CALL TO ORDER SENATE PRESIDENT PRO-TEMPORE CIANCI called meeting to order at 5:35pm SENATOR SOLDANO moves to move out of the order of the day to unfinished business action item E. REPORTS A. Senate Committee Reports SENATOR DONNELLY: campus safety and awareness didn't make quorum last week. SENATOR CORPUZ: I'm working with Dave for anything that went over last budget. I'm going to go pick up Conway and Sumner from the airport whenever they call me. PRESIDENT SCHUCK: what are you gonna do if they go over? SENATOR CORPUZ: we just move from any accounts we didn't spend. PRESIDENT SCHUCK: so you make action items? SENATOR CORPUZ: yeah. BUSINESS MANAGER HILL: I'd like to see it in a Ways and Means meeting. B. Faculty Senate/University Committee Reports SENATOR ZANDER: MSU committee meets every week now. We're moving forward. We met to discuss what food places we're looking at. ... Last week we talked about when construction will start. On 8/23 at 1pm in fireside lounge ... will be presented. Every student is invited. SENATOR ESPINOZA: every student is invited? SENATOR ZANDER: I don't know who is on the rec center committee. That meets at three on tuesdays. There's a meeting tomorrow for anyone who's interested. DIRECTOR ARNESON: they're doing two groundbreakings I think. SENATOR MAYER: they moved that groundbreaking up like 6 months, wasn't it supposed to be 12'05? SENATOR ZANDER: not sure. C. DIRECTOR BLOOD explains PRESIDENT SCHUCK: The questions were like, "If you didn't vote, was there a reason? And the answers were like yes and no. SENATOR ESPINOZA: I suggest just doing another one. SENATOR TEMPLETON: where did you go to get this survey? DIRECTOR BLOOD: ..research center. SENATOR TEMPLETON: may I suggest unr... SENATOR MACK: I was just curious, how'd you come up with the Robert Kennedy idea? 3 DIRECTOR BLOOD: someone is cosponsoring him for 20k and we only pay 2k. Hopefully then we can allocate the nsa budget. SENATOR CRAWFORD: we have the data, then? It just hasn't been analyzed? DIRECTOR BLOOD: in all honesty there was nothing that could be done. I can call and talk to him. The idea behind the letter Dr. Mills is writing is so we don't have to pay again. SENATOR MACK: if I was able to get somebody other than Robert Kennedy would there be a vote on that? DIRECTOR BLOOD: We could do both of them. The thing about Michael Regan is that we felt Regan wouldn't meet the needs of the students. v. Rebel Yell Report Justin: no report. I'm trying to get DIRECTOR BLOOD into President Bush on Friday (Thursday). 4 VII. EXECUTIVE BOARD ANNOUNCEMENTS VICE PRESIDENT PRO-TEMPORE ANDERSON: if you know anyone in the college of education, we're looking at applications and we can afford to do 12 for student teaching. VICE PRESIDENT GOATZ: I was planning on presenting on evaluations for June and I totally forgot to bring them. The endowments: it's not going to be an endowment. It'll be an interest beaming account that all but 100k goes into. SENATOR ESPINOZA: can we not touch that money? VICE PRESIDENT GOATZ: we can access it still. PRESIDENT S CHUCK: spoke in new freshmen science and engineering class today. It was energizing to see these people excited- "You guys do concerts with Yellowcard?!" I have a meeting with Commisioner Reeds and Williams about the crosswalk on the northside of campus. Please bring one petition to class, it's a real easy way to do it. Board of regents on 19th and 20tl. Have constitutional revisions on there so look forward to 2 more seats in senate in fall. Met with Dr. Fain about shuttle and she was all for it. Gave their ok to go out for bid. I'm getting ridiculous questions now. It's interesting to learn everything there is to learn about shuttles. SENATOR ESPINOZA: when are you going for cross walk? PRESIDENT SCHUCK: Monday, teacher's gonna circulate for us. We went to sports marketing and they gave us pens and movie passes and John Kerry tickets. SENATOR MACK has been invited to the university president's advisory ... the only people going are myself, Peter and SENATOR MACK. I pulled the list from faculty senate for all the committees