANCIItem PASSES B. Action Item: Discussion/Approval of an amount not to exceed $5,000 for Rebel Card Swipers for tailgates and Rebel Ruckus. Costs to be encumbered from the CSUN 2702 FY 05 Reserves account. As submitted by Senator Sumner. SENATE PRESIDENT PRO-TEMPORE CIANCI move to combine and potpone b and c of unfinished businessr until 34-34. SENATOR ESPINOZA 2nds SENATE PRESIDENT PRO-TEMPORE CIANCI: there have been some concerns, I encourage you to tell people you'd like to see them apply again if you know they've shown interest before. SENATOR CAZARES: for b, are we keeping those afterwards? SENATE PRESIDENT AMESQUITA: yes. SENATOR TEMPLETON: how many swipers do we get for 5k? SENATE PRESIDENT AMESQUITA: I don't know. I'm not sure if there's been a progress so far. It was overpriced before. We have four secured. 7 TOM STUDDERT: they're about 350 a piece. They download a little slower. It takes about 1/2 an hour to download. 20-0-0 Action items B and C are POSTPONED unanimously. C. Action Item: Approval of one (1) CSUN member to serve as the Election Director for a term ending April 30, 2005. As submitted by Senate President Pro-Tempore Cianci on behalf of the Executive Board. D. Action Item: Approval of Senate Bill 34-37, which proposes changes to Statute 204.00, the Fair Shake Act. As submitted by Senator Crawford, Senator Huerta, and Senator Templeton. See attachment 34.32.01. SENATOR CAZARES: move to postpone until 34-34. SENATE PRESIDENT PRO-TEMPORE CIANCI 2nds 20-0-0 action item D POSTPONED unanimously. NEW BUSINESS A. Action Item: Approval of $1,404.00 for the sponsorship of three UNLV student teams to participate in National Intramural Recreation Sports Association (NIRSA) Western Regional Flag Football tournament to be held on November 12-14, 2004 SENATOR TEMPLETON Arizona State University in Tempe, AZ. Cost to be encumbered from the CSUN 2702 FY 05 Senate Discretionary Account. As submitted by Senate President Pro-tempore Cianci on behalf of the executive board. SENATE PRESIDENT PRO-TEMPORE CIANCI: move to approve SENATOR KRISTA DONNELLY 2nds SENATOR BOWERS: yield the floor to guest speaker MIKE CROFT: we're divided into six regions. Last year over 38 schools represented in a flag football tournament. UNLV was not one of them. We have a .. .flag footall teams right now. We'd take the winner, take the money and divide it up for Fri and Sat night. It'd be a good opportunity for UNLV to put themselves on the map. It'd be nice to give us more notoriety outside of these walls. SENATOR BOWERS: how do the other schools...? MIKE CROFT: everyone I talked to said stu gov't. 8 X. SENATOR ESPINOZA: winner of intramurals here would go to Arizona? MIKE CROFT: yeah, it's like winning your conference. SENATOR CAZARES: do we have enough in our discretionary? SENATOR CORPUZ: yes. Easy. SENATOR BOWERS, SENATOR ESPINOZA oppose 19-2-0 motion PASSES SENATE PRESIDENT PRO-TEMPORE CIANCI: move to move back to the order of the day to executive board announcements. Action Item: Approval of a 6 credit fee waiver to be paid to the Assistant Director of Entertainment & Programming for the Spring semester of 2005. Costs to be encumbered from the CSUN 2702 FY 05 Entertainment and Programming (Discretionary) account. As submitted by Senator Corpuz on behalf of Director Arneson. Action Item : Approval/ Discussion of an amount of $4000 to be paid to Drew Novans for his two day legal lecture. As submitted by Senator Cianci and Crawford on the behalf of Director Blood. SENATOR CRAWFORD: move to approve SENATE PRESIDENT PRO-TEMPORE CIANCI 2nds SENATOR ESPINOZA: what budget is it coming out of? 9 SENATE PRESIDENT PRO-TEMPORE CIANCI: move to amend by inserting after lecture, "costs to be encumbered from CSUN 2702 fy 05 NSA lecture series account." SENATOR BOWERS 2nds 20-0-0 amendment PASSES unanimously SENATOR MAYER: DIRECTOR BLOOD why is this guy so much? He's the same guy from last year, too right? DIRECTOR BLOOD: he's going to do one on ones for students. If a student doesn't make it for one on one he will give and take contact info to be in touch with students. SENATOR MAYER: my buddy Jack flew to New York and spent a week with this guy. That's a good deal. 19-0-1 SENATOR CONWAY abstains Motion PASSES D. Action Item: Approval of an amount not to exceed $1,000.00 for the Purchase of AppleCare for the X-serve. Costs to be encumbered from the CSUN 2702 FY 05 Reserves budget. As submitted by Senate President Pro Tempore Cianci. SENATOR SUMNER: Move to approve SENATOR MACK 2nds SENATOR MAYER: PRESIDENT SCHUCK recommended taking 125 from each director's budget. I think that's the way to go. We could probably just amend it to say that. SENATOR KRISTA DONNELLY: do you think that's fair? DIRECTOR BLOOD: I think it's definitely fair. SENATOR SUMNER: Henry made a good point. It wasn't a mistake. No finger pointing. It's cool you guys are willing to compromise. SENATOR MULLINAX: this is on behalf of e-board, right? Take it out of reserves. SENATOR CAZARES: can our reserves stand that because there was concerns with taking out of there. 