Office of the Senate President University of Nevada, Las Vegas Student Government MINUTES CSUN SENATE MEETING 34-15 MONDAY, MARCH 29, 2004 CSUN SENATE PRESIDENT AMESQUITA called the meeting to order at 6:04pm in the Moyer Student Union room 201. SENATE SECRETARY GOATZ called the roll. The following Senators were present: SENATOR CIANCI, SENATOR FLINNER, SENATOR CORPUZ, SENATOR SOLDANO, SENATOR MULLINAX, SENATOR THOMPSON, SENATOR CRAWFORD, SENATOR CAZARES, SENATOR DONNELLY, SENATOR MAYER, SENATOR SANTIAGO, SENATOR SUMNER, SENATOR FRIEDLIEB, SENATOR MACDONALD, SENATOR CONWAY, SENATOR JIMENEZ, SENATOR HOLMQUIST, SENATOR ESPINOZA, SENATOR LEE, SENATOR ZANDER, and SENATOR AUSTIN. The following Senator(s) were excused: SENATOR HEEG. Quorum was met with 21 Senators present. SENATE SECRETARY GOATZ was present. SENATOR FLINNER moved to approve the minutes from Senate meeting 34-11 as published. SENATOR CAZARES seconded the motion. SENATOR CAZARES moved to amend under new business item A inserting after "$7,000.00" "to the department of civil engineering". SENATOR FLINNER seconded the motion. Amendment PASSES UNANIMOUSLY 21-0-0. Minutes from Senate meeting 34-11, as amended, PASS 15-5-1. SENATOR THOMPSON, SENATOR MULLINAX, SENATOR SUMNER, SENATOR CRAWFORD, SENATOR FLINNER and SENATOR MACDONALD oppose. SENATOR AUSTIN abstains. Minutes from Senate meeting 34-14 were not published. EXECUTIVE BOARD ANNOUNCMENTS PRESIDENT MORADKHAN yielded to Senior Vice Provost Rees who gave a presentation on the changes to the course schedule for the upcoming school year. (See minute's attachment 34.15.01). SENATOR CRAWFORD: Have any department been particularly negative about this change? We've tended to work out those problems if they had them. We looked at sciences and it seemed reasonable. It would give more lab times than ever before. SENATOR ESPINOZA: I think it's a great idea. The community college works on that similar schedule. Will this be implemented in the fall? SENIOR VICE PROVOST REES: Yes. SENATOR ESPINOZA: Do you have an idea when the schedule will be out? SENIOR VICE PROVOST REES: Mid April. Most of the departments will have a pretty good lock on their schedule now. PRESIDENT MORADKHAN: If this isn't successful will you go back to the old? SENIOR VICE PROVOST REES: It would take more than a year. I think two to three years will take it before it gets up and running. Most of the numbers say it will reduce some of the parking problems and it should allow us to offer more classes. SENATE PRESIDENT AMES QUIT A: With the way the classes are set up now, are engineering for example, are going to have more classes in their buildings? SENIOR VICE PROVOST REES: The scheduling software, when it came in, there's a lot of preferences that get set in there. Most of those have been upgraded. The other thing we've done is tweak the system to look at neighborhoods so if that you can't get one in BEH it would go to CBC. If it sees anything really wacky, there will be three weeks to look at those. To maximize the number of people in those classrooms. SENATOR HOLMQUIST: So instead of having a lot of classes Monday, Wednesday, Friday, there will be Monday/Wednesday and Tuesday/Thursday. So they would have to take it Friday? SENIOR VICE PROVOST REES: I was surprised with the survey numbers. Their was a host of students who said'if they could come on a Friday they would be more than happy to take a Tuesday /Thursday class with it. Overall, do you think it might be a good idea? • SENATOR JIMENEZ: I think it's a good idea for the convenience, but I think it will be harder to have more involvement with students if they're here less for school. SENATOR FRIEDLIEB: I was going to ask, how do you think this is going to affect, because the problem that we see is that it is becoming more like a community college than like a real university life. 2 SENIOR VICE PROVOST REES: We don't have any data to suggest either way. I don't think you will see a change that way. 20% of the classes will be offered on Friday. It doesn't mean the place will be vacant on Friday. I see them taking either a Monday/Wednesday class and a Friday class or Tuesday/Thursday class and a Friday. SENATOR MULLINAX: I know a lot of guys in the fine arts are happy and excited about it so maybe it will be good. SENATE PRESIDENT AMESQUITA: The education college there's a lot that would like the 4pm-7pm classes. PRESIDENT MORADKHAN: At the Board of Regents meeting they increased the graduation fee. We hired a new basketball coach, Lon Kruger, if you see him make him feel welcomed. Dr. Harter will be here on April 12 and Dr. Fain on April 19. She will be presenting the campus master plan. The next thing is the inter-athlectic council. The women are