EXECUTIVE BOARD ANNOUNCEMENTS PRESIDENT SCHUCK: I met with Dr. Mills and Lt. Drake and it's been a positive week. Rebel Yell and OSI page. RY overlooked the OSI page. We're getting charged $300 per meeting. Figure out a different date of different time. There's a student worker who wants to get out by seven but gets out at 10! It's my job to look over the expenses and it's getting ridiculous. Figure out a different time. You need to do it and fast. Director of marketing: interviewed 6 people and I can't describe the caliber of these people. If you look at the ads that Manuel put together, it's amazing. SENATOR ESPINOZA: So you already did the interviews and chose candidates? PRESIDENT SCHUCK: yes. VICE PRESIDENT GOATZ: it's students' money as well. Last year at this time, it says that I have to summarize my evaluations in detail. Please revise that bylaw so I can give a summary of my evaluations. SENATE PRESIDENT PRO-TEMPORE CIANCI, the way you treated the members of Sigma Gamma Rho, was horrible. I hope you write an apology on behalf of yourself and of the senate body. I applaud that you gave them the money. VICE PRESIDENT PRO-TEMPORE ANDERSON: I'll save mine for summations SENATE PRESIDENT PRO-TEMPORE CIANCI: I don't think I badgered them. I questioned them legitimately. You think I badgered them, tough shit. It's my tone of voice. If you're afraid of getting hurt, cry me a river. I'm not here to throw marshmallow at you. Thank you for allowing us to speak. We are trying to raise money. The conference will touch on subjects such as risk management to address all members of the greek community. We need the necessary tools that we'll get from the boule. We have a revised budget we'd like the senate to consider. SENATOR ESPINOZA: have you guys raised any money for this? MS. WASHINGTON: yes, the revised budget we have has a list of costs that have been raised on behalf of our chapter. On the 2nd paragraph you'll see the 17 costs that were raised by individuals of our chapter. The remainder we are asking from the senate today. SENATOR SOLDANO: are they recognized? DIRECTOR MADRIGAL: very active. Yes. SENATOR BOWERS: you said that by doing a presentation... Have you done that in the past? MS. WASHINGTON: we have actively participated in the UNLV Greek retreat where we offer what we've learned. It hasn't been a formal workshop. SENATOR HUERTA: Will you be able to do a presentation for us? MS. WASHINGTON: yes. Definitely. It's something I have to do in my position. PRESIDENT SCHUCK: when's the conference? MS. WASHINGTON: 17thofjuly. PRESDIENT SCHUCK: Just so you know the money wouldn't get to you until past that. PRESIDENT SCHUCK: the problem we'll run into is that by the time you actually receive the funds, it'll be at the earliest .. .Dave? BUSINESS MANAGER HILL: they can pay them. It shouldn't be a problem, but they won't have the 7k for a long time. They can pay out of their own account, with the expectation that we'll pay them. SENATOR MAYER: you're just asking for 1890? Would you still be able to go if you didn't have it on time? The other question is why are you coming to us just 5 days before you leave? MS. WASHINGTON: Actually we put in a proposal weeks ago, but I guess due to various reasons, there was... SENATOR ESPINOZA: They didn't have anybody to sponsor it. SENATOR HUERTA: The funding shouldn't be an issue because MSA did the same thing for us. WASHINGTON: Actually even better to answer that question is past international President of Sigma Gamma Rho sorority, Corine J. Green. MS. GREEN: Would you please allow me, I'm still a little bit confused and I'm really glad to be here because I'm learning a lot about what's going on with CSUN and... SENATE PRESIDENT PRO-TEMPORE CIANCI: Can you please spell your name for the record? MS. GREEN: My name is C-O-R-I-N-E, middle initial J, G-R-E-E-N, past national president of Sigma Gamma Rho sorority. What part would you like us to elaborate on? First of all, the one that I most.. .is the one aout risk management because we have our trainer in Washington D.C. coming in. and we have what we call our new torch program because hazing is totally out of order on most of these campuses. It is okay for one representative to go but we need several representatives in order to share. There is also a right of passage program that we provide for low and middle income that has been sponsored by her that a certification that goes for those, they will be certified at the conference and there is also a leadership workshop that teaches them in depth how to run a business, so we have about 9 different workshops. It's not a feel-good, do-good thing it's one of these educational type conferences that we feel they should go to. I don't know why it was not