that need undergraduate representation. There's a campus affairs committee and no one's listening anymore so I'll shut up. SENATOR MACK: crosswalk where? PRESIDENT SCHUCK: further up. North side. SENATE PRESIDENT PRO-TEMPORE CIANCI: I'm, we're waiting for new senators so we can order new nameplates and shirts. SENATE PRESIDENT AMESQUITA: couple items on agenda that I'll talk about now so I'm not talking during your meeting. You have family weekend in there. I can't stress the importance of what UNLV is trying to do for the next four years to celebrate the 50th anniversary. I'll speak on orientation later. Action Item: Approval of one (1) student to serve as a Senator for the College of Student Development for the remainder of the 34th session. As submitted by Senate President Amesquita. CANDID ATE MAPES: .. .includes mostly Gateway products, familiar with .. .advantageous amount... SENATOR ESPINOZA: what's the job of a Senator? CANDIDATE MAPES: that's a good question. I took the past two weeks since I applied. The reason was to get more information, to be honest with you. I'd love help from you guys to explain how things work. You need to be a voice for your college. Your basically their means to go through. SENTOR HUERTA: when do you graduate? SENATOR MAPES: hopefully May. There's a chance that I go on to take a few additional classes. SENATE PRESIDENT PRO-TEMPORE CIANCI: have you read constitution and bylaws and were they exciting? CANDIDATE MAPES: yes. They were not exciting. 7 SENATE PRESIDENT PRO-TEMPORE CIANCI: what inspired you to get involved at this point? SENATOR MAPES: I was fed up with the way I was being treated by my college. I dind't want to just be one that complains so I looked into it and found out that senate had a position. SENATE PRESIDENT PRO-TEMPORE CIANCI: you know that if you were appointed today, your term will end in three months? Do you intend on running in election? CANDIDATE MAPES: yes, yes. Action Item: Approval of an amount of $1,725.00 to be paid to the College of Liberal Arts to support the Archaeology field study, taking place in Silver City, New Mexico. Costs to be encumbered from the 8 CSUN 2702 FY04-05 Senate Discretionary Budget. As submitted by Senator Cianci (see attachment 34.26.01). PRESIDENT SCHUCK: we can't approve travel or salaries, correct? BUSINESS MANAGER HILL: yeah, we can. DR. ROTH: I need money for portapotties and to help pay for travel PRESIDENT SCHUCK: this is for a class? DR. ROTH: field school. We actually go on filed in New Mexico. We're hoping it'll be annual. They'd done a few in past. It's very much required for archaeology. SENATOR ESPINOZA: you're asking for $1,725? Where did the rest of it come from? DR. ROTH: some from department, some from UNLV. SENATOR ESPINOZA: how many students? DR. ROTH: total of 9. SENATOR EXPINOZA: how muh are they paying out of their pockets? DR. ROTH: they paid $300. I got $2,400 and our food was $2,460... SENATOR FRIEDLIEB opposes 9-1-0 item PASSES SENATOR SOLDANO: Move to move back to order of day to IV SENATOR FRIEDLIEB 2nds 10-0-0 Motion PASSES unanimously X. NEW BUSINESS A. Action Item: Approval of $8,000 to be paid to Student Involvement Activities for the Co-Sponsorship of Family Weekend 2004. To be hosted November 5th - 7th. Cost to be encumbered from the CSUN 2702 FY 05 Campus Events Budget. As submitted by Senator Espinoza (see attachment 34.26.02). SENATE PRESIDENT PRO-TEMPORE CIANCI: Move to approve 9 SENATOR DONNELLY 2nds SENATE PRESIDENT PRO-TEMPORE CIANCI: I'd like to hear the representatives here speak TONY TROUSDALE speaks. ABBY NOLDER speaks. SENATE PRESIDENT PRO-TEMPORE CIANCI: I'm looking at your breakdown and I noticed that there's a spot, you dind't budget for tailgates and I was curious why. MR. TROUSDALE: that'll be the tailgate altogether, the food and setup. SENATOR ESPINOZA: how many families are you trying to reach? MS. NOLDER: we're looking to attract 200 families. 