in the NIT. On May 25-29 the national conference for the baseball team is being held on campus. Taxation on our fee waivers. I mentioned that, Dave and I met with the interim controller and I made it clear that they had not done a good job of informing us. We have nothing to do with it. It's a tax policy. Basically we're taxed on our stipend and 25% on our fee waivers and directors. They want to take out the entire thing out of our next paycheck. They will take it out from now until August. We should not be paying the cost of the university's mistake. I don't know what to say about that. SENATOR CAZARES: Is there anyway to increase it on our end to meet that? PRESIDENT MORADKHAN: That will just change your classification and I don't think that's a good idea. SENATOR FRIEDLIEB: I think what she was saying would be to increase whatever we get to match it to the fee. SENATE PRESIDENT AMESQUITA: You would have to set it for the next session. PRESIDENT MORADKHAN: What I would recommend is changing it from fee waiver to something else. SENATOR AUSTIN: What do you suggest we do? PRESIDENT MORADKHAN: BUSINESS MANAGER HILL is trying to work it out to take it over the next fee months. I will contact Dr. Mills and George. It should be started next year not in the middle. SENATOR CRAWFORD: So when will we begin paying it? PRESIDENT MORADKHAN: Hopefully next month. But they didn't catch it in time. Hopefully it will be April threw August. I have some updates on facilities on campus. 3 The walkway will be available April 12. The residence hall is ahead of schedule and will be testing the fire and mechanical systems. SENATOR CRAWFORD: In the fall, will there be a north field? PRESIDENT MORADKHAN: There will be enough space to hold events. SENATE PRESIDENT PRO TEMPORE CIANCI: Same argument as last time. I have the copies for the filing cabinets. As far as the taxation issue, if they take any money out of my paycheck they have a court case on their hands. SENATE PRESIDENT AMESQUITA: From now on when you give me an item I will not personally forward it to the Executive Board. The directors I will, but from a Senator, and not involving a directorship, I won't be doing that. REPORTS Senate Committee Reports SENATOR DONNELLY, CAMPUS SAFETY AND AWARNESS CHAIRMAN: Campus Safety and Awareness will be meeting Friday April 16 at 2pm in the third floor conference room. I went to the Executive Board meeting I was ten minutes late, and they have the deputy chief and they were asking him about the shuttle. They say they have four shuttles. It didn't make a lot of sense so I'm going to try to have some better questions prepared. It made it seem like only two were working. They said that they're braking down a lot. It has a route to follow, but it can't do it very well due to construction? SENATOR AUSTIN: Isn't there money allocated for it? SENATOR DONNELLY: If it's 8pm at night, they can't just fix it. CSUN SERVICES DIRECTOR IZZOLO said for them to put up a sign if they aren't working. I haven't seen anyone on it. I'm going to talk to some people about it. SENATOR AUSTIN: Well okay right now two are broken? SENATOR DONNELLY: Two are broken. They say that they're all broken now. SENATOR CIANCI: To help clarify why it's not being fixed. They're getting old. It's probably better off for us to buy new ones. SENATOR CORPUZ, WAYS AND MEANS CHAIRMAN: Everyone on Ways and Means, we'll decide a time to meet after spring break. VICE PRESIDENT PRO TEMPORE BROWDER, SCHOLARSHIP COMMITTEE CHAIRMAN: I set the meeting for this Thursday at 6:30pm in the director chambers. 4 Faculty Senate/University Committee Reports SENATOR MAYER: Today at the Rebel Yell Advisory Board, they decided the date to select a new chief. April 19 at 9am. And April 14 at 9am is the last chance to send in an application and five student members will be on the CSUN general election ballot. Submit the names to Jeff Hoyt with a paragraph on why you want to be on the board. SENATOR DONNELLY: I'm still sitting on the committee for the new dean. We're going over some applications after spring break. VICE PRESIDENT PRO TEMPORE BROWDER asked me about information about the university college. I will be photocopying the info, and I can make you guys' copies if you want it. SENATOR AUSTIN: Are their any open seats? SENATOR DONNELLY: I don't believe they're open. CSUN SERVICES DIRECTOR IZZOLO: That's my job, to advise people in student development. Come see me if you have any questions about it as well because all I do is advise. I would rather error on the side of caution. SENATOR FRIEDLIEB: How will it affect the engineering college? BUSINESS MANAGER HILL: It will set them back a week or two. SENATOR DONNELLY enters at 6:54pm. SENATOR FLINNER moved