10 SENATE PRESIDENT AMES QUIT A: we spent 280k for the shuttle. 500k went into endowment that we can still touch. I think there's anywhere from 20-50k just haning out there that wans't put in endowment. SENATOR CAZARES: does 125 make that much of a difference? DIRECTOR BLOOD: I could cosponsor something. They're trying to make the reserves for capital improvement. It's a smarter move to take out of each of our budgets. E and P: my dept has a track record of going over every year so every little bit helps. SENATE PRESIDENT PRO-TEMPORE CIANCI: move to amend striking reserves budget and inserting amount to be encumbered equally amongst all directors' budgets. SENATE PRESIDENT AMESQUITA: you have to have someone working there. SENATE PRESIDENT PRO-TEMPORE CIANCI: we have to have polls per our bylaws. SENATOR SORVONGSAVANH: I just want to point out that's twice what I'd make in... 20-0-0 e, f, and g PASS unanimously F. Action Item: Approval of an amount not to exceed $975.00 for wages for The poll workers for the Homecoming election. Costs to be encumbered from The CSUN 2702 FY 05 Elections (Homecoming) budget. Action Item: Approval of an amount not to exceed $750.00 for food, beverages, and eating supplies for "Are Your Senators Full of Bull?" event to be held on October 5, 2004. Costs to be encumbered from the CSUN 2702 FY 05 Elections (Discretionary) budget. As submitted by Senate President Pro Tempore Cianci. H. Action Item: Approval of Nicholas Gianopoulos to serve as the Assistant Director of the Office of Student Information for the term eding April 30, 2005. As submitted by Senate President Pro-tempore Cianci on behalf of Director Bourdet. SENATE PRESIDENT PRO-TEMPORE CIANCI: move to postpone until 34-34 SENATOR CONWAY 2nds 20-0-0 POSTPONED unanimously 12 XI. EXECUTIVE BOARD SUMMATIONS VICE PRESIDENT PRO-TEMPORE ANDERSON: come out tomorrow and support CSUN and fellow senators. PRESIDENT SCHUCK: went well seemed excited about new system. All polling places at regular places or you can vote at home. I'm excited to see what happens. Sciences and nursing didn't have anyone. I hope this turnout is highter. This is a huge reflection of how much people respect your position. I'm going to Board of Regents next week. SENATE PRESIDENT PRO-TEMPORE CIANCI: for those of you running for senate, see me after the meeting. Good luck to those of you who are running. Get me your stuff on bylaws, Lisa, and football game was good, tailgate was good. Sushi, tonight. SENATE PRESIDENT AMESQUITA: Manuel's working on applications and I'm working on them to get them on-line. Let everyone know. They should be done by end of this week. Remind anyone whose interested. Open seats will be appointed the same day they get inaugurated. November 1st. Old senators will have to help new senators. The first day is also appointment of chairs. RFK 730 Thursday. I auditioned for variety show and I made it. Vocal performance with slideshow presentation. Questions about elections board about why we didn't choose certain people, ask us. Greek recognition: what their big grievance is is that if any organization can't be recognized down there, we can recognize them here. That's one reason why I'm kind of against it. CSUN's like the last stand for anyone who for some reason isnot recognized by them. Good luck to everyone whose running. XII. GOOD OF THE SENATE SENATOR MAYER: that was a fun game on Saturday. Probably biggest margin of victory we ever had. SENATOR SUMNER: good luck to everyone running for senate. Tomorrow Dodgers start to run into championship. SENATOR SANTIAGO: pass SENATOR HUERTA: thank you to those who came out to support mecha for carne last week. SENATOR CAZARES: meeting Saturday, be there, don't forget. SENATOR TEMPLETON: complications with financial aid and I just got it fixed up and I've been checking out books at the library.