accepted. Do you have to have a sponsor to get it? SENATE PRESIDENT PRO-TEMPORE CIANCI: I'll explain it to you. The procedure to getting an item on the agenda is that it must be sponsored by a senator and up until about a week ago, maybe two at this point, there was no one to sponsor your event and I.. .that's basically what the process is. If there's no senator, and that's just senate, not executive board, directors, or judicial council. Just senators. If no one's willing to sponsor it, then it doesn't go on the agenda. Period. MS. GREEN: I was just kind of curious about how you get a sponsor. SENATE PRESIDENT PRO-TEMPORE CIANCI: Well, in order to sponsor, the person must write item and obviously pretty much do how it is written on the agenda under K. I'm assuming that SENATOR ESPINOZA wrote the item, so he's the one who submitted this. 19 PRESIDENT SCHUCK: what happened is that this item was turned into a receptionist and the receptionist told them it would be turned into the senate and the lines of communication somehow broke down. SENATE PRESIDENT PRO-TEMPORE CIANCI: My advice to Sigma Gamma Rho is that if you are looking to get funding in the future, don't go to the receptionist, go to the senator because the receptionist can say they're going to turn something in, it doesn't matter. Unless that senator is willing to sponsor it, then it will not go on the agenda, regardless of whatever you say, whatever you do. SENATOR SOLDANO: yields floor to DIRECTOR SUMNER DIRECTOR SUMNER: few concerns. Risk management is a great thing, but it's already in the process of happening. A concern of a senator who couldn't be here was that CSUN has never funded Greek organizations before. SENATOR TEMPLETON: move to detail constitution so it says that an item be given to a senator. SENATOR MAYER: Your sorority has 7 members? So you can't generate the funds that other organizations can. I don't think we should get in the habit of funding Greek organizations, but I think we should approve this thing. SENATOR SOLDANO: yields to SENATE PRESIDENT PRO-TEMPORE CIANCI. SENATE PRESIDENT PRO-TEMPORE CIANCI: Due to unfortunate circumstances I had to act as SENATE PRESIDENT, so I cannot stick my hand out and ask questions directly. My question is how'd you find out to go through Multicultural Student Affairs vs. just going straight through senate? MS. WASHINGTON: First, we thought we would go straight through the senate. I'm still not sure what's going on with everything. We're still just learning about this. SENATE PRESIDENT PRO-TEMPORE CIANCI: From what I know, you approached SENATE PRESIDENT AMESQUITA asking about your situtation. Did he inform you at all that we have a fair shake act in our statutes which states that we cannot fund any organization more than $500 in any given year? MS. WASHINGTON: I wasn't aware of that. SENATE PRESIDENT PRO-TEMPORE: He didn't mention that to you? There is a loophole, like in most governments and the loophole is to go through a department which is obviously MSA. My concern is that, do you 20 think that MSA would accept Lamda Chi Alpha or Delta Chi, or Phi Delta Theta under their umbrella if they were to ask them for funding and say that, "Look, we can't get more than $500 because of the Fair Shake Act that CSUN has so let's run through MSA and go ahead and use that loophole. Do you think that that could become a potential problem? Do you think that MSA would allow that? MS. WASHINGTON: I can understand where you're coming from, but as multicultural is governing us, it would make sense for us to go to MSA. If we were under Greek Life, we would go through them. If you're not governed by MSA, how would you go through them? SENATE PRESIDENT PRO-TEMPORE CIANCI: Obviously not all the details were filled in to you. That's what I'm perceiving here. Do you think it would be right to have all the other Greek organizations to go through and get money for their national conventions whatever year they come up sending how ever many people are coming through? MS. WASHINGTON: I don't feel that funding for this convention is strictly a Greek issue. Any organization with a worthy cause should be heard out. SENATE PRESIDENT PRO-TEMPORE CIANCI: I believe any worthy cause should be funded, but everyone has their own concept, their own perception of what a worthy cause is so you're saying it'd be okay for any other of the Greek organizations go through MSA and get as much funding as they like and send as many members as they'd like as well to their national conference. MS. WASHINGTON: I don't think you understood me correctly. MSA governs Sigma Gamma Rho Sorority, Inc. at this time. So, if they were to be .. .it would be just as so because they are governing our organization. If someone that's not