to reconsider the approval of minutes from Senate meeting 34-11. SENATOR THOMPSON seconded the motion. SENATOR MULLINAX: It's my understanding that we went from amendment to the whole thing with only one vote or did I miss something? SENATE PRESIDENT AMES QUIT A: We voted twice. SENATOR CRAWFORD: Does the amendment still stand? SENATE PRESIDENT AMES QUIT A: Yes. SENATOR CRAWFORD: So we can vote to strike the amendment? SENATE PRESIDENT AMES QUIT A: Yes. Motion to reconsider PASSES 18-2-1. SENATOR MAYER and SENATOR LEE oppose. SENATOR CIANCI abstains. SENATOR FLINNER moved to strike the amendment made previously. SENATOR CAZARES seconded the motion. Director's Reports PUBLICATIONS DIRECTOR GEORGE: I spent all of last week laying out the magazine. My graphic artist flaked out on me. It will be done by Thursday. It will be on an upcoming agenda. I have 20 of the pages with me up stairs if you want to see them. ELECTIONS DIRECTOR EVANS: Basically we're going to put up our marketing stuff this week and over spring break. We're working on the forum. It's Monday the 12 for the general election. We have the room reserved at 5pm. We were going to have you move it back but since Dr. Harter is coming we can't. Look for marketing on that. Just remember we only have this week and a couple more days. If you could let your constituents know. Some people don't know why we vote twice. As far as the ballot goes. Thanks for getting that for me. As far as the constitutional revision, he's having trouble putting everything on their and so we will have something that just says yes and no. The homecoming theme will be on there and there's a meeting on it. All submissions will be due Friday by 5pm. SENATOR DONNELLY: You have the stickers? ELECTIONS DIRECTOR EVANS: If you want to see what the stickers look like, they're up in my office if you want to come look at them. SENATOR AUSTIN: Where's your meeting? ELECTIONS DIRECTOR EVANS: On Thursday there's one at 3pm for the candidates in the director's chambers and with the board at 7pm to go over marketing. ENTERTAINMENT AND PROGRAMMING DIRECTOR LONG: I have the Rebelpalooza contracts on this agenda. If they don't get passed the bands probably won't get paid so they won't play. Posters will be done tomorrow. I'm waiting for the contracts to pass. The first of four Mercury ads will start on Friday. There's a full-page color. Promos start the 5th with free giveaways and 60 second ads for those two stations. I got a $2,500.00 sponsorship for a tour. They're giving away DVD players and video games. Only students can win those. We passed out over 6,000 flyers. Rebelpalooza.com is up. It will be updated tomorrow. On there is a link to unlvcsun.com and Rebel Radio. SENATOR MULLINAX: How is funding for the ramp going? 7 ENTERTAINMENT AND PROGRAMMING DIRECTOR LONG: We got $2,500.00 from the TKO tour, so you can say it's going to that. And at the Extreme Thing we ( passed out an extra flyer to hopefully sponsor it. It went to like Volcom. He said we can easily find someone. SENATOR CAZARES: I want to say congrats on the publicity you've been doing. I've had students ask me what it is. ENTERTAINMENT AND PROGRAMMING DIRECTOR LONG: On KLUC we're on the front of their website. NEVADA STUDENT AFFAIRS ASSISTANT DIRECTOR BLOOD: The Rebel Yell/CSUN Executive Elections Forum/Debate will be held 5pm-6:30pm on April 12, 2004. Laurie is working with Mike and the Senate to change the meeting time to 7pm to allow for a thorough debate to take place. The Rebel Yell will be residing over the forum/Debate. It will go as follows: One minute opening remarks in which each candidate speaks for one minute. Panel questions, two will be asked to each office. Each candidate gets one and a half minutes to respond. Cross-examination, each candidate gets to ask the other candidate a question. 15 seconds to ask and one and a half minutes to respond. Open questions from the audience. Three to six questions for the offices. Candidates have 30 seconds to respond. Closing statements, each candidate has one minute to close. NEVADA STUDENT AFFAIRS DIRECTOR TEGANO is working with the fine arts department to bring in a speaker in April. Plans in the works. More to come. A rough draft of the survey has been created based on the questions we turned in. ( Below is a copy of that survey. If the E-Board has any revision requests, please get them to NEVADA STUDENT AFFAIRS DIRECTOR TEGANO by Wednesday. Thank you. OFFICE OF STUDENT INFORMATION DIRECTOR GUIDENG: A week or two ago the website went down. Everything was pointing to one thing and another. I've decided to scratch that out. I don't feel it's secure leaving it as is. I'm outsourcing that to a company. It's only $20.00 per month. I'm still