12-0-0 Item PASSES unanimously B. Action Item: Approval an amount not to exceed $4,000 to be paid to PromoHut.com for the purchase of 2,500 squeezable stress balls. Action Item: Approval of two (2) CSUN members to serve as Justice for a term ending two (2) years from date of appointment. As submitted by Senator Cazares. SENATE PRESIDENT PRO-TEMPORE CIANCI: one of these is under old business. Just to avoid any confusion, I move to waive bylaw 6 for one justice seat. SENATOR HUERTA 2nds SENATOR FRIEDLIEB opposes 10-1-0 bylaw 6 waived for one seat. SENATOR CRAWFORD was not present PRESIDENT SCHUCK: move to nominate Jessica Grupe. SENATOR ZANDER 2nds 11-0-0 passes unanimously without SENATOR CRAWFORD present CANDIDATE GRUPE: I'm just excited in getting involved, I think it's beneficial to school, myself and senate, that's about it. SENATE PRESIDENT PRO-TEMPORE CIANCI: have you read constitution and bylaws? CANDIDATE GRUPE: they were very riveting. My major is hotel. I was a business major and have taken a polisci class, hotel law, business law. SENATOR ESPINOZA: questions about qualifications. I'm not sure that the candidate has the qualifications. SENATOR MACK: I don't think you need to know the law that thoroughly to hold this position. SENATE PRESIDENT PRO-TEMPORE CIANCI: your q's are valid about whether or not she has the qualificaitons, but it's hard to find justices. Action Item: Approval of $3,720.00 to be paid to Matrix Floors for the re-carpeting of the Director's Chambers and Senate Chambers. As submitted by Senator Cazares. SENATE PRESIDENT PRO-TEMPORE CIANCI: move to approve SENATOR ESPINOZA 2nds SENATE PRESIDENT PRO-TEMPORE CIANCI: PRESIDENT SCHUCK and I discussed and we agreed to remove it, but SENATOR CAZARES isn't here so we can't remove it. We can just buy tapestries or floormats. We only have a year and a half before its torn down anyway. PRESIDENT SCHUCK: I think we should strike it and change it too $1,000.00 so we can at least cover up the throw up spots. SENATOR SOLDANO: move to amend by striking $3,720.00 and inserting no more than $1,000.00 and insert cost to be encumbered from CSUN 2702 FY05 office furniture budget after chambers. 12 SENATOR TEMPLETON 2nds SENATOR HUERTA: has anyone tried to clean up the throw up and tried to save $1000? VICE PRESIDENT GOATZ: it's almost 30 years old. We've tried cleaning it. SENATOR HUERTA: can't we rough it for a year and a half? SENATOR MACK: I don't think it's unreasonable to ask for lk for vomit stains. There are important people that come up there. SENATOR CRAWFORD: yeah I was gonna say we've got a year before we get rid of those. We can vote this down and the e-board can use up at their discretion 500 and if its not enough, then we can see about some other options. PRESIDENT SCHUCK: that's the beauty of a rug. We'll take it with us. Beyond the fact that it's dirty up there all the time, we should be able to take some pride. SENATOR SOLDANO: it's no more than 1000. It's kind of a health issue too if there are bodily fluids. SENATOR ESPINOZA: let's strike it down. PRESIDENT SCHUCK: I'll use 500 and buy carpets for the directors' chambers. I tried to create an environment you guys can be happy in... SENATOR CRAWFORD and SEANTOR HUERTA oppose SENATE PRESIDENT PRO-TEMPORE CIANCI abstains 9-2-1 amendment PASSES SENATOR DONNELLY: it shouldn't be payable to Matrix Floors anymore. SENATOR FRIEDLIEB: move to amend by striking to matrix floors. I don't think this is wasteful spending. You're putting your money into an organization that wil bring 40k to you. If I tought it was wasteful, I wouldn't have brought it to your attention. You can nominate SENATOR TEMPLETON or hold off. It has to be a senator of college of education. SENATOR TEMPLETON: I agree with e-board. I don't feel I should be the nominee... SENATOR ESPINOZA: mote to nominate SENATOR TEMPLETON SENATOR FRIEDLIEB 2nds SENATOR MACK abstains 11-0-1 Motion PASSES without SENATOR MACK present H. Action Item: Approval of the amount of $1,008.00 to be paid to Aztec Football for the purchasing of 100 football tickets for RebelRoad trip. SENATOR CRAWFORD 2nds SENATOR FRIEDLIEB: um, the, you know, DIRECTOR ARNESON and ASSISTANT DIRECTOR HOLMQUIST, why would the choice for RebelRoadTripr be San Diego?