going to use the server to have media on it. It's for software, hardware, and internet connections. For teacher evaluations will be up. The workforce side. I don't think I can put a workforce together. I'm thinking of zoning the campus with indexes and then after it's don't assign people to each area. SENATOR CRAWFORD: Do you really need to have a teacher evaluation on our site? There's national sites about that. PRESIDENT MORADKHAN: This will be one threw student government. It's control so that's way it would be vulgar or anything we can censor it. SENATE PRESIDENT AMESQUITA: Do you think there will be street teams? It's all for the event on the 26. That's it. CSUN SERVICES DIRECTOR IZZOLO: My board is still meeting on organizations. We're holding off on two more and a few are on probationary status. Thanks to my board, Ea, SENATOR FRIEDLIEB, Chris Ho, and Rocco. It's 4pm on Friday. Organizations are starting to get money. I understand that you're reworking that. Don't take any money out of funding requests because there is a lot that did apply for the Secretary of State problem. In my office, we're doing the Rebel Achievement awards. SENATOR THOMPSON: Do we have anything specific to see where this money is going to? SENATE PRESIDENT AMESQUITA: We do have an attachment that says it. SENATOR MACDONALD: Where did the amendment come from? SENATE PRESIDENT AMESQUITA: You'll see it's different. Motion PASSES 18-1-2. SENATOR FLINNER opposes. SENATOR FRIEDLIEB and SENATOR THOMPSON abstain. SENATOR ESPINOZA move to change attachments. (See minute's attachment 34.15.02). SENATOR CAZARES seconded the motion. Motion PASSES UNANIMOUSLY 21-0-0. SENATOR MULLINAX: Can you define co-sponsorship? SENATE PRESIDENT AMESQUITA: Financial support in any way is personally mine. SENATOR DONNELLY yields to CSUN SERVICES DIRECTOR IZZOLO. CSUN SERVICES DIRECTOR IZZOLO: A lot of organizations are asking for larger amounts of money. I support organizations and what they do to get them started. We do have an African American one. I know it's been an on going thing. I agree we could help them out but they should look into other sources of funding. SENATOR AUSTIN: Were they here when you started? CSUN SERVICES DIRECTOR IZZOLO: No I wasn't here. It started before I came to UNLV. SENATOR CAZARES: Are they charging students anything? REPRESENTATIVE FROM MECHA: No. 11 SENATOR FLINNER: I just want to express that I'm not happy. That I'm not happy that we spent $2,500.00 on ours, and it's a big deal. It does make sense that this is basically a party. I don't think we should give them more money than we would hold ourselves. SENATOR AUSTIN: I think that sounds selfish. ALEX TEMPLETON: What I think your holding in your hand is not a proposal it is a decision. What this is a decisions is to help get off the ground that will become a legacy. I would like you to think about what the means of a holiday party is and a legacy is. SENATOR ESPINOZA: It's really hard to go to a company and ask them to sponsor you. They're beginning to get people to sponsor the event. I think it's important on getting the ball rolling. It's a humongous thing for a hispanic student to graduate high school, and college is even bigger. Maybe this will encourage students to come to UNLV and to graduate. I think this will do great things for UNLV. SENATOR JIMENEZ: I went to the Christmas party, and that was open to everyone but I'm not going to lie, that party sucked. I was hungry and I left because the food sucked. Most of the money went to the place or something. I know for sure that 500 people will be happy and will eat at this. SENATOR CAZARES: Do you know how many of the graduating class are of that national origin? REPRESENTATIVE FROM MECHA: 200 students. It's hard to say that. We have 200 latinos from our calculations. SENATOR SUMNER: I think what SENATOR FLINNER said is important. We had an event that's open to all students, and this is only to a certain group of students. Have you explored other forms of funding? REPRESENTATIVE FROM MECHA: They said they will make a donation. We're approaching other companies around town. SENATOR CORPUZ: This is just in general, off of budget wise if we approve this we're spending thousands from discretionary every week. Is their anyone from SIA here? REPRESENTATIVE FROM MECHA: No. SENATOR DONNELLY: What's the discretionary at? SENATOR CORPUZ: $17,385.84. SENATOR DONNELLY: How long does that last us 'till? 12 SENATOR CORPUZ: June 30. SENATOR DONNELLY: You have the programming, invitations, flyers... how are you going about advertising the invites? Who will they go to? REPRESENTATIVE FROM MECHA: We're going to put up flyers saying if you're latino and graduating to attend. We're speaking to recruiters from each college. I'm wondering why you're asking us to pay a majority of it. It's not often a group comes asking us to fund a party. We shouldn't be paying for their families. Sometimes it's the idea and not the thing. The only problem is funding so much of it. And according to the new one you're only putting in $1,600.00 and not $2,000.00. The Student Sendoff, CSUN may want to consider doing something for all graduating students. I want you guys to think about these factors. Consider what's in your discretionary. SENATE PRESIDENT AMES QUIT A: If you're really concerned with the budget, go to Dave and look over the budget with Dave. It's surprising me about the money. There's money sitting in people's budgets. But there's other things in other budget because there's thousands of dollars. SENATOR FRIEDLIEB: Just a couple of things. As a point of information, do you know the maximum occupancy of the ballroom? It won't fit 500 people. Under the statutes 204.04, No organization should be funded more than $500.00 even though they're going threw the department that hasn't put any financial aide to them. SENATOR CONWAY: I don't think I heard anyone say they don't want to fund it. I think all the questions are important. I am in favor of this. I don't think anyone's trying to make people look stupid. If you guys want, I got a hook up at news 3. SENATOR FLINNER: I have no problem with funding the event at all. I think $3,000.00 is too much. We funded $3,000.00 to the Polynesian group because it's a much larger event and I think giving $3,000.00,1 don't see us giving it benefiting as many students as the Polynesian thing. I honestly don't see how giving them $3,000.00 is being wised. I don't even think it's the scale. What we need to do is to logistically look at the scale of the event and how many people are to come. SENATOR CRAWFORD: I'm in favor of a smaller amount for the time being. I think if we can approve a smaller amount and let them use it as leverage. They need money for planning we have time to revisit the item if we still want this program to continue. SENATOR MAYER: We need to be more consistent in what we do. We approved to give things to the stupid wellness thing. I think they deserve $3,000.00. We approved $1,600.00 to approve someone to go to some conference. They deserve this. I think we're prolonging this too much. Consistency. SENATOR ESPINOZA: I've heard a few times it's a great idea. Do you want to fund it or not? I told you guys when I came in here that when I came here I think it's great community. The largest sector is latino. If we can start something like this, do you realize what an effect you could have on students? When people look back on this CSUN, they will see that the Polynesian. TEMPLETON: SENATOR FLINNER, you are in the education college? I am as well. It is important that you model for students and for generations. This will model for students to come to this. It's not a party; it's a tradition of a legacy of a group of people who are 15 students that are future students that will be college students. Please consider that. Think about the bigger picture. MANNI REYES: Our number one priority is to get latino students on campus. By implementing this program is to make this community become more involved. SENATOR HOLMQUIST: Everyone is sitting here talking about money. This isn't a money issue. The one problem I have is lets say you get 200 grads in there, and the latino community is a tight knit family. I have a problem with 150 students and their family. That's my one issue. We have money. Quit talking about we don't have money. We have it to spend. SENATOR MACDONALD: I don't believe that we owe them anything that has been done in the past. You want to do it because you want to start a new tradition. I think it's insulting to say that. If you think that in the back of your mind to make everything look better. They want this money to start something new for themselves. Not because it's owed to them. I want you to think about it for that reason. SENATOR JIMENEZ: About tradition. We are always saying that we are starting a tradition. SENATOR FRIEDLIEB: SENATOR JIMENEZ, in the end, Rebelpalooza should pay for itself. Yes, this will be a good tradition. If this was any organization, they are only allowed so much per year. It's not our department for recruitment. And theirs an organization for that. We are here to make decisions for the current students. Have you asked anyone about this type of thing. I haven't, and I'll admit that. This is for the current students. In the future there will be Senators here for those students. I wouldn't come and ask money for my friends to graduate. A graduation party is not for the school to